The End of Self-Regulating Mechanisms

8 O n e H u n d r e d Pages for t h e Future

equipped we are to understand the destiny toward which

we are recklessly heading. In the past, some natural mecha-
nisms could have helped us, but now they have become
weak and uncertain, and their operation is unreliable.
The regenerative capacity of Nature is one of those
self-regulating mechanisms. In its amazing wisdom,
acquired by uninterrupted experimentation through the
ages, Nature developed self-controlling, self-adjusting, and
readjusting devices that exist to a lesser or greater degree in
all living organisms. This property, called homeostasis,
also gives ecosystems a remarkable ability to absorb, or to
reduce and reject, foreign pollutants or abnormalities. All
these characteristics nevertheless have limits, and the pres-
sures exerted by modern men and women have trans-
gressed those limits in many areas. The living world can no
longer cope with the massive injection of wastes from our
industrial civilization and the thousands of new chemical
substances that it continuously produces. Nature's regener-
ative capacity no longer can repair all the damage wrought
by humans.
Until quite recently, there were also some reliable self-
regulating mechanisms in human systems, but they have
also broken down or begun to function erratically. That is
the case, for example, with the political institutions of
democratic countries. In simpler times, their strength lay in
the periodic consultation of the electorate and the alterna-
tion of political parties following the discussion of ideas
and evaluation of various policies by the citizens. These
mechanisms are no longer able to maintain a productive
balance that has been put to the test and readjusted fre-
quently over time, which is fundamental to democracy.
Even when the mechanisms function normally, they can no
longer satisfy the demand for participation and innovation
