PM 242: Methods of Policy Analysis

(Prerequisite: PM 241)

Course Guide
First Semester AY 2022-2023

Introduction

Welcome to the new semester and to the PM 242 course!

The course is divided into four major units: 1) overview of policy analysis; 2) qualitative
methods of policy analysis; 3) quantitative methods of policy analysis, and lastly 4)
integrated approach or the application of both qualitative and quantitative methods in
the policy analysis process.

The course PM 241 (Introduction to Public Policy) is an important prerequisite to PM


242. Students of PM 242 are expected to be knowledgeable about the basic concepts
of public policy and program administration.

Course Learning Outcomes

The course’s main objective is to study the methods of analysis applicable to public
policy. After completing PM 242, the students should be able to:

1. Be knowledgeable in quantitative and qualitative approaches that policy


analysts use for discussing societal issues;
2. Determine the appropriate method, including current tools of data analytics, to
best strengthen the policy analysis; and
3. Create information support for current and future researchers in public policy

Course Requirements

To pass the course, the students must satisfactorily comply with the following
requirements:

Class participation : 10%


Quizzes : 15%
Faculty Marked Assignments : 20%
Policy Paper : 20%
Final Examination : 35%

a. Class participation: Everyone is encouraged to participate actively in the


online asynchronous and synchronous class discussions through forums,
chats, group works, and zoom classes. For asynchronous class sessions, the
FIC will post the discussion questions for the students to comment on. Your
comments or reflections must be well thought of and should, in appropriate
cases, refer to reading assignments and other academic sources.

b. Quizzes: Quizzes will be posted on the course site and will only be accessible
for a specific period of time so please check the course site from time to time.

c. Faculty Marked Assignments: The FMA questions and specific mechanics


for FMA submissions will be posted on the course site. All submissions must
be submitted in MS word format and must be uploaded in their designated
submission bins on the Myportal course site. Always cite your sources in your
papers and include your references.

Your FMAs will be graded based on the following criteria:

Content : 50%
Organization of thoughts : 15%
Writing style : 10%
Format : 10%
Proper citation : 10%
On-time submission : 5%

d. Policy Paper: To apply the lessons that you have learned from the course, you
are required to submit a policy paper towards the end of the semester. The
details of this requirement will be elaborated further in the course site

e. Final Examination: Only those who have complied at least 50% of the class
requirements will be eligible to take the final exam.

All class activities and submission of class requirements will be done through
MyPortal. Please be reminded of the following:

• Announcements. Please make sure to check the course site regularly to get
updates on the course.

• Deadlines. Submit your class requirements on the set deadline. Submissions


beyond the deadline shall be given demerits based on the following schedule:

1 to 6 days late (-)5%


7 (to 13) days late (-)7.5%
14 (to 21) days late (-)10%
22 (to 30 days) after the due (-)15%
date

• Academic Integrity: Cheating and plagiarism are serious offenses. Students


who are found guilty of cheating/plagiarism shall be given a failing mark and
may be expelled from the university.
