Aware that the development of friendly relations among nations, based on respect for the principle
of equal rights and self-determination of peoples, is among the purposes and principles of the
United Nations, as defined in the Charter,
Recalling, in this regard, its resolution 2625 (XXV) of 24 October 1970, entitled “Declaration on
Principles of International Law concerning Friendly Relations and Cooperation among States in
accordance with the Charter of the United Nations”,
Guided by the principles of the Charter of the United Nations, affirming the inadmissibility of the
acquisition of territory by force, and recalling relevant Security Council resolutions, including
resolutions 242 (1967) of 22 November 1967, 465 (1980) of 1 March 1980, 497 (1981) of 17
December 1981 and 2334 (2016) of 23 December 2016,
Recalling further the advisory opinion rendered on 19 July 2024 by the International Court of Justice
on the legal consequences arising from Israel’s policies and practices in the Occupied Palestinian
Territory, including East Jerusalem, and from the illegality of Israel’s continued presence in the
Occupied Palestinian Territory,
Expressing its concern about the exploitation by Israel, the occupying Power, of the natural resources
of the Occupied Palestinian Territory, including East Jerusalem, and other Arab territories occupied
by Israel since 1967,
Expressing its grave concern about the extensive destruction by Israel, the occupying Power, of much
of Gaza,
1. Reaffirms the right of the Palestinian people to self-determination, including the right to the
independent State of Palestine;
2. Reaffirms the inalienable rights of the Palestinian people and of the population of the
occupied Syrian Golan over their natural resources, including land, water and energy
resources;

3. Recognizes the right of the Palestinian people to claim restitution as a result of any
exploitation, damage, loss or depletion or endangerment of their natural resources resulting
from illegal measures taken by Israel, the occupying Power, and Israeli settlers in the
Occupied Palestinian Territory, including East Jerusalem, and demands that this issue will be
dealt with within the framework of the final status negotiations between the Palestinian and
Israeli sides;
4. Calls upon Israel, the occupying Power, to comply strictly with its obligations under
international law, including international criminal law, and fully cooperate with the
International Criminal Court;
5. Calls upon the Palestinian authorities to comply with its obligations under international law,
including international criminal law, and cooperate with the International Criminal Court;
6. Encourages all States and international organizations to continue to actively pursue policies
to ensure respect for their obligations under international law, reminding States signatories
to the Rome Statute of the International Criminal Court that cooperation with the Court for
the arrest of individuals for whom there is a standing arrest warrant by the Court is not
optional;
7. Calls for the immediate revocation of Israeli laws banning the United Nations Relief and
Works Agency for Palestine Refugees in the Near East (UNRWA) from operating in the
territories Israel controls, so the immediate humanitarian aid can become available to the
Palestinian people.
8. Requests from the international community that it makes sufficient funds available to the
Palestinian authorities so as to begin the rebuilding of Gaza, expecting that before such
money is delivered, all due diligence will take place so as this money is not used to fund
terrorist organisations.
9. Urges all States and the specialized agencies and organizations of the United Nations system
to continue to support and assist the Palestinian people in the early realization of their right
to self-determination, including in relation to the immediate reconstruction of Gaza.
