ACKNOWLEGEMENT

First of all, I would like to thanks my parents, Mr NG'WANZALIMA SHULULU and my

mother mrs, CHRISTINA JOSEPH that they financed me to accomplish in NTA LEVEL 5,

which is Technician Certificate in Development Planning (TCDP). Also, they financed me in

accommodation’s so as to reach the area for field conduction and to attain success during field

work.

Also, I would like to thanks our coordinator program in Development Planning, Mr, HIMID

KAJIBA, who direct us in how to select area for field work, and he gave us notification letters

that direct us to the area for field work.

Also, I would like to thanks our module master in field practical training Mr, EMMANUEL

BULUGU, who direct and facilitates us in how to conduct field work for various levels, includes,

village level as well as ward level and he direct us in how to collect data, both primary and

secondary data and to produce a good report in formal way.

Also, I would like to thanks my field supervisor in a field station, mr, JACKSON MAGANGA

(WEO) who direct and facilitates me about the whole process of field work within the ward

DEFINITION OF TERMS

Population – Member of people in habited at a specific area. Also, population refer to a

Number of people or human living in a certain geographical area at a particular time.

Culture the members of society that are Material land non-material culture, example of material

culture are equipment such as house and axes, also example of non-material culture such as arts,

customs, norm and value.

Household - The group of people who live together in house which own the part of production

which depend in factors of production such as labour, capital, land and entrepreneurship

Government - organize board of person who from the ruling system of the state

Agriculture refers to the crop cultivation and animal keeping

Planning is the continuously process and rational decision making on the allocation of scarce

resources.

Education is an institution which is responsible for the provision of knowledge and skills.

CHAPTER ONE

1.0 INTRODUCTION

This field attachment report conducted in order to impart skills and knowledge on practical

process of planning by linking with knowledge and skills that we learnt in the class. The field

was started from 1st July, 2024 to 23th August, 2024 that conducted in Solwa Ward at Shinyanga

District in Shinyanga Region.

This field attachment held by using different methods used in collection of data, includes

primary data and secondary data by making the interview, observation, and passed on written

document to get specific data to analyse to get real things.

1.1 AREA PROFILE

1.1.1 The history of Solwa Ward

Solwa is one among of Ward found in Shinyanga District at Shinyanga Region. The Ward was

established in the year 1980. The Ward found the centre of Solwa Ward The local people of

Ward are Mixed society. In Solwa Ward they speak Swahili and local different language. Ward

has seven villages which are Solwa, Mwandutu, Mwasekagi Mwiseme, Mwabuki, Mwakatola

and Manheigana village. Also, solwa Ward is near with various ward, in north is near with

Salawe Ward and Mwenge Ward, also in west is near with Mwakitolyo ward, also in south is

near with Labukande and Labusalu ward.

1.1.2 Climatic condition

The climate is generally hot and cool all the year round, namely it is very conducive suitable for

various economic activities particularly agriculture, business and industries. In Shinyanga

regional rainfall starts in February up to May also occur in October up to December every year.

1.1.3 Population

The 2022 population census indicated that the Ward had 31542 people of whom 15426 were

males and 16116 were females. This is according by the census of 2022

1.2.0 SOCIAL ASPECT

1.2.1 Health services

The access to health care in Solwa Ward there three government Dispensary and only one private

health centre in order to get the treatment for that they are suffering from different diseases and

the common diseases which are focused on that area is Typhoid, Malaria, Diarrheal and Urinary

truck infection (UTI)

1.2.2 Education

In Solwa Ward, there are eight primary schools. Also, in Solwa ward, there two secondary

school, which provides education to the people of the Solwa Ward and others from different in

areas

1.2.3 Water services

Water is very important things in life of human being, animal and other living things. In Solwa
Ward the water system is somehow planned but does not function as expected by the people of
Solwa ward. Some few numbers of people are able to have water in their home because they
have higher incomes which have water pump and those who have poor income they are using
water from dams. In Solwa Ward have lack of safe water due to poor education about population
which occur in that Ward, so due to that, only KASHWASA is used to supply water in the ward

1.2.4 Agriculture

Farming activities conducted in Solwa ward is the traditional farming both crop and food are

cultivated where by food crops include maize, sunflower, cowpea, cassava, cowpea, sorghum,

sweet potatoes, legumes, groundnut, lentils, and etc.

1.2.5 Business.

The business carried out at Solwa Ward whole sale and retail businesses, hard ware and timber

sellers, spare parts, bars, guest house, stationeries, medicals, barber shop and hair dressing

1.2.6 Livestock

Solwa Ward has quite number of people who practice animal husbandly, Livestock is including

the goat, pigs, cows and cattle etc where by most of livestock are kept outdoor so this helps them

to improve their life standard by selling different product which produce from those animals like

milk, manure, meat and skin.

1.2.7 Electricity

The Solwa Ward the infrastructure in term of power electricity is not fine sometimes house have

electricity and others failed to get it due to the life variation of the people of Solwa Ward, the

rich people are able to bring electricity power to their house on other side the people with poor

income un able to have it due to the poor income.

most people of Solwa they use lump to lighting at night and fire wood. In daily life to handle

their life, TANESCO and accept to add 15% as bill cost added which started on January 1 st 2016,

this situation add some pressure to consumer of this commodity because the people with poor

income cannot have it their life hence the government as main speaker should convince the

TANESCO reduce amount to bring the survive line to their settlement so through this condition

people of Solwa Ward the interest of get electricity power for them will be a dream.

1.3.0 CULTURAL ASPECT

1.3.1 Beliefs

The Solwa Ward, the issues of traditional believes is not much practiced by the people because

of interaction of different tribe from different part of Tanzania who establish their habitant at

Solwa Ward, the indigenous of Solwa Ward is Sukuma tribe in previous time was practiced their

believes but now days due to inter tribe the traditional beliefs are not conducted in high amount.

And people from the western culture and Middle East culture rather than traditional practice

hence the traditional beliefs destructed.

1.3.2 Food

The people of Solwa Ward eat most type of food such as Ugali, rice, beans, meat with vegetable

and millets, all this kind of this food buy from their shops and market and beans so this is normal

food available in Solwa Ward.

1.3.3 Festival

The festival in Solwa Ward just a common issue to the people, the festival is held during period

of wedding day also on the day of Iddy, Christmas day and New year, young boys they are going

circumcised, also People are drink, dance, eat and sing different songs during celebration.

1.3.4 Key objective of Solwa Ward

To coordinate with all relevant government of Solwa Ward and other development partners,

private companies and individual in order to enhance total effort in the Ward to improvement of

social services.

 To make sure that community are full participated in development planning without on

danger sex in implementation, monitoring to achieve what we planned.

 To provide effective utilization of natural resources available within the Solwa Ward for

further development.

 To collect the tax within Ward at exactly time planned

 To ensure there is strong security to the Ward community

 To provide the education to the community about the effect of HIV/AIDS

 To attract the development partners to assist sustainable development and other

stakeholders within and out of the Solwa Ward

1.3.5 Function under taken

Solwa Ward had different activities which conducted in order to bring profits, service,

development activities include; Business activities is among the major function conducted by the

most of Solwa, most people depend on business activities as a back bone of the economy and

national level.

CHAPTER TWO

2.0 PRESENTATION OF EXPERIENCE FROM THE FIELD

2.1 Student involves in daily activities

This second chapter of the report is to explain about how to involve in conducting daily activities

at Solwa Ward to accomplish the set of priorities, objectives and how implement project and

other program in order to have sustainable development.

1st week (01st July, 2024 to 05th July, 2024).

It was reported to the field station to start the field on that day was introduced to the different

office of ten house beside under escort of the ward chairman, also within that week is to

participate in mobilization on environmental sanitation, within the Ward, also provision of

consultancy to people, receipts seal ink stamping as well as facilitating people to go at nida

office and ensuring environmental cleanness in the business environment.

2nd week (08th July, 2024 to 12th July, 2024),

On this week of the field is involves in giving people’s nida, office cleanness also ensuring

business environmental cleanness as well as provision of consultancy also solving different cases

and ensuring good arrangement of files in the office.

3rd week (15 July, 2024 to 19th July, 2024)

Under this week we deal with various activities such as office cleanness, case resolution for

various people, arrangement of document in the office, also involvement in handling conflicts as

well as receipts seal ink stamping withing the ward office.

4th week (22nd July, 2024 to 26th July, 2024)

The following activities I have done during the field attachment withing the ward office, those

tasks include, giving people’s nida identies, provision of onsultancy for various people, conflict

resolution, also provision of announcement to meet at ward office so ss to be educated about

paying tariffs, putting guidelines for payment of taxes for traders.

5th week (29th July, 2024 to 02nd August, 2024)

In this week, the following activities I have conducted such of those includes, conflict resolution,

provision of consultancy on how to get nida, giving people’s nida as well as inspection on

environmental sanitation and preparation of meeting minutes as well as office cleanness.

6th week (05th August, 2024 to 09th August 2024)

Preparing questionnaire for data collection, about infrastructure especially school construction

project, also reviewing document for the preparation of plan and budget of 2024/2025, not only

that but also environmental inspection in the whole ward as well as arrangement of document

and files in the office.

7th week (12th August, 2024 to 16th August, 2024).

We attend to the meeting of Solwa Ward. The meeting was about discussion between

chairpersons of Sowa Ward and hamlet chairperson. The discussion was about implementation

of different project that was continuous in the Solwa Ward. Also, in this week visiting at Solwa

secondary school for the aim of continuation of three classrooms construction project which are

stopped. After the process the WEO tell us the important of monitoring and evaluation. As well

as preparation of meeting minutes.

8th week (19th August, 2024 to 23rd August, 2024).

In this week visited at the Slowe ward to learn about the organisation chart of the ward leader

authority system started from ward chairman followed by the ward executive officer as remains

facilitator of the ward. Also, in this week was involved to studying about the why management

of environment as issues of development in Sowa Ward, this is because the environment has all

sort of objects that surround the human being life cycle of living and non-living things are

interdependent so the removal of one will negatively affect other also preparation of

organisational chart.

2.2Achivement and challenges faced by Solwa ward

2.2.1 Achievements registered by the Solwa Ward

 Solwa communities allowed to participate in different development planning without care

their sex to providing their view, opinion in different debate which held in the ward.

 Peace and security are obtained in high level due to cooperation between Ward

government and police forum

 In Ward enable to women empowerment in different opportunity to hold the authority in

the community such leader freedom of equal decision and not to be humiliated by their

husband a tortured compared with previous time.

 Another achievement registered by the Ward is health care by distribution of net in each

house as the aim of government to fight against Malaria also provision of education on

about HIV/AIDS as dangerous diseases in economic development in the community.

 Improvement of infrastructure in term of communication network within the Solwa Ward

and build Morden house due to all network were located along the hill of Solwa Ward so

people live in comfortable life because of good house and with electricity power and

water.

2.2.2 Challenge faced by the Solwa Ward

Apart from those, successfully achievement, but there are some challenges facing people of

Solwa Ward as barrier toward their development reached include;

 Financial problem

The people of Sowa Ward are still facing by the lack of financial support in their development

budget to the Ward absence of effective money to run the Ward led to failed to tackle different

protect to facilitate that project this due to poor planning proposal which can attract development

project donor

 Lack of water service

The ward facing the problem of water for long time but the government of the Ward not well

collaborate to ensure that water available but up to went full search for water, which delay many

activities to conclude on time

 Unemployment

Due to the absence of employment in this Ward most of the people are living without

employment this cause most of the people in ward living under one US dollar

 Poor water sewage system

This Ward the sewage system is not good because the system is breaking day after day. The

breakage of this sewage system gives the people in the Ward to use laundry as they were using

before.

CHAPTER THREE

3.0 CONCLUTION AND RECOMENDATION

3.1 Conclusion

In order to achieve development goals of Ward all people are should participate perfectly also

leader must determine their responsibility and position on encourage people to participate on

development planning and implementation of that we planning. This will have positive effect and

effectively achievement of development goals.

3.2 Recommendation

 Community should be given proper education about entrepreneurship in order to make

any economic activities to add some income to reduce the poverty

 Community should be mobilized to participate in development plan without care gender

to encourage their development

 Provision of HIV/AIDS counselling and protective tools also education understand the

evil of HIV/AIDS to the people hence to increase number competent people in the Ward.
