Key findings
1. Introduction
1.1.1 Considering the importance of availability of labour force data at more frequent time
intervals, National Statistics Office (NSO) launched Periodic Labour Force Survey (PLFS)
in April 2017. On the basis of PLFS1, Quarterly Bulletins are brought out, corresponding
to different quarters of the survey period, giving estimates of labour force indicators, viz.,
Labour Force Participation Rate (LFPR), Worker Population Ratio (WPR),
Unemployment Rate (UR), distribution of workers by broad status in employment and
industry of work in the Current Weekly Status (CWS) for the urban areas. Twenty-three
Quarterly Bulletins starting from the quarter October - December 2018 upto the quarter
April - June 2024 have already been released.
This Bulletin for the quarter ending September 2024 is the twenty-fourth in the series.
The fieldwork for collection of information in respect of all the samples allotted for the
period July-September, 2024, were completed timely for the first visit as well as revisit
samples, except for 15 first visit FSU2s (4 in Maharashtra, 3 each in Manipur and Madhya
Pradesh, 2 in Kerala, 1 each in Odisha, Assam and Andaman and Nicobar Islands) and 5
revisit FSUs (2 in Maharashtra and 1 each in Gujarat, Meghalaya and Uttar Pradesh)
which were treated as casualty.
These aspects may be kept in mind while using the estimates of PLFS for the concerned
quarter.

2.Key findings
2.1.1 Labour force refers to the part of the population which supplies or offers to supply
labour for pursuing economic activities for the production of goods and services and
therefore, includes both ‘employed’ and ‘unemployed’ persons. Labour Force
Participation Rate (LFPR) is defined as the percentage of population in the labour force.
Labour force according to current weekly status (CWS) is the number of persons either
employed or unemployed on an average in a week of 7 days preceding the date of survey.
In Statement 1, estimates of LFPR in CWS are presented.
2.2.1 Worker Population Ratio (WPR) is defined as the percentage of workers in the
population. The workforce measured in CWS gives the average picture of the workforce in
a short period of one week during the survey period. The estimate of workforce in the
CWS provides the number of persons who worked for at least 1 hour on any day during
the 7 days preceding the date of survey. In Statement 2, estimates of WPR in current
weekly status are presented.

Key findings
2.3.1 The workers in current weekly status are classified into three broad categories
according to their status in employment. These broad categories are: (i) self-employed, (ii)
regular wage/salaried employee and (iii) casual labour. Within the category of self-
employed two sub-categories have been made as follows: (i) own account worker and
employer combined together and (ii) unpaid helper in household enterprises. In Statement
3, distribution of the workers of age 15 years and above in CWS by status in employment
are presented. It may be noted that self-employed persons who did not work either due to
sickness or due to other reasons though they had self-employment work are included in
column 4 of this Statement. Thus, the estimates given in column 4 may be higher than the
sum of the estimates in column 2 and column 3.

2.4.1 Three broad industries of work which have been considered here are agriculture
sector (NIC-2008 codes 01-03), secondary sector along with mining and quarrying (NIC-
2008 codes 05-43) and tertiary sector (NIC-2008 codes 45-99). Distribution of workers of
age 15 years and above in CWS, in these three broad industries of work are in Statement 4.

Key findings
2.5.1 Unemployment rate (UR) is defined as the percentage of unemployed persons in the
labour force. The estimates of unemployed in CWS give an average picture of
unemployment in a short period of 7 days during the survey period. According to the
current weekly status (CWS) approach, a person was considered as unemployed in a week
if he/she did not work even for 1 hour on any day during the reference week but sought or
was available for work at least for 1 hour on any day during the reference week. In
Statement 5, estimates of Unemployment Rate in CWS for the periods are presented.

3. Sample Size
3.1 Sample Size in urban areas in each of the survey period July – September 2023,
October – December 2023, January – March 2024, April – June 2024 and July –
September 2024: In urban areas, a rotational panel sampling design was used and in this
rotational panel scheme each selected household in urban areas is visited four times – one
with first visit schedule and other three with revisit schedule. In the Table below, the
sample size in terms of FSUs (Urban Frame Survey blocks), households and persons in
urban areas is given, separately for each of the survey period July – September 2023,
October – December 2023, January – March 2024, April – June 2024 and July –
September 2024. It may be noted that in each of these periods, besides the first visit
sample (25 per cent of total sample size), samples in respect to three revisits (75 per cent
of total sample size) were also surveyed.
