3. The Bids shall be deposited on the website http://jktenders.gov.in from 06-05-2025 (1000) to 13-05-2025 16.30 (Hrs)
The complete bidding process will be online.
4. The Technical bids received shall be opened online on 14-05-2025 (1400 Hrs) in the office of Executive Engineer Jal
Shakti Hydraulic Division Ramban.
5. The cost of tender documents (Non-refundable/ Non-Transferable) should be in the shape of e-
challan/Treasury Receipt to be deposited in MH 0215- (Revenue Head) in favour of Executive
Engineer, Jal Shakti (Hydraulic Division Ramban.
6. The Financial bids of the bidders shall be opened online in the office of the Executive Engineer Jal Shakti Hydraulic
Division Ramban and shall be communicated separately.
7. The irrevocable Performance Bank Guarantee in the shape of CDR/FDR/ irrevocable Bank Guarantee shall have to
be submitted before award of contract duly pledge to Executive Engineer, Hydraulic Division Ramban valid upto 30
days beyond the expire of O&M period.
8. The Bid documents consisting of instructions to Bidders (ITB), Bid Data Sheet (BDS),
Qualification Criteria and Documents to be furnished with the Bid, General & Special
Conditions of Contract, Contract Data, Drawings, Specifications, the schedule of quantities
and set of terms and conditions of contract and other forms will be uploaded on the website:
www.jktenders.gov.in on or before [ 06-05-2025 upto 10.00 Hrs] The Bidders can download
the bid documents after the due date upto last date for submission of online bid.
9. Bids shall be received “on line” on or before [13-05-2025 upto 16.30 Hrs]. The bidder must
possess Compatible Digital Signature Certificate (DSC) and proper user

working hrs.
11. A Bidder requiring any clarification of the bidding documents may ask on line in the e-
procurement portal using his / her DSC or through email: [email protected],
provided the queries are raised 05 days prior to the deadline for on-line submission of bids.
12. Bids received on line shall be opened on 14-05-2025 at 1400 Hours in the office of the
[Executive Engineer Jal Shakti Hydraulic Division Ramban] in the presence of the bidders or
their authorized representatives, who wish to be present. Bidders can witness the opening of
bids after logging on to the site through their DSC. If the office happens to be closed on the last
date of opening of the bids as specified, the bids will be opened on the next working day at the
same time and venue.
13. Bids must be accompanied by bid securing declaration form duly completed, Bid security and
cost of bid documents including GST of the amount as specified in the table above.
14. No Present Panch or Sarpanch shall participate in the bidding, if any found his bid shall be
rejected. Bidder should not be member of PRI.
15. The Tender inviting authority reserves the right to cancel any or all bids without assigning any
reason thereof.
16. The rate quoted shall be inclusive of all taxes as applicable at the time of payment.
17. The bidders are requested to quote their rates including Driver, POL/HSD, Maintenance
and repair of tanker and the payment shall be made on the basis of running kms.
(Loaded /Empty).
18. The tankers shall be deployed as per requirement and for deployment separate request
shall be issued to the lowest bidders for deployment of tanker within seven days of
intimation.
4. The schedule for operation of tankers shall be daily basis as per requirement from
concerned Assistant Ex. Engineer during the period.
5. The rates quoted by the tenderer should be on running per km. basis inclusive of POL
charges.
6. In case the date of opening of tender happens to be holiday, the tender shall be opened
on next working day or any convenient date.
7. The accepting authority reserves himself the right of accepting or rejecting any or all
tender without assigning any reasons.
8. The Tankers shall be equipped with Pump Generator and Canvas Pipe 80mm dia approx.
100 feet length (ISI Marked).
9. Maintenance of vehicle and equipment is in the scope of tanker provider. Department
will not be responsible for any break down / mis-happening of vehicle or any loss of life
etc.
10. The bidders can bid for one or more items as per availability of Tanker with him/her.
11. Proper Log Book shall have to be maintained by the Tanker Operator / Driver duly signed
/ authenticated from concerned Junior Engineer / Assistant Ex. Engineer.
12. Photographic evidence with geo-tagging shall have to be recorded in hard and soft
copies during providing drinking water through tanker each and every apot and this will
be responsibility of the concerned tanker owner in liaison with the Engineer-in0Charge
to maintain it. A set of the photographs will have to be enclosed with the payment bills.
13. The payment shall be made on the production of verified bill from the concerned
Assistant Executive Engineer duly supported by attested log book.
14. The wear and tear of the vehicle including M.Oil charge is the responsibility of tanker
owner.
15. The vehicle must be in road worthy condition and must have valid Registration
Certificate, Insurance Certificate, Fitness Certificate, Valid road permit.
16. The Bidder shall ensure that the vehicle/driver should not be changed frequently. Any
such change(s) should be informed to the authority well in advance.
17. The vehicle should be commercial vehicle with valid Registration Certificate, Insurance,
Token Tax etc. and its upkeep shall be in good condition.
18. The opening authority reserves the right to accept or reject any or all quotations without
assigning any reason thereof.
19. In case of any dispute regarding the work Chief Engineer PHE Department Jammu shall
be the sole ARBITRATOR.
20. All other terms and conditions will remain same as laid down in PWD form No. 25-
Double, FC 33.

GENERAL TERMS AND CONDITIONS

1. No extra payment shall be made on account of dewatering even if involved at site of


work, bidders are advised to quote their rates accordingly.
2. The service tax, Income Tax or any other tax shall be effective @ the prevailing rates
fixed by the Govt. From time to time and shall be deducted at source from the amount
payable to bidder.
3. The bidder shall draw agreement deed within 7days with the department after the
issuance of allotment letter.
4. The validity of the bid shall be 90 days from the date of opening “Price Bid”
