1. INTRODUCTION

The descriptions in this section shall be applied for the Quang Trach I Thermal Power Plant (2
x 701.5MW(Gross) Ultra-Supercritical Coal-Fired).

 Project Name : TWO(2) x 700MW QUANG TRACH I THERMAL POWER PLANT

 OWNER : Vietnam Electricity (EVN)


The planned site for the construction of the power plant is located in Vinh Son hamlet, Quang
Dong commune, Quang Trach district, Quang Binh province.
The Coal Fired Power Plant is composed of two(2) Boilers, two(2) Steam Turbine Generators,
and Balance of Plant equipment which are the most efficient and proven machines utilizing
the available technology in the world.
Land reclamation for Site had been done from EL +5.10m to EL +5.82m (Hon Dau National
Altitude) in the Main plant area and the auxiliary area. And land leveling on these areas with
level minimum at EL +5.10m will be conducted.

Road transportation
National Road 1A is located in the West of Quang Trach I Power Plant and will connect to
Quang Trach I plant at front main gate to be located on Switchyard side by about 12m wide
road which will be constructed by the OWNER.
There is one road in the Southwestern of Plant area which is currently connecting to Hon La
Industrial zone with National Road 1A. This road is about 7.5m wide and it will be used as
main transportation route during construction period. Another access road shall be conducted
to connect Quang Trach I Power Plant with National high way Road No.1A. This road width
is about 12m and will be conducted by the OWNER.
Seaway transportation
The existing Hon La’s port in the Southeastern of Quang Trach Power Complex.

The Coal Jetty for common facilities of Quang Trach I comprises one 100,000DWT coal
berth and will be constructed at the coal unloading berth area of the coal entrepot.

Plant and Equipment Arrangement


Equipment of Unit 1 and 2 will be arranged in slide along (same hand) conception based on
the west-east center line of the units as shown in the plot plan and equipment arrangement
drawings. The general arrangement drawings indicate the layout of the principal equipment
and buildings including the required space for the access to the equipment for construction
and maintenance. The central control building will be located at the center between both
boilers. The main step-up transformer and auxiliary transformers are located at the west end
of the turbine building.
Both units have a reinforced concrete stack with inner flue for each unit receiving flue gases
from the De-SOx facilities and releasing to the atmosphere. The ash disposal area is located at
the east of the plant. Coal from the storage area is transferred to the coal silos arranged in
front of each steam generator by conveyors.

Project Schedule
The Works consists of two (2) units. It is imperative that the Works shall be completed to
meet the following schedules:

 Unit 1 is 42 months from the Effective Date to Completion Date,

 and Unit 2 is 48 months from the Effective Date to Completion Date.

The Supplier shall provide definite information on delivery of equipment and materials to the
site ready for the erection or installation in accordance with this milestone schedule. OWNER
reserves the right to adjust the above schedules but there will be no change in the contract
price due to the adjustment.

2. GENERAL

This section delineates the general design conditions & requirements made to perform the
engineering work and equipment selection for this Plant.

 The equipment is arranged as shown on the Plot Plan drawings contained in Reference
drawings. It can be modified during clarification according to discussion with the
OWNER.

 English language shall be used in all engineering and design data including technical
information.

 All units, dimensions and calculations shall be in metric and as detailed in the OWNER’s
RFP (clause 1.2.1.4), however, pressure and energy shall also be put down with
International System of Units (SI). And especially pressure unit, MPa (or kPa
considering for small value notation such as Condenser vacuum, MPa(a) is notation for
absolute and MPa(g) is for gauge pressure) shall be used in the display in CCR, field
instruments. But it is except that those used internationally in the English measurement
system such as pipe sizes.

And the following shall be considered for Safety and Equipment Protection;

 All of equipment accessible to maintenance should be provided with mechanical or


electrical safety means (mechanical lock, electrical lock, etc.).

 Equipment should be properly interlocked to be prevented from break down or damage.

 When the power source is failed, emergency system should be properly interlocked to be
prevented from other trouble.

 Safety fence and safety cover should be provided where protection from danger is
required.

The Plant system will be designed, manufactured and tested in compliance with applicable
International Codes and Standards as well as local laws and regulations.
The latest editions will be used and are defined as the editions in force at the Contract date
unless specified otherwise in the applicable Codes and Standards.
Where codes or standards are not specifically mentioned elsewhere in this section, it will
comply with the following applicable Codes and Standards.
When codes or standards not specified in this section is applied, it is subject to approval by
the OWNER and shall be proved to be equivalent to international standards.

4. ENERAL DESIGN CONDITIONS

4.1 General

1) Plant design life

The Works will be designed for the utilization of proven design directed toward extended
plant life (30 years) without excessive maintenance and without excessive replacement of
parts normally subject to wear and tear and deterioration in service, assuming the Plant is
operated in line with the operating instructions provided, maintained in accordance with
the maintenance schedules and procedures and has been operating within the defined Plant
operational envelope.
The exception to the above being:

 Components or equipment that are subject to wear in service and replacement as part of
planned maintenance procedures such as seals, wear rings, wear rings, seats, bearings
and similar items.

 Components that are designed to fail in service as part of their function e.g. fuses,
bursting discs etc.

 Consumable items required for operation


 Components for which a longer design life is specified herein
Special attention shall be paid to high pressure and temperature components and major
components such as boiler, steam turbine and generators which are subject to cycling as
result of the starting and operating regime specified in clause 4.2.
2) Degree of Plant Automation

The Facility will be partially automated and require minimum operator intervention for
normal operation. The degree of automation provided will ensure the Facility can be:

 Safely and reliably started, shut down, controlled and monitored from the CCR; and
 Operated with two operators, one in the CCR and the other in the CCR or roving the
plant as required.
It will be possible to start the any Generating Block and bring it to full capacity without
operator intervention outside of the CCR. Manual preparation may be required by operator
in CCR or field to fulfill ready to start- up permissive condition for safe plant operation.
For example, Coal handling system, Ash handling system, ESP system, Condenser water
make-up, Compressed air system, Closed cooling water system, Water and waste water
treatment system, etc. shall be in service prior to automatic start.
Some device (motor, damper, drain, vent, control or isolating valve) that may be required
to operate during start-up, shut-down, normal operation or transfer from one operating
mode to another shall be automated. Transfers include the safe shutting down of systems
in the event of a trip or malfunction of some element of the Facility. Notwithstanding this,
it will also be possible for the operator to interrupt the automatic, programmed sequences
and control the plant manually.
Notwithstanding the above, local control facilities will be provided for auxiliary equipment
at their local control panels. The controls provided at the panels will allow starting,

stopping and emergency tripping of the controlled equipment. Indication of the status of
auxiliary equipment will be provided in the CCR.
The following design and provisions are necessary for:

 All process and equipment alarm status to be remotely monitored at the CCR for
operator access and operation; and

 All process and individual equipment failure and tripping status to be independently
monitored by a sequence of events monitoring system.
Information from balance of plant systems will be made available at the CCR and any
other remote monitoring centers. The grouping of alarms from balance of plant equipment
will be minimized, with the extent of grouping being to the approval of the OWNER.
3) Unit Load Conditions

The Plant shall be operated not only for the base load operation but also for the load
cycling operation.

4.2 Plant Capability and Operational Conditions

1) Rated Output (RO)

The Rated Output of each unit shall be the continuous electrical power output of 654.7
MW (net capacity) under following conditions:

 Main steam pressure at main stop valve inlet 27.0 MPa(a)

 Main steam temperature at main stop valve inlet 600 ºC

 Reheat steam temperature at reheat stop valve inlet 610 ºC

 Final feed water temperature 305.5 ºC

 Opening of all extractions 100 %

 Exhaust Pressure 0.00563 MPa(a)

 Circulating water temperature 26 ºC

 Circulating water temperature rise by condenser 6 ºC

 Make up water flow to condenser 0 %

 Turbine speed 3,000 rpm

 Generator power factor, lagging/leading 0.85/0.9

 Generator frequency 50 Hz

2) Turbine Capability Condition (TCC)

The Turbine Capability Condition (TCC) of each unit is defined as the continuous sent out
power of 100% Rated Output under the following conditions:

3) Turbine VWO (valve wide open) Capability

The Turbine VWO condition shall be decided by the Turbine manufacturer in order to
secure the generator output at the Turbine Capability Condition.
4) Boiler Maximum Continuous Rating (BMCR)

The BMCR of the coal fired boiler is defined as the steam flow at the inlet to the turbine
main control valves corresponding to the steam flow for the VWO condition plus the
auxiliary steam flow for boiler and other equipment. SH (Superheater) Steam flow for
BMCR condition will be 102% of SH Steam flow at VWO.
5) Minimum Load of Coal Firing

The unit shall be able to operate continuously at stable load 40% and above of the Rated
Output when firing the design coal without fuel oil support and under automatic control.
The unit shall also be capable to operate at loads below 40% of RO with fuel oil support
firing and under automatic control.
6) Number of Starts

The coal fired steam plant shall be capable of operating continuously on base load and
shall be capable of handling load changes specified herein without tripping. The coal fired
steam plant will be required to start in the cold, warm, or hot condition, and to restart in
any condition.
Each unit shall be capable of full load rejection down to house load operation without
tripping. The plant shall be designed the number of starts for 30 years of its life as shown
in the below table:

7) Steam Bypass Operation

To facilitate start-up of the Plant, and to improve operational flexibility, e.g. during rapid
load changes, HP(High pressure) and LP(Low pressure) steam bypass system shall be
installed.
HP steam bypass system shall be designed to cover 60% of steam flow at BMCR and LP
steam bypass system shall be designed to cover 100% of the downstream from the HP
steam bypass and located between the hot reheat and the condenser.
Desuperheating spray for the HP steam to the cold reheat shall be provided from the boiler
feed water pump and for the hot reheat to the condenser will be provided by the
condensate extraction booster pump discharge.
The bypass line is closed during normal running of the Steam turbine. The system is
operated automatically during start-up or in the event of Steam turbine trip. In the event of
the transient condition that the condenser is unable to accept excessive steam flow above
capacity of bypass valves, the excess steam will be blown off through start-up vent valve
and ERV (Electrical relief valve).
8) House Load Operation

In the event of total load rejection and disconnection from the external network, the unit
shall be able to operate safely at the “House Load” under full automatic control, feeding
only the unit auxiliary services. The minimum period of operation at “House Load” shall
be two (2) hours, after that the Unit shall be successful re-connect to the power grip and
the Contractor shall state any limitations on his machine if the above period cannot be
achieved.
9) Load Change Rate

The Unit shall be designed to vary (including ramp up and ramp down) the loads during
normal operation at the following rates:

(clause 1.2.1.4), however, pressure and energy shall also be put down with International
System of Units (SI). And especially pressure unit, MPa (or kPa considering for small value
notation such as Condenser vacuum, MPa(a) is notation for absolute and MPa(g) is for gauge

7. ENVIRONMENT CONTROL

7.1 General

The following environmental requirements in the design of the plant system and equipment
shall be followed. Furthermore, all the requirements in the approved EIA of the Quang Trach
I TPP and Vietnamese environmental Law and Regulations shall be studied.
Project’s EIA report has been prepared and approved by the MONRE by Decision No
303/QDD-BTNMT dated 29/01/2018 on Approval of EIA report on Quang Trach I TPP. The
report is base for Government and local authorities to supervise the implementation of
measures applied to mitigate the adverse impacts on the environment (including air, water,
soil etc.)
During contract’s performance, there might be changes related to Project’s scale, capacity,
technology or changes on treatment of air emission, waste water, solid wastes etc. and
changes on environmental mitigation measures. And these changes can be implemented only
when get official approval from the approval authority (MONRE). EVN will work with the
Contractor along the process to get the approval

7.2 Noise Emission Limits

Noise control shall be performed following the requirement of in accordance with the
approved EIA and QCVN 26:2010 National Technical Regulation on Noise. Suitable acoustic
treatment shall be provided to ensure that, when the plant is operating at any load up to and
including its maximum capabilities. The following shall apply:
(1) The noise level at the boundary of Site shall not exceed values listed in above <Table 9.
Environmental Conditions Requirement>.
(2) The equivalent sound pressure level at working places (except for Center control room and
Administration Office, 65dBA) in the Plant shall not exceed 85 dBA.
Prior to Provisional Acceptance, noise level measurements shall be taken by Contractor in the
presence of OWNER in various working areas in the plant and along the boundary of the site
in a manner to be agreed between the Contractor and OWNER to verify that the noise levels
conform to the above requirement mentioned in item (1) and (2) above. Noise level
measurements shall also be taken during factory performance tests as applicable.
Should the measured noise levels exceed these limitations, the Contractor shall proceed to
take appropriate steps to reduce the levels to within acceptable limits. Noise level
measurements shall be taken by the Contractor following any modification to verify
compliance with the Contract’s requirements.

7.3 Vibration Limits

The equipment shall be designed and constructed to operate without vibration in so far as the
nature of the works will permit. Appropriate action shall be undertaken by the Contractor
wherever vibration is excessive, and action is required to reduce it to an acceptable level.

The mechanical vibration at any operation load shall not exceed the zone A/B boundary as per
ISO 20816 for rotating machines such as turbine, pumps, fans, drives etc., for the type and
scope of tests required to prove compliance with the criteria laid. If the acceptable level of
vibration for equipment is not defined in ISO 20816, it should be complied with the relevant
code and standards in practice, but approved by Owner.
