CHAPTER II
WORKING ENVIRONMENT

NATIONAL BUREAU OF INVESTIGATION

The National Bureau of Investigation (Filipino: Pambansang
Kawanihan ng Pagsisiyasat, abbreviated as NBI)[2] is an agency of the
Philippine government under the Department of Justice, responsible for
handling and solving major high-profile cases that are in the interest of the
nation. The NBI was modelled after the United States' Federal Bureau of
Investigation (FBI) when it was being established The Division of
Investigation, later renamed the National Bureau of Investigation, came
into existence on June 19, 1947, the date Republic Act 157 was approved.
Its history goes back to November 13, 1936, when a Division of
Investigation (DI) under the Department of Justice was created with the
enactment of Commonwealth Act No. 181 by the First National Assembly.
Section 1, C.A. No. 181 provides.

In 1947, as the Philippines struggled to recover from the

ravages of war, criminality in all its forms increased dramatically,
straining the meager resources of the newly reorganized police service
in effectively combating sophisticated organized crime groups and the
solution of complex crimes. Due to the increase of lawlessness in the
land, DI personnel agitated for the conversion of the Division of
Investigation into a bureau, believing that an enlarged, highly
professional and better equipped bureau similar to that of the American
Federal Bureau of Investigation was needed to effectively fight organized
crime groups and solve crimes of a complex nature.
In response, Congress filed House Bill No. 1162, from
which Republic Act No. 157 originated. R.A. 157 was approved by
Congress and enacted into law on June 19, 1947, which renamed DI to
the Bureau of Investigation (BI).[5] On October 4, 1947, R.A. 157 was
amended by Executive Order No. 94 to change the name from BI to the
National Bureau of Investigation.[3] On June 12, 2023, Medardo de
Lemos term as NBI Director was extended.

SOUTH COTABATO PROVINCIAL POLICE OFFICE

The Philippine National Police (PNP) originated from the Philippine

Constabulary or the PC, which was inaugurated on August 8, 1901,
establishing it as an insular police force under the American regime. On
August 8, 1975, Presidential Decree no. 765 was issued, establishing the
Philippine Constabulary Integrated National Police or the PC/INP as the
country’s national police force. These fragmented and diverse local police
units were integrated into a national police force with the Philippine
Constabulary as its nucleus.

After the People’s Revolution in 1986, a new Constitution was

promulgated providing for a police force, which is “national in scope and
civilian in character.” Consequently, Republic Act No. 6975 entitled, “An
Act Establishing the Philippine National Police under a Reorganized
Department of the Interior and Local government (DILG),” was signed into

law on December 13, 1990, which took effect on January 1, 1991.

Subsequently, the PNP was operational on January 29, 1991, whose
members were formerly the PC and the INP and the absorption of the
selected members from the major service units of the Armed Forces of the
Philippines such as the Philippine Air Force Security Command, the
Philippine Coast Guard, Philippine Navy, and the Philippine Army.

Thus, to further strengthen the PNP into a highly efficient and

competent police force, Republic Act No. 8551 entitled “PNP Reform and
the Reorganization Act of 1998” was enacted on February 17, 1998,
amending certain provisions of Republic Act No. 6975.

CHAPTER III

DUTIES AND RESPONSIBILITIES

I am a student undertaking On-the-Job Training (OJT) are expected to maintain perfect

attendance and arrive on time for my assigned shifts or work periods. Consistent
punctuality demonstrates professionalism and respect for the workplace and their
supervisors. A crucial aspect of OJT is the ability to follow instructions accurately and
efficiently. I should actively listen to our supervisors, ask clarifying questions when
needed, and diligently perform tasks as assigned.

We should seek opportunities to learn new skills, take initiative in tasks, and proactively
seek feedback from supervisors. Demonstrating a willingness to go the extra mile and
take on challenges builds valuable experience and showcases a strong work ethic. Asking
relevant questions and seeking clarification shows a commitment to learning and
improvement.

successful completion of On-the-Job Training hinges on the student's commitment to

fulfilling their duties and responsibilities. By demonstrating punctuality, adherence to
rules and instructions, professional conduct, active participation, and respect for
confidentiality and workplace property, students not only gain valuable practical

experience but also cultivate essential workplace skills and build a strong foundation for
their future careers.

MY WORK LEARNING EXPERIENCE

On-the-Job Training (OJT) serves as a vital bridge between academic learning and
real-world work experience. It provides students with the opportunity to apply theoretical
knowledge in a practical setting, gain hands-on skills, and understand the dynamics of a
professional environment. Through OJT, I was able to enhance my technical abilities,
develop soft skills such as communication and teamwork, and gain a deeper insight into
my chosen field. This experience not only helped me grow as a future professional but
also gave me a clearer perspective on the career path I wish to pursue.

The first day of my OJT was on the NBI Agency, I was so very nervous that time but
with the help of my buddies I felt a little bit relieve, I'm so very thankful to my team
( Team Alpha) with their support I'm enable to do my task without feeling nervous while
on duty. The staff in the agency was so kind, they taught us some techniques they used
when they have an operation to do, some of those are how to properly handcuff the
criminal, and also how to properly use the gun. The most memorable part they taught us
what to do and what we need to do if someday we're going to apply law enforcement.
Their advice helps me and inspired me to pursue my dreams.

The second agency was on the South Cotabato Provincial Police Office ( SCPPO) we
witness their routine everyday, and also they are very hospitable. On our first day we join

to their mass with other OJT students for celebrating a women's month, and after that Sir
Murillo the assign officer for the OJT students, he taught us how to assemble and
disassemble the firearms, we compete with the other school, we enjoy a lot every time sir
Murillo has an activity for us to do. Every time they shared what their experiences we
learned a lot about law enforcement, and also they gave an advice that we can used for
the future. In overall it's a remarkable memories that we will never forget and I will apply
all the knowledge that I learned from those agencies.
