In Conducting Competency Assessment
The contents of this document are adapted from the Operating Procedures on Conduct
of Competency Assessment:

The Competency Assessor shall:


1. Wear the prescribed Competency Assessor's ID and dress appropriately according to the
qualification to be conducted.
2. Ensure that the assessment shall be conducted in accordance with the methodology and
procedures set by TESDA.
3. Comply with the Steps in Conducting a Competency Assessment. (Operating Procedure
on Competency Assessment TESDA-OP-CO-05.)

STEP 3 - PREPARE THE CANDIDATE


In this Step, the Assessor shall use this Script Assessor's Guide

Greetings! (Good morning)

I am an accredited competency assessor in (mention


the title of the Qualification)

I would like to acknowledge the presence of our


TESDA Representative, (mention the name).

You do not have to worry about his/her presence. He/


She here to oversee the conduct of competency
assessment and to check if the conduct is in
accordance with the prescribed competency
assessment methodologies and procedures. She/He
will not assess you.
Before we proceed, May I inform you that we are
being recorded and live-streamed through the CCTV
camera in the TESDA Albay Provincial Office and Consent Form
TESDA Regional Office. I have here your consent
form which means that we, including me, agree to be
recorded and to the other terms including the sharing
of your CCTV footage to authorized representatives
indicated in this form.

Also, I have here with me your application forms and


Self-Assessment Guides. These are proof that you
are willing and ready to undergo the assessment.

At this point, you will do the following:

1. Collect the admission slip


2. Check the attendance and identity of your
candidates (You may request a valid ID to
validate the identity of your candidate) Attendance Sheet
3. Instruct your candidates to sign on the
attendance sheet.

(NOTE: LET THE CANDIDATES VERIFY THE


SPELLING OF THEIR
NAME APPEARING IN THE ATTENDANCE SHEET.)

After you have finished with the three activities, you


shall Conduct Orientation to the candidate on the
following (6.3.7.5):

1. What is Assessment? Context and purpose


of assessment.
Assessment is the process of collecting
evidence and making judgments on whether
competency has been achieved.
The assessment process seeks to determine Assessor Guide
whether the graduate or worker can perform to
the standards expected in the workplace
based on the defined competency standard.

(You will inform the candidate where the different


tasks will be performed, e.g. Demonstration of skills,
feedback, among others.)

2. Qualification/Units of competency to be
assessed

 Inform the candidate of the title of the


Qualification e.g. Cookery NC Il, Bread and
Pastry Production NC Il, among others.
 Enumerate the Units of Competency covered
by Assessment.

Example:
 Agricultural Crops Production NC Il – for ACP
specialization
 Animal Production (Swine) NC II forAP
specialization

Core Units:
1. Core competency of ACP and ANP-swine
NCII)
Mention the electives (if there is)

2. The tasks to be performed, time limits, and


evidence to be collected.
For example, Tasks
 (from TR, in the core competency of ACP and
ANP-swine NCII)

3. Assessment procedures to be undertaken.


Example: Cake making will be demonstration with
oral questioning.
 Result of the Assessment: COMPETENT OR
NOT YET COMPETENT

4. Needs to be considered during


assessment.
 Religious Practices
We also have things that need to be considered. If
there are any religious practices being observed by
your religion, just tell me so that I can allow you to
observe whatever you are required to do by your
respective religion. For example, if you need to pray
at a specific time this day tell me and I will allow you.

(Be universal in giving instruction with regard to


religion. Consider religion in general do not assume
One (1) religion or your religion).

 Medication
For those candidates who need to take them
medication / maintenance within the duration of our
assessment, just inform me and I will allow you to
take your medication.

5. Allowable/ reasonable adjustments in the


assessment procedure.

For example, translating the instruction to vernacular,


among others.

6. The DO's and DONTs inside the


Competency Assessment Center.
Example: DO's
 Follow the security policy and procedure
 Follow rules on use of facilities

Example: DON'Ts
 Using cellphone during assessment and taking
pictures
 Leaving the premises of the AC without
informing the assessor or any staff.
 Loitering on the premises

7. The rights and appeal system


Inform the candidate that in the event he/she
is not satisfied with the result of the
assessment he/she can appeal in writing,
addressed to the AC manager immediately
after the assessment. (and not several days
after assessment). (Also, inform the candidate
that in the event he/she notice/thinks that the
process of the assessment was not followed
and there are disagreements on the process of
assessment he/she can appeal, inform them
not to sign the rating sheet and CARS.)

8. Issuance and validity of the NC/COC

Instructions for E-Certificate Implementation:

TESDA is currently implementing the E-Certificate


system. Starting from August 28, 2023, until
December 31, 2023, they will be running a parallel
implementation. This means that you have the option
to either receive your traditional paper-based National
Certificate (NC) or opt for the newly introduced E-
Certificate.

If you achieve a Competent result in your assessment


and choose the E-Certificate, your National Certificate
will be sent to your provided email address within one
day after the assessment. It is crucial to ensure that
the email address you provided in the application
form is accurate. Once received, you should print the
E-Certificate on any clean, white A4-sized paper.

For individuals whose employers or companies


require a paper NC, the certified individual must print
their NC/CoC on a clean A4-sized white paper.
Subsequently, this printed certificate should be taken
to the nearest TESDA Provincial/District Office for the
application of the Dry Seal.

The TESDA POCAC Focal will be responsible for


verifying the authenticity of the NC/CoC before
affixing the dry seal, a service that will be provided
free of charge.

Starting from January 2024, the paper-based National


Certificate will no longer be available. As a final
reminder, please ensure that the email address and
name provided during the application process are
accurate and up-to-date.

FOR PAPER-BASED NC INSTRUCTION

The NC/COC is issued by the Provincial Office,


where the assessment took place, upon presentation
of CARS. It has a validity period of Five (5) years. You
may claim your NC/COC 3 working days (it means
Saturdays, Sundays and Holidays not included) Bring
the following upon claim:

 CARS
 Picture (Passport size, White, Background,
with collar and with name Tag) Give emphasis
on this one to avoid complaining when he/she
claims his/her NC/COC in the Provincial office.
Notes on Picture:

I. Clear white background


II. Photopaper used.
III. Clear face and High Quality

50 pesos (Certification Fee)

IF NC/COC will be claimed by a representative:

1. Only 2 kinds of representatives may claim the


NC/COC if the successful candidate cannot claim it.

i) TESDA PO Accredited Liaison Officer


ii) Immediate Family Member (up to 2nd
degree) Requirements:

a. original copy of CARS;


b. Special Power of Attorney (SPA) or Letter of
Authorization (TESDA-OP-CO-05-F27)
You may ask for a copy of the prescribed
Authorization Letter in the Provincial Office or
download it on the TESDA website:
tesda.gov.ph
c. Photocopy of ID of the certified worker
d. Photocopy ID of claimant
e. Accreditation ID of Claimant (if Liaison)

RENEWAL OF NC
 5 Years Validity.
 Requirements:
1. Photocopy of NC with Original Presented.
2. Certificate of Employment related to the NC.

9. Re-assessment procedures

A candidate for full qualification assessed as NOT


YET COMPETENT may apply for reassessment
anytime at his/her own convenience. Reassessment
shall only focus on the specific areas not satisfactorily
achieved. However, the candidate shall pay the full
assessment fee promulgated by the TESDA Board.
