DATA REQUIRMENTS FOR A GREEN AND RESILIENT CITIES (GRC) PROJECT


Environmental and Social Safeguards
A Green and Resilient Cities (GRC) Project requires comprehensive social and environmen-
tal safeguard data to ensure that the proposed development is sustainable, inclusive, and
climate-resilient while minimizing negative impacts on communities and ecosystems. The
data requirements can be categorized into baseline data, risk assessments, monitoring indi-
cators, and compliance reporting to guide decision-making, planning, and implementation.
Below is an outline of key data requirements for social and environmental safeguards.
(1) Social Safeguards Data Requirements:
1.1. Demographic and Socioeconomic Data:
 Population size, density, and growth trends (census data, municipal records).
 Household income levels, employment rates, and economic activities.
 Education levels and literacy rates.
 Housing conditions and tenure security (e.g., informal settlements, renters, land-
owners)
 Access to basic services (water, electricity, sanitation, healthcare, and education).
 Social vulnerability indicators (poverty rates, food security, gender disparities).
1.2. Land Use and Community Livelihoods:
 Land ownership patterns, customary land rights, and tenure security.
 Existing land-use zoning and planning regulations.
 Economic activities linked to land and natural resources (agriculture, fisheries,
tourism, informal economy).
 Potential displacement risks and resettlement needs.
1.3. Indigenous Peoples and Cultural Heritage:
 Mapping of Indigenous Peoples’ settlements, ancestral domains, and cultural
sites.
 Customary laws and governance systems related to land and resource manage-
ment.
 Potential impacts of urban development on Indigenous groups and traditional
practices.
 Free, Prior, and Informed Consent (FPIC) documentation for affected Indigenous
communities
1.4. Gender and Social Inclusion Data:

 Participation of women and marginalized groups in urban planning and govern-
ance.
 Barriers to access resources, services, and decision-making.
 Incidence of gender-based violence and protection mechanisms.
1.5. Public Health and Safety Data:

heat stress, pollution-related illnesses).
 Public safety concerns (crime rates, disaster preparedness, emergency response
capacity).
1.6. Social Risk and Impact Assessment Data:
 Baseline social impact assessments (SIAs) on communities affected by urban de-
velopment.
 Potential for economic displacement and livelihood disruptions.

(2) Environmental Safeguards Data Requirements
2.1 Climate and Disaster Risk Data:
 Historical climate data (temperature, rainfall, extreme weather events).
 Projected climate change impacts (sea-level rise, urban heat islands, increased
flooding risks).
 Vulnerability assessments for different sectors (infrastructure, housing, transporta-
tion, public health).
 Disaster risk mapping (flood-prone areas, landslide susceptibility, earthquake
zones)
2.2 Land, Water, and Air Quality Data:
 Soil quality and land degradation assessments (erosion, contamination, deforesta-
tion levels).
 Water quality monitoring (pollution levels, groundwater availability, surface water
health).
 Air quality measurements (particulate matter, greenhouse gas emissions, indus-
trial pollutants).
 Urban green space coverage and tree canopy assessments
2.3 Biodiversity and Ecosystem Data:
 Mapping of protected areas, natural reserves, and critical habitats.
 Flora and fauna inventories, including endangered and endemic species.
 Ecosystem services assessments (carbon sequestration, water purification, flood
regulation).
