ABSTRACT

This study aims to determine the different PROBLEMS ENCOUTERED IN THE


IMPLEMENTATION OF RECREATIONAL PROGRAMS IN NUEVA ECIJA
PROVINCIAL JAIL: A BASIS FOR ACTION PLAN. In particular, the study sought to
answer the following: (1) What are the profile of the respondents; (2) What are the
problems encountered in the implementation of recreational program in Nueva Ecija
Provincial Jail; (3) What are the different remedies employed by the respondents in order
to address the problems encountered in the implementation of recreational program in
Nueva Ecija Provincial Jail; (4) Based on the findings of the study, what action plan that
may be proposed to minimize the problems encountered in the implementation of
recreational programs. The respondents were sixty (60) Jail Officers chosen using
purposive sampling from Nueva Ecija Provincial Jail. The study was conducted from
month of May 2024 to August 2024. The descriptive method of research was used in this
study questionnaire checklist as an instrument for data gathering. Based on the findings,
the respondents agree on the majority of the following statements as described in the
Problems encountered in the implementation of recreational programs considering that
majority of the stated factors lead to have a total weighted mean of 3.03 and with verbal
interpretation of Agree. The highest weighted mean falls on the statement "Lack of
medical and emergency personnel to give first aid treatment if a PDL's get injured during
recreational activities " with weighted mean of 3.31 with verbal interpretation of Strongly
Agree, this mean that they encounter a serious problem when it comes in giving first aid
in PDL’s when it get’s injured during recreational activity. Moreover, overall assessment
of various remedies employed to address the problems encountered in the implementation
of Recreational Program have an overall weighted mean of 2.95 with verbal
interpretation of Agree. Furthermore, Request for additional budget, and encourage
collaboration across non-governmental organization, government bodies, and non-profit
groups, to engage and provide care, and collaboration among PDL’s, ranked first with a
weighted mean of 3.15 and with a verbal interpretation of “Agree” and this been the
majority remedy to address the problem when it comes in "Lack of medical and
emergency personnel to give first aid treatment if a PDL's get injured during recreational
activities”, this means that then respondents agreed on the given suggested remedies in
order to minimize the problems.
CHAPTER 1

The Problem and Its Setting

Introduction

A range of strategies are used in rehabilitation programs with the goal of getting

people back to their best state of mental, emotional, and physical well-being. Even

though counseling and physical therapy are frequently linked to rehabilitation,

demonstrating leisure activities can significantly improve the process. Recreational

rehabilitation program is one of the programs that are used to rehabilitate PDL's. These

programs emphasize not only the physical aspects of recovery but also the mental and

emotional health of participants, providing a holistic approach to mending. Offering

recreational services to inmates in a jail setting offers a special chance to meet their

multifaceted requirements. These programs are crucial to the rehabilitative process

because they provide supervised opportunities for recreation, physical exercise, and

artistic expression.

A recreational program is a set of amenities and planned activities offered to

PDL's for amusement, entertainment value, physical fitness, and social contact. These

programs aim to encourage positive behavior, reduce stress, and improve the well-being

of PDL's. They include various activities like sports, arts and crafts, educational classes,

music, theater, gardening, and access to leisure materials or libraries. These recreational

activities in prisons promote good conduct, lower stress levels, and create a supportive

atmosphere, ultimately helping inmates feel better and reintegrate successfully into

society

According to Johnson et al. (2021), rehabilitation initiatives incorporating

recreational activities are pivotal in reducing recidivism rates and facilitating effective

post-incarceration transitions. These programs show promise in addressing underlying

issues contributing to criminal behavior and promoting positive behavioral change.

Furthermore, recreational activities have been linked to improved mental health

outcomes, such as reduced aggression, depression, and anxiety symptoms. Participation

in sports, arts, music, and educational activities enables inmates to enhance their

psychological well-being, build resilience, and develop coping mechanisms.

Additionally, the social dynamics inherent in recreational programs contribute to positive

behavioral changes and pro-social interactions among offenders, helping them acquire

interpersonal skills and conflict resolution techniques essential for successful

reintegration.

Gallant et al. (2021) underscore the therapeutic benefits of recreational activities,

emphasizing their role in promoting physical, mental, and social well-being among

PDL's. They argue that activities like sports foster teamwork and instill positive

behavioral patterns crucial for rehabilitation and social reintegration.

While implementing and maintaining recreational programs in correctional

facilities, they encounter major challenges, primarily due to limited resources like

funding, staff, and equipment. These constraints make it difficult to create and sustain a

variety of enjoyable recreational activities that meet the diverse needs and interests of

inmates.

According to the administrative officer at Nueva Ecija Provincial Jail, one of the

personnel in charge for implementing the jail's recreation program experienced such

difficulties. Such as, a lack of funding for the program, a lack of facilities and equipment

to conduct the recreational program, a lack of personnel, such as nurses, to provide first

aid to PDL's while participating in the recreational program, and motivation for PDL's to

participate in the program. That is among the most frequent problems they encounter with

when implementing recreation programs.

By identifying the barriers that impede the achievement of recreational program

goals, the researcher becomes interested in identifying the different problems

encountered in the implementation of recreational programs. This study aims to assess

the different problems encountered in the implementation of recreational programs, and

to provide a proposed action plan in order to minimize the problems encountered in the

implementation of recreational programs in rehabilitating PDL’s in Nueva Ecija

Provincial Jail.

The Setting of the Study

The Nueva Ecija was one of the eight provinces in the Philippines that started the

revolution, which is why it is represented in one of the eight rays of the sun on the

Philippine flag. Nueva Ecija, a province in Central Luzon, produces a variety of

agricultural products. It is known as the "Rice Granary of the Philippines" because it led

the production of the nation's food staple during the twentieth century. Additionally, it is

famous for its significant onion production, which is its primary agricultural product.

Tagalog and Ilocano are the main languages spoken in Nueva Ecija. The Tagalog dialect

spoken in Nueva Ecija is similar to that in Bulacan (referred to as Bulakenyo Tagalog),

with a strong Ilocano influence. Other languages spoken in the province include

Kapampangan, Pangasinan, Abellan, Kankana-ey, Bugkalot, and the Dumagat languages.

The Nueva Ecija Provincial Jail, located in Cabanatuan City, Philippines, sits

adjacent to the Holy Family Chapel and the Nueva Ecija Agri Pinoy Trading Center

along Maharlika Highway. Serving as a detention facility, it accommodates inmates

awaiting trial or serving sentences in the province. Beyond confinement, the jail serves as

a center for rehabilitation and reintegration into society, emphasizing the importance of

not just punitive measures but also holistic approaches to address criminality. Situated

about 114 kilometers north of Manila, the capital city of the Philippines, its strategic

location underscores its role in the regional justice system, offering a vital space for

correctional processes and community engagement efforts.

To further illustrate the setting of the study, Figure 1 presents the map where the

study was conducted.

Conceptual Framework

The purpose of this study is to assess the problems encountered in the

implementation of the recreational program in the Nueva Ecija Provincial Jail. In

addition, the study aims to develop an action plan in order to strengthen the

implementation of recreational programs for rehabilitation of PDL’s in Nueva Ecija

Provincial Jail.

In the implementation of recreational activity our respondents encounter different

problems such as lack of equipment in the implementation, unmotivated PDL’s during

recreational activities, lack of personnel, such as nurses, to provide first aid to those

PDLs who might receive an injury.

To further discuss the conceptual framework of the study, Figure 2 presents the

paradigm, the input, the process, and the output. For input, it consists the respondent’s

profile, assessing the problems encountered in the implementation of recreational

program in Nueva Ecija Provincial Jail, and assessing the different remedies employed by

the respondents in order to address the problems encountered in the implementation of

recreational program in Nueva Ecija Provincial Jail. The process includes the

questionnaires that were utilized, the data collection method, the use of statistical analysis

of the data, tabulation of the data, evaluation of the data, interpretation of the data, and

presentation of the data. For output, this includes the action taken after interpreting the

result of the study. Action plans, intervention programs, recommendations, and other

related things are taken into consideration.

Statement of the Problem

This study assesses the different problems encountered in the implementation of

recreational program in Nueva Ecija Provincial Jail.

Specifically, it seeks to answer the following sub-problems:

1. How may the demographic profile of the respondents be described in terms of:

1.1. Age;

1.2. Gender;

1.3. Civil status;

1.4. Educational attainment; and

1.5. Years in service?

2. What are the problems encountered in the implementation of recreational program in

Nueva Ecija Provincial Jail?

3. What are the different remedies employed by the respondents in order to address the

problems encountered in the implementation of recreational program in Nueva Ecija

Provincial Jail?

4. Based on the findings of the study, what action plan that may be proposed to minimize

the problems encountered in the implementation of recreational programs?

Significance of the Study

This study entitled “Problems encountered in the implementation of recreational

program in Nueva Ecija Provincial Jail: A basis for action plan” would be beneficial to

the following individuals, groups, and organization

Community. The results of the study will raise awareness in the community

about how correctional officers execute rehabilitative programs for PDLs and how

recreational activities aid in the rehabilitation process. Successful rehabilitation outcomes

can reduce recidivism while improving community safety and cohesion. Also, find out

what issues occurred during the implementation of the recreation program.

BJMP Administration. The study results can provide valuable

recommendations for improving procedures, strategies, and training programs to prevent

or mitigate these issues. It may also identify areas where additional training or resources

are needed to effectively address the problems encountered.

Jail Personnel. The results of the study may provide them with an invaluable

opportunity to share their ideas and knowledge. Given their experience and specific

training, they may give significant insights into the most effective ways to carry out the

recreational program.

PDL’s. This study will help people undergoing rehabilitation understand how

involvement in recreational programs can promote psychological health, skill

development, and personal growth. These programs can be used as a form of

rehabilitation that goes beyond punitive measures, offering hope, purpose, and

opportunities for reintegration into society after release.

Criminology Students. The study's results serve as an important learning

experience for aspiring criminology students who aim to become future Jail personnel. It

sheds light on the challenges and complexities involved in dealing with implementing

recreational program as rehabilitation process. By understanding the real-world

challenges and risks faced by jail personnel, students can develop a greater appreciation

for the significance of their role in ensuring a successful rehabilitation.

Future Researchers. This study will serve as a guide and reference to get an idea

that are related to the topic they want to study.

Scope and Limitation of the Study

The primary focus of this study is to assess the problems encountered in the

implementation of recreational program in Nueva Ecija Provincial Jail. The researchers

will involve thirty (60) Jail Officers of Nueva Ecija Provincial Jail. This study will be

using descriptive survey methods of research, and the questionnaire checklist is the main

instrument in gathering the needed data for its completion. The study was limited to the

profile of the respondents, assessing the problems and remedies to deal with the problems

encountered in implementing recreational program in Nueva Ecija Provincial Jail.

The study will be conducted for a period of two (2) Academic Semesters, From

May to ___________ 2024.

Definition of Terms

For a better understanding of the study, the following terms are defined

operationally:

Action Plan - Refers to outlining the actions necessary to attain a given goals,

Correctional facility - Refers to a jail, prison, or other detention facility used to house

people who have been arreseted, detained, or convicted by a criminal justice agency or a

court.

Encountered - Refers to the experiences that have influenced the implementation of

recreational activities by correctional personnel at the Nueva Ecija Provincial jail.

Jail Equipment - Refers to each item of plant and equipment which is attached to and

forms part of the jail Infrastructure or is otherwise installed on the Site but does not

include fixtures which are wholly funded by the Contractor and which the Parties have

agreed in writing comprise Contractor Resources.

Leisure - Refers to the free time that people can spend away from their everyday

responsibilities (e.g. work and domestic tasks) to rest, relax and enjoy life. It is during

leisure time that people participate in recreation and sporting activities.

Person’s Deprived of Liberty (PDL’S) - Refers to a person who has been arrested, held,

in lawful custody, detained or imprisoned in execution of a lawful sentence.

Problems - Refers to the issues, challenges, or difficulties that the correctional officer

encountered while implementing the recreational program.

Programs - Refers to improving their behaviors, skills, mental health, social functioning,

and access to education while they were in jail.

Provincial Jail - Refers to the institution that houses the inmates in Nueva Ecija.

Recreation Program - Refers to the institutional programs implemented to rehabilitate and treat the

inmates in the provincial jail located at Nueva Ecija.

Rehabilitation - Refers to restoring someone to health or normal life through training

and therapy after imprisonment, addiction or illness.

Sports Fest – Refers to a sporting events in which recreational athlete can also

participate in addition to competitive athletes in accordance with act on Sports.


CHAPTER 2

Review of Related Literatures and Studies

This chapter presents the literature and previous studies, both foreign and local,

that are used to identify what is known and what is about to be known in the present

study.

Foreign Literatures

In Tihar Prison in India, a regular activities like Asans, Pranayam, Dhyan,

Upasana, Yoga, sports and Meditation also work as a correctional program inside the

premises which inculcate the values, morals, discipline, and aid the inmates in developing

a different approach towards life and changing their worldview. To bring a positive

change in the aptitude of the prisoner, Yoga, and meditation classes are held to strengthen

the mind and these programs have been started by various NGOs. These programs not

only help the inmates but also the staff members of the jail to help them in releasing their

negative energies and inoculates patience within them enabling them to tackle any

demanding situations. Many centers within the jail have been opened to impart moral

education, counseling, and techniques of meditation to the inmates. (The Department of

Tihar Prisons, 2020)

In accordance with the United Nations Standard Minimum Rules for the

Treatment of Prisoners, young inmates are required to undergo physical and recreational

training during the exercise period. To this aim, space, facilities, and equipment must be

made available, and the prison administration must pay special attention to the education

of illiterate inmates and young inmates. Recreational and cultural activities must be made

available in all jails for the mental and physical well- being of the inmates. (United

Nations, 2015)

According to the “Introductory Handbook on The Prevention of Recidivism and

the Social Reintegration of Offenders” in united that was prepared for the United Nations

Office on Drugs and Crime (UNODC) by Vivienne Chin, stated that Since so many

in the Philippines is required to assume operational and administrative authority over

every City, District, and Municipal Jail. Livelihood Projects, Educational and Vocational

Training, Recreation and Sports, and Religious/ Spiritual Activities are the four main

components of the Bureau's rehabilitation program. These were consistently put into

practice to break the criminal behavior patterns of the offenders and to rehabilitate them

into law-abiding, productive citizen

In MANILA – Prison officials are eyeing expanded programs including faith-based

rehabilitation, work skills and sports to rehabilitate and retrain persons deprived of liberty

(PDLs) before their eventual release back to society. In a statement on Thursday, Bureau

of Corrections director general Gregorio Catapang Jr. said the programs are believed to

have contributed to the drastic reductions of the number of escapees from prison. These

The Bureau of Jail Management and Penology of Valencia City Bukidnon

implements various programs including Educational Programs, Skills

Training/Enhancement Programs, Livelihood Program, Cultural and Sports Programs,

Interfaith Program, and Paralegal Program. For their livelihood program, they have

cooking and gardening, income-generating activities for the inmates during their

camaraderie among inmates, encouraging them to showcase their talents through

dancing, singing, theater/drama, and art workshops. For sports programs, inmates can

engage in basketball, volleyball, badminton, and chess, promoting teamwork and

cooperation. (Caño et al., 2014)

In Philippines One of the Journal of Correctional Health Care, “Balancing

Recreation and Security in Correctional Institutions: Challenges and Strategies” stated

that one of the problem in dealing recreational activity is standards for safety and security

must serve as the cornerstone of all correctional operations. Without continuing and

efficient safety and security protocols, everyone— including PDL employees, members

of the community, and prison staff—is particularly susceptible to a variety of threats.

Center in Seattle, Washington, shows that rehabilitation programs run by prisons help to

change the inmate’s behaviors so they can become a responsible member of society.

Therefore, there is a need for structured plans that will address all the inmates' needs

adequately to ensure the effectiveness of the programs. Mainly, psychological studies

indicate that environment impacts the behavior patterns of an individual.

As stated by the study of Sánchez et al,.(2017) entitled “Expected outcomes of

sport practice for inmates: A comparison of perceptions of inmates and staff”, concluded

that sport is a way to re socialize inmates, the following aspects being mentioned: they

acquired personal skills, improved their social relationships, learned healthy habits and

formed new attitudes. However, the inmates did not perceive that this would help them

enough for social reintegration when released. This same perception is clearer in the

qualified informants. Both of them, the inmates and the informants, perceive that social

reintegration will depend on the social context in which they are integrated when

released. In short, we can say that, according to them, sport fosters the penitentiary

system’s goal of social rehabilitation, but social reintegration will also depend on each

inmate’s external social context.

entitled “Barriers and facilitators to attending and being physically active

during recreation time among women incarcerated” at the Coconino County Detention

Facility (CCDF) in Flagstaf, Arizona, a problem that many government agencies are

facing is the issue of funding or sourcing adequate funds needed for caring for people in

need, like those kept in many correctional facilities, where inmates frequently face budget

constraints that can limit the availability and quality of recreational programs. This just

demonstrated how this can impede the successful implementation of recreational

programs.

Additionally, the study entitled “The Impact of Recreational Activities on Inmate

Health and Well-Being” conducted by Physical Activity Guidelines Advisory Committee

(2018) the National Correctional Health Institute in Washington, D.C., states that

recreational activity encourages physical fitness and aids in maintaining an inmate's

overall health. Regular exercise may improve cardiovascular fitness and weight

reduction, lower the likelihood of developing a variety of health issues, and is especially

management of mental health conditions like sadness and anxiety. It enables offenders to

In consonance with the Commonwealth of Kentucky, (2020) the study entitled

“Recreational Programs and Their Impact on Inmate Rehabilitation” conducted at

Kentucky correctional facilities, including Northpoint Training Center in Burgin,

Kentucky, an adult male, medium-security institution, offers intramural softball,

basketball, volleyball, corn hole, horseshoes, a weight room, a band room with

instruments, a cardio room, pool tables, ping pong tables, and a library, among other

activities. Another example of a facility that provides LTS is the Kentucky Correctional

Institute for Women (KCIW), which is an all-level, adult female institution in Pewee

Valley, KY. The KCIW offers both indoor and outdoor activities such as movies,

individual video workouts, pool, tennis, video games, team sports, arts and crafts, and

musical instruments. Kentucky State Penitentiary views recreation as a way to keep

inmates busy, meet the requirements for recreation as set forth by the state, and keep

inmates physically active.

The study titled “The Role of Music and Movement in Inmate Recreation in Jail”

conducted at the Jail Rehabilitation and Arts Institute in New York , by Blasco –

Magraner (2021) indicates that engaging in musical activities like singing, playing

musical instruments, or participating in dance classes can be recreational and provide

emotional expression, stress relief, and a sense of rhythm and coordination. Furthermore,

it has been shown that music that is associated with movement may increase motivation,

provoke emotions, enhance active presence, support the constructive management of

research was based upon two objectives: to explore what type of vocational training and

recreational activities are offered within the prison and to examine the impacts of these

training on offenders. According to the study's findings, it was concluded that a variety of

vocational training and recreational activities are provided to offenders. Additionally, the

prison administration organizes various recreational activities for the benefit of the

leisure time, exercise can have a significant impact on their physical and mental health. It

is possible for the majority of prisoners to suffer from various physical and mental

illnesses due to lack of mobility during imprisonment. Therefore, holding various

competitions and creating sports such as yoga stimulates the prisoners' sense of

participation in sports activities. Also, installing sports equipment in the airspace of the

prison, taking test and practical tests in popular sports and awarding prizes to the winners

of competitions and other such measures will cause the spread of sports among prisoners

and the realization of its positive fruits.

Local Studies

According to the study of Baldonado et al,.(2022) entitled “Physical Activity

Participation of Persons Deprived of Liberty in Santiago City District Jail, Philippines”,

the findings shows that most of the inmate-respondents are generally engaged in games

or sports, dance, and other livelihood activities on an irregular basis. They also

pronounced their satisfaction with their physical activities as they benefited from

physiological, relaxational, educational, psychological, social, and aesthetic domains.

And concluded that games and sports activities are moderately and positively related to

physical activities' psychological and relaxational domains of the inmates.

Rehabilitation and Treatment of Persons Deprived of Liberty (PDL): A Case Study of the

Iriga District Jail, Philippine”. The results highlight several key challenges faced in

funds and lack of available physical facilities is considered a serious concern by

both PDLs and BuCor Personnel. This suggests that there is a need for increased

financial support and infrastructure development to adequately support the programs.

Additionally, the lack of support from the government and community is perceived as

moderately serious by both groups. This emphasizes the importance of garnering stronger

support and collaboration from external stakeholders to enhance the effectiveness of the

rehabilitation efforts. The perception of inadequate training for BuCor personnel in

implementing the programs. This indicates a need for comprehensive and targeted

training programs to equip the staff with the necessary skills and knowledge to

effectively carry out their roles in the rehabilitation process. Furthermore, the presence

of issues such as the absence of a proper chain of command, ambiguous policies,

and less serious leadership styles among BuCor officials raises concerns about the

organizational structure and management within the correctional facility.

According to the study by Garcia, M. A. (2020) entitled "Assessing the Effects of

Recreational Activities on Inmate Behavior in Philippine Correctional Facilities," it was

conducted in the Provincial Jail in the Philippines. In sports and arts programs, the

research demonstrates that participation leads to significant behavioral improvements,

including reduced aggression, enhanced social interactions, and better mental health. It

The study of Caño et al., (2014) entitled “Valencia City Bukidnon, Jail

Management and Penology Rehabilitation Programs: An Assessment”, the finding

discusses the role of jails in the criminal justice system and the importance of correctional

systems in the Philippines. Emphasizes the need for isolation of individuals who violate

the laws of society while also highlighting the democratic principle of equal protection of

the law, which allows for the opportunity to correct societal behavior and enjoy

constitutional rights. It introduces the Bureau of Jail Management and Penology (BJMP)

as the correctional body responsible for addressing jail management and penology issues

in the Philippines, focusing on the humane safekeeping and development of inmates.

Finally, it outlines the major programs under the mandate of the BJMP.

Moreover, in the study of Vera et al.,( 2022) entitled, “The Rehabilitation

Programs and Services for Person’s Deprived of Liberty in a Jail in Ilocos Sur

Philippines”, concluded that The rehabilitation program is essential for lowering the rate

of recidivism and for reintegrating criminals into society. Hence, it is important that

criminal and corrective institutions incorporate rehabilitation programs for PDLs. Like

previous research investigations, this study found that these rehabilitative programs and

services are adequately offered in prison jails. Their adequacy in these corrective

institutions has led to increased satisfaction in their implementation. However, this

satisfaction tends to be affected by the individual characteristics of PDLs. Therefore,

facilities catering to the needs of these individuals must design, develop, and implement

Methods of Research and Procedure

compile data collected from their respondents from the Nueva Ecija Provincial Jail

personnel. It will allows researchers to characterize a program's precisely and

methodically detail. Descriptive research describe the characteristics of the activities,

situation, or phenomenon being studied without changing or manipulating variables.

The descriptive research technique will be used in the study, which was deemed

to be the most appropriate way to conduct the research because it can yield both

acceptable and accurate interpretations. Furthermore, this type of study approach beyond

data collection.

Descriptive research approach seeks to determine “what” is relevant to a phenomenon.

This strategy involves collecting and analyzing it quantitatively. The data will be gather

using techniques like surveys to collect data.

which entails documenting respondents' responses to survey questions. A survey, also

known as a normative survey, is a fact-finding investigation with a reliable and accurate

interpretation. The survey methodology was the chosen method for descriptive research

because surveys were traditionally used to solicit feedback from respondents and required

the collection of large amounts of data in a short period of time.

Respondents

The respondents of the study were a total of sixty (60) Jail Officers from the Nueva

Ecija Provincial Jail. The Jail Officer was chosen as a respondent in the study using the

purposive sampling because Jail Officer are the ones who are aware of the problems and

difficulties encountered in the implementation of recreational programs. The respondents

are capable of providing the precise data required for the completion of the study.

Sampling Procedure

Purposive sampling will be used by the researchers in determining the

respondents. This sampling method, referred to as total population sampling, focuses on

the researcher's judgment when finding and selecting individuals, cases, or events that

can provide the most useful data to accomplish the study. It is under non-probability

sampling in which decisions concerning the individual to be included in the sample are

taken by the researcher, based upon a variety of criteria which may be a key informant

survey, which targets individuals who are particularly knowledgeable of the research

issue under investigation. Researchers believed that upon using this sampling technique

in conducting their study, both reliable and unbiased conclusions would be made.

formulated by the researchers, which consists of a number of items that the respondents

have to answer in a set of formats. The questionnaire checklist is the main tool that will

be used in this study. It is a research instrument consisting of a series of items and other

prompts to gather information from the respondents. The questionnaire checklist will be

composed of closed-ended questions, which the respondents can answer by selecting

from a limited number of options in making their response to the questions to be asked.

Data Gathering Procedure

The researchers will ask permission for approval of this research study through a

series of recommendations and healthy criticism. After that, during pre-oral defense, the

researchers will present their research study from Chapters 1 to 3, along with the draft of

the questionnaire checklist. Once the questionnaire checklist was approved, the

researchers will formulate a letter to gather data. After that, the researchers will present a

request letter that will be checked and signed by their research adviser. Once the letter

was approved, such a letter will be sent to significant authorities in the Nueva Ecija

Provincial Jail asking for permission to conduct the study. The letter also includes a

sample questionnaire for the assessment of the administrators and will be a subject to

approval or modification of the study. When the permission is granted, the researchers

carefully administer using a questionnaire checklist and explain the concept and of

answering it. It will also stress that the respondent's identities and privacy were protected,

and their questionnaire response were kept private from others. After the data has been

collected, it is statistically treated, analyzed, and interpreted, and then the data and

interpretation of the data is presented.

as earlier posted. Corresponding analysis and interpretation regarding these data were

also presented in this portion of the study.

1. Socio-Demographic Profile of the Respondents

To understand the knowledge and competency of the respondents in the study,

their profiles were presented below.

Table 1.1 presents the distribution and percentage of the respondents in terms of

age.

In Table 1.1, as to the profile of the respondents, the majority of the respondents

belonged to the age brackets of 41-45 years old with a frequency of 19 or 31.67%.

Ranked 2 of the respondents belonged to the age brackets 46-50 years old with a

frequency of 13 or 21.67, while the ranked 3 of the respondents belonged to the age

brackets 36-40 years old with a frequency of 12 or 20%, and then the ranked 4 of the

respondents belonged to the age brackets 31-35 years old with a frequency of 7 or 11.6,

furthermore ranked 5 belonged to the age brackets of 8.5, additionally the ranked 6

belonged to the age brackets 26-30 years old with a frequency of 4 or 6.6%, and lastly

ranked 7 as belonging to the age brackets 21-25 years old, with a frequency of 0%.

With these findings, the majority of respondents were of mature age, indicating

their skill in managing the implementation of recreational programs. Their mature age

corresponds to their experience and wisdom in implementing their duties as well as

determining potential solutions to challenges faced while implementing recreational

program in Nueva Ecija Provincial Jail.

As shown in table 1.2, the majority of jail officers who implement a recreational

program are males constituting a frequency of 42 or 70% while female jail officers

constituting a frequency of 18 or 30%. This occurrence may be considered as normal,

considering the common misconception that activities linked to conducting recreational

programs are often entrusted to males, who are thought to be capable of managing such

programs in Nueva Ecija Provincial Jail.

Table 1.3 presents the distribution and percentage of the demographic profile of

the respondents in terms of Civil Status.

In Table 1.3 above, the majority of our respondents were married, with a

frequency of 44 or 73.33%. These Jail Officers are regarded as family-oriented.

As a result, all of their decisions regarding their tasks can be categorized as

mature enough to deal with the problems found during the implementation of the

recreational program in Nueva Ecija Provincial Jail.

As indicated in Table 1.4, those ranked 1 held a baccalaureate degree, which

accounted for 54, or 90%, of the respondents.

The findings revealed that the majority of respondents have baccalaureate degrees

because one of the qualifications for entering the field is to complete four years of

college, including as required by RA 9263, also known as the Bureau of Fire Protection

and Bureau of Jail Management and Penology Professionalization Act of 2004.

Furthermore, all of the respondents had enough knowledge to conduct recreational

programs as part of their job performance as jail officers.

Table 1.5 presents the distribution and percentage of the demographic profile of

the respondents in terms of Years in Service.

As depicted in Table 1.5, as to the years in service of the respondents, those

ranked 1 had service durations falling within the 11 to 15 years bracket, with a frequency

of 30 or 50%. Furthermore, for those ranked 2, the years in the service bracket extended

from 6 to 10 years, comprising a frequency of 13 or 21.66%. also, in ranked 3, the years

in service within the 16-20 years bracket were represented by a frequency of 8 or

13.34%. In addition, for those ranked 4, the years in the service bracket extended from 1-

5 years, represented by a frequency of 5 or 8.34%. finally, for those ranked 5, the years in

the service bracket extended from 21 years and above, showed a frequency of 4 or 6.66%.

Considering the majority of our respondents have previously served for 11 to 15

years or with a frequency of 30 or 50%, it is evident that they are skilled and competent

in handling recreational programs. As a result, they are able to identify the issues that

arise while implementing recreational programs into action.

2. Problems Encountered in the Implementation of Recreational Programs in Nueva

Ecija Provincial Jail.

Table 2 presented the weighted mean, verbal interpretation, and ranking of the

As can be inferred from the findings, the respondents agree on the majority of the

following statements as described in the Problems encountered in the implementation of

recreational programs considering that majority of the stated factors lead to verbal

interpretation of Agree. The highest weighted mean falls on the statement "Lack of

medical and emergency personnel to give first aid treatment if a PDL's get injured during

recreational activities ", with weighted mean of 3.41 and a verbal interpretation of

“Stongly Agree”. Most of the time, the Jail personnel experience this problem in the

implementation of recreational program. This can be supported by Vicente (2020) states

that in some City Jails like the Taguig City Jail (TCJ), the inmates' intervention programs

are implemented by the jail management. The TCJ has tried and is trying to enhance its

strategies to deliver its services to the inmates. But some problems encountered along the

way includes lack of health officers, congestion and lack of space. These problems are

observed due to lack of budget.

“Insufficiency of fund to implement recreation program” is the problem that came

in second place with weighted mean 3.13 and a verbal interpretation of “Agree”.

According to study of Clemente-Faustino and de Guzman (2022) entitled “Barriers

and facilitators to attending and being physically active during recreation time

among women incarcerated” at the Coconino County Detention Facility (CCDF) in

Flagstaf, Arizona, a problem that many government agencies are facing is the issue of

funding or sourcing adequate funds needed for caring for people in need, like those kept

in many correctional facilities, where inmates frequently face budget constraints that can

limit the availability and quality of recreational programs. This just demonstrated how

this can impede the successful implementation of recreational programs.

Lack of available physical facilities and equipment for recreational activities are

the problems that came in third place, with a weighted mean of 3. 11 as well as a verbal

interpretation of "Agree". Insufficient supply of tools, locations, and equipment can make

it difficult to enjoy the leisure program. This is corroborated by Leonor's (2023) paper,

"Community Involvement in the Rehabilitation and Treatment of Persons Deprived of

Liberty (PDL): A Case Study of the Iriga District Jail, Philippine," which claimed that

PDLs and BuCor personnel both take the lack of physical facilities seriously. This

implies that in order to sufficiently support the initiatives, more funding and

infrastructural expansion are required.

The fourth-ranked issue is "insufficient trainings for jail personnel in

implementing recreational programs," with a weighted mean of 2.98 and verbal

interpretation of "Agree." This can be supported by the study of Leonor (2023) entitled

“Community Involvement in the Rehabilitation and Treatment of Persons Deprived of

Liberty (PDL): A Case Study of the Iriga District Jail, Philippine”. The results highlight

several key challenges faced in the implementation of the rehabilitation programs. The

perception of inadequate training for BuCor personnel in implementing the programs.

This indicates a need for comprehensive and targeted training programs to equip the staff

with the necessary skills and knowledge to effectively carry out their roles in the

rehabilitation process.

social dynamics and stigma. It's possible for stigma or societal pressure to prevent

inmates from participating in leisure activities. Participation rates can be affected by peer

(Cheng et al., 2019)

Moreover, "Limited recreational activities for PDLs" ranked in sixth with a

weighted mean of 2.86 and a verbal interpretation of "Agree." According to the study

titled "Challenges in Implementing and Sustaining Recreational Programs in Correctional

Facilities," conducted in U.S. correctional institutions, major challenges arise primarily

due to limited resources, such as funding, staff, equipment, and limited recreational

program making it difficult to create and sustain a variety of activities that meet the

diverse needs of inmates.

Lastly, "Lack of jail personnel in the supervision and assessment of PDLs in the

implementation of recreational programs" was scored last with a weighted mean of 2.83

and a verbal interpretation of "Agree." It can be supported by the Bureau of Justice of the

United States Government, which stated that It can be challenging to strike a balance

between the requirement for recreational possibilities and security measures, which calls

for thorough planning and risk assessment. Recreational programs must be implemented

successfully, which requires sufficient manpower and well-trained workers. However,

there may be difficulties in providing continuous and efficient supervision in correctional

institutions due to personnel shortages and high turnover rates (Minton et al., 2019).

3. Different Remedies Employed by the Respondents in Order to Address the

As shown in table 3 the respondents collectively expressed “Agree” in their

the implementation of Recreational Program. This consensus is reflected in the overall

the Social Reintegration of Offenders” in united that was prepared for the United Nations

Office on Drugs and Crime (UNODC) by Vivienne Chin, stated that since so many

people must be involved, including people from different professions, governmental

agencies, and non-profit organizations, to engage and provide care, collaborations among

prisoners and the development of cooperation are crucial. The difficulty is that because

the majority of these people are arranged according to their functions, the prisoners can

see where these functional seams are. Encouragement of inmate engagement in leisure

activities is crucial to achieving the goal of this partnership. Encourage cooperation with

other organizations, neighborhood associations, or volunteers to expand the scope and

quality of recreational programs. These partnerships could give the institution access to

more materials, information, and help. (United Nations, 2020).

Summary, Conclusions and Recommendations

This chapter presents the summary of findings, conclusions, and

recommendations proposed by the researcher.

Summary

The study assessed the problems encountered in the implementation of

recreational programs in Nueva Ecija Provincial Jail. The descriptive method of research

was used in the study, using the survey questionnaire checklist. The respondents were

sixty (60) Jail Officers of Nueva Ecija Provincial Jail, Caalibangbangan, Cabanatuan

City. The study was conducted for a period of five months, from April 2024 to August

2024.

Specifically, it answered the following sub-problems:

1. How may the profile of the respondent be described in terms of:

1.1 Age;

1.2 Gender;

1.3 Civil status;

1.4 Educational attainment; and

1.5 Years in service

Summary of findings

Based on the data gathered, the following were the findings of the study based on

the sequence of specific problems posed under the statement of the problems.

1. Socio-Demographic Profile of the Respondents

1.1 Age

Majority of the respondents were from the age bracket of 41-45 years

old frequency of 19 and 31.67%.

1.2 Gender

Majority of the respondents were male, with a frequency of 42 with 70%.

1.3 Civil Status

All of the respondents were married, with a frequency of 44 with 73.33%

4. Proposed Action Plan to minimize the Problems Encountered in the

Implementation of Recreational Program in Nueva Ecija Provincial Jail.

The proposed action plan of the researchers was based according to the findings

of the study. The finding about problems encountered by jail officer in implementing

recreational program is the lack of medical and emergency personnel to give first aid

treatment if a PDL’s gets injured during recreational activities, researchers came up with

the idea of “Basic First Aid for Jail Officers and PDL’S.

Conclusion

Based on the findings of the study, researchers conclude the following:

1. The majority of the respondents were in matured age, male, married, baccalaureate

degree, and most of them serve eleven to fifteen years of service. This corresponds to

their wisdom and knowledge to perform their duty in their field of experience in

implementing recreational programs.

2.The respondents encountered serious problem in “Lack of medical and emergency

personnel to give first aid treatment if a PDL’s gets injured during recreational activities.”

This corresponds that every jail officer, especially this problem encountered in

implementing the recreational program, is a serious problem. That should be solve in

order to have a successful implementation of the program.

3. Despite the problems encountered by the jail officers in Lack of medical and

emergency personnel to give first aid treatment if a PDL’s gets injured during

recreational activities, they were able to provide some remedies in order to deal with the

problems. This corresponds that jail officers should establish PDL’s with knowledge of

first aid to administer first assistance, and designate them as the first responders or

recruitment of medical personnel.

4. There is a proposed project namely “Basic First Aid for Jail Officers and PDL’s” an

action plan that aims to minimize the problems encountered in implementing recreational

program. To provide jail officers with the necessary with a basic knowledge of first aid

and how to handle a case if someone is injured also to educate and raise awareness

among PDL’s about how to properly deliver first aid when someone gets injured.

Recommendations

1.Collaborate with Medical Organizations, it is recommended to establish partnerships

with accredited medical organizations to provide basic healthcare services. This

collaboration could also extend to offering specialized training programs and seminars

for jail officers and Person Deprived Liberty (PDLs) on health and wellness management.

2.Coordinate with Universities for Nursing Students, Coordination with Universities

particularly those offering nursing programs, is advised to facilitate the deployment of

nursing students for internships or community services at the Nueva Ecija Provincial Jail.

This will not only provide hands –on experience for the students but also contribute to the

health needs of the jail community.

3. Seek Funding from the Provincial Government, the Provincial Government of Nueva

Ecija is encouraged to allocate funding of PHP 50,000 to support the proposed action

plan, “Basic First Aid Training for Jail Officers and PDLs”. This funding will be cover

essential materials, training fees, and other logistical needs.

4. Conduct further researcher A similar study should be conducted in different settings

and times to validate the findings of the present study. This replication will strengthen the

evidence base and provide further insights that could inform future programs and

interventions.

3.1 Request for additional budget, and encourage collaboration

across non-governmental organization, government bodies,

equipment.

manage recreational activities and an educational background

in physical education or recruitment of additional personnel.

3.4 Establish PDL’s with knowledge of first aid to administer

recruitment of medical personnel.

3.5 Provide a system of incentives and prizes that may act as a

source of inspiration for PDL’s.

3.6 Establish a comprehensive, mandatory, and up-to-date

training program for jail personnel to improve their knowledge

and skills in handling the implementation of recreation

programs.
