Introduction The project is entitled Proposed 50 Hectares Shrimp on Hold (SoHo) Park in

Sematan, Kuching for Consortium of Regiment (CORE) Ltd. It is located at Sematan, Kuching division, Sarawak.

2.0

Environmental Legislative Requirement This project is a prescribed activity listed under Schedule 1(a), which is land

development schemes covering an area of 500 hectares or more to bring forest land into agricultural production in Environment Quality (Prescribed Avtivities) (Environmental Impact Assessment) Order 1987. The DEIA study was carried out in accordance to the EIA Guidelines for Fishing Harbours and/or Land Based Aquaculture Projects published by the Department of Environment.

3.0

Statement of Need The main objective of the development of SoHo Park as a shrimp aquaculture park is to

increase the productivity of shrimp to meet the increasing demand from consumers. This also fixed well with the governments objective to increase aquaculture production as a secondary supplement due to decline in marine capture fisheries. Project proponent will seek to identify the significant environmental impact and liabilities. These will enable to meet the legality and compliance of the business and provide better services at the same time to converse the environment. The final TOR will be the basis for the EIA. The EIA will examine the potential environmental effects (both positive and negative) of the construction of SoHo Park and of the Status Quo or null alternative (leaving the developing site in place), and will identify appropriate mitigative/optimization measures. Mitigative/optimization measures are those procedures or protocols that will be employed to ensure that negative effects are minimized and positive effects are maximized during the shrimp aquaculture park construction process. Additional options identified during the environmental assessment process may be considered as applicable. Following the assessment study, an EIA Report will be produced.

4.0

Project Description

4.1. Project Concept The Concept of this project is to build and operate a shrimp aquaculture park to increase the capacity production of shrimp.

4.2. Project Activities The project will be developed in two phases. Approximately 100 hectares around the site were designated as green areas where a large portion was left along Sematan River to act as a buffer zone for conservation purposes. The activities related to site preparation and installation of equipment include fixing of submerged marine seawater intake system, a modular design of grow-out pond and a centralised sedimentation pond that would allow better control of all discharges from the grow-out pond. In addition, a new workers village and a new road would be established. The new road enables better transportation pathway into the administration and processing area. The activities of project operation, which are concern in this environmental impact assessment study, are the waste transportation, handling and storage, operational system, sewage and solid waste disposal.

Project Options Environmental factors were taken into account when considering the site options, project

options as well as technology options. For site of the projects, Sematan was chosen from the five evaluated project sites in Kuching and Miri. This is because it was not within mangrove area and paddy field, not a forest reserve and there were less diverse population in Sematan. Besides that, submerged pipelines option was selected instead of jetty option for marine water intake. Submerged pipelines option was sited offshore to ensure clean seawater intake. It did not hinder the movements of boats and posses no long term impacts on coastal hydrology. On the other hand, the Pond Water Volume Exchange technology was selected due to its proven superior environmental performance.

6.0

Existing Environment 5.1. Physical Environment

5.1.1. Topology The Proposed project site lies approximately at longitude N and latitude E. Commonly, the project site is flat with no significant hills. Its situation varies from 1 m to 4.5 m above the mean sea level (MSL). A major portion of the site is an existing flood plain which is subject to perennial flooding from the river. Almost 100% of the area falls into the slope category of 0 to 5 degrees. These are no signs of slope and will not have any potential for man-induced geoharzards.

5.1.2. Hydrology The nearest river is Sematan River sited south-east from the proposed site.

5.1.3. Landuse The project site is on state land forested with tropical plants. The site has been alienated and designated for agriculture use with expressed condition for prawn farming by the State Exco (Majlis Mesyuarat Kerajaan Negeri - MMKN).

5.2. Biological Environment 5.2.1. Terrestrial Flora The SoHo Park project is within Sematan wetland matrix but the project site is not located within an existing or proposed designated conservation area. The vegetation on site is predominantly tropical forest. The environmental impacts that have already occurred at the project site include logging, charcoal production, forest fires, colonisation by exotic species, and harvesting and hunting activities by the locals.

5.2.2. Terrestrial Fauna 5.2.3. Aquatic Environment

5.3. Socio-economic Study A detailed socio economic study was carried out and 100% of households in the study area were listed within the 3 km study. The local population is predominantly a rural fishing and farming community where the average income reported was about RM 500 per month.

Stakeholder meetings were carried out to obtain feedback from the villagers as well as NGOs and UMT. Economic activities within the site included vegetable farming, rearing chicken and cattle, collecting honey and fishing.

6.0

Environmental Baseline Data 6.1. Water Quality Water Quality of Sematan River is analysed as it drained into the project site. Five sampling locations for river water quality assessment have been chosen which are located at the upstream and downstream of the project site. Besides in-situ water quality measurement undertaken, grab samples collected is sent to accredited laboratory for analysis. For the baseline data, one of the most important things in determining water quality is to identify suitable site selection for water sampling. Overall the water quality is comparable to the INWQS Class IIA except for BOD5 and suspended solid concentration measuring 6mg/l (sampled upstream) and 54 mg/l (sampled downstream) respectively.

6.2. Air Quality From the results of ambient air monitoring reveal that the TSP, SO2 and NO2 contents recorded at all site was well below of the Recommended Malaysia Air Quality Standards. Hence, it is can be deduced that, the pollutant generated from any source at proposed plant are still not given any significant impact to the environment.

6.3. Noise Measurement Five noise monitoring stations were established surrounded the project site. The measurement records on day time reflect that noise levels are at rural background levels. However, Leq level at night exceeds 45dBA sue to vehicular movement and wind blows. Generally, the noise level obtained was still below the limits (Leq) of 70 dB(A) of The Planning Guidelines for Environmental Noise Limits and Control, Department of Environment, Malaysia 2007.

7.0

Potential Impacts and Mitigation Measures

The identified potential environmental impacts and mitigation measures are summarised in Table 1 (Appendix, page)

8.0

Residual Impacts The residual impacts from the development of SoHo Park are as follows: i. ii. iii. iv. v. vi. vii. It is essential that the mitigation measures specified in the EIA are implemented to minimize the environmental impacts during the operation phase of the project. An Environmental Management Plan (EMP), Wildlife Management Plan (WMP) and Emergency Response Plan (ERP) will need to be prepared and implemented to ensure that all the mitigating measures are effectively implemented in a timely manner to ensure the environment is safeguarded and all impacts minimised to acceptable levels.

Conclusion The assessment carried out in this EIA study was based on field visits and investigations,

water quality analyses and air quality samplings, meetings and liaisons with relevant Government officials and review of reference documents. Despite the adverse residual impacts identified, the beneficial socio-economic impacts from the proposed project out-weigh the environmental cost to the project and losses from current economic activities at the site. The Consultant also found that the project is environmentally feasible and will not cause serious affect to the environment, provided that the existing and proposed mitigation measures are implemented. These include the statutory requirements and the recommendations made by the Consultants.

The Proponents effort to commission this EIA study thereby taking into consideration all environmental-friendly approaches is commendable and should be given a strong support from all relevant parties.
