COLLEGE OF EDUCATION

UNIVERSITY STUDENT LITERACY INITIATIVE

CONSTITUTION AND BY LAWS

ARTICLE 1

PREAMBLE

We, the students of the College of Education at Isabela State University, Roxas Campus, recognizing the
vital role of literacy in academic achievement and personal growth, hereby establish the University
Student Literacy Initiative (USLI) as outlined in this constitution. USLI seeks to empower university
students by fostering a love of reading, enhancing literacy skills, and creating a supportive campus
environment that values literacy for all. Guided by the principles of inclusivity, collaboration, and a
commitment to fostering a culture of lifelong learning, USLI aims to achieve its vision of empowering
university students to reach their full academic potential by becoming accomplished communicators,
confident individuals, critical thinkers, and proficient readers and writers.

ARTICLE 1

NAME

The organization shall be named the College of Education University Student Literacy Initiative (CEd
USLI) of the Isabela State University, Roxas, Isabela.

ARTICLE II

OBJECTIVES

SECTION 1: This section aims to enhance student's academic success by addressing their literacy needs
and fostering a supportive learning environment. This is achieved through the following objectives:

a) Develop and Implement Engaging Literacy Programs

b) Provide Accessible Literacy Resources

c) Foster Collaboration with Faculty and Staff


d) Conduct Research and Evaluation

e) Advocate for Literacy Policies

f) Build Partnerships with Community Organizations

SECTION 2: This section establishes the University Student Literacy Initiative (USLI) as the officially
recognized student representative for literacy-related matters, responsible for liaising with the
university administration and other relevant educational bodies, and adhering to university policies,
rules, and objectives.

ARTICLE III

MEMBERSHIP

SECTION 1. All students officially enrolled in the College of Education shall automatically be a member of
the University Student Literacy Initiative.

ARTICLE IV

DUTIES AND RESPONSIBILITIES, RIGHTS, AND PRIVILEGES OF USLI MEMBERS

Section 1: Duties and Responsibilities of Members

a) Active Participation: Members are expected to actively participate in USLI events and activities, such
as tutoring sessions, workshops on effective reading strategies, book club meetings, and campus literacy
advocacy events. Regular attendance at general meetings is strongly encouraged.

b) Respectful Conduct: Members are expected to maintain respectful and professional conduct at all
USLI events and activities, treating fellow members and guests with courtesy and consideration.

c) Adherence to Guidelines: Members must adhere to all USLI guidelines and policies as outlined in the
USLI constitution and bylaws. This includes respecting confidentiality when handling sensitive
information.

d) Contribution: Members are encouraged to contribute their time and talents to support USLI's mission.
This may include volunteering for events, assisting with projects, sharing ideas to enhance USLI's
programs, or actively participating in fundraising activities.
Section 2: Duties and Responsibilities of Officers

a) USLI officers (President, Vice President, Secretary, [add other officers as needed]) are responsible for
leading meetings, organizing events, managing communications, and ensuring the effective functioning
of USLI. They are expected to attend all meetings and fulfill their assigned duties as outlined in the USLI
bylaws. Specific responsibilities for each officer position are detailed in Appendix A [or wherever the
details are located].

Section 3: Rights and Privileges of Members

a) Participation in Decision-Making: Members have the right to participate in USLI decision-making


processes through voting on proposals at general meetings and providing input on planning initiatives.

b) Access to Resources: Members have access to USLI resources and support, including opportunities for
mentorship, access to relevant training materials, and priority registration for USLI events.

Section 4: Consequences for Non-Compliance

Consistent failure to meet responsibilities, such as non-attendance at meetings or failure to fulfill


assigned tasks, will result in the following consequences:

a) First Offense: Verbal warning from an officer.

b) Second Offense: Written warning placed in the member's file.

c) Third Offense: Temporary suspension from USLI activities for [duration, e.g., one month].

d)Repeated Offenses: Removal from USLI membership.

Article V

Rights and Suffrage


Section 1: Suffrage shall be exercised by all the members of the organization, except in cases of religious
concerns.

Section 2:The University Literacy Initiative may hold elections or votes on various matters related to its
operations, wherein students shall cast their votes through secret ballots or an official online voting
system.

ARTICLE VI

OFFICERS

SECTION 1: Composition of Officers

The University Student Literacy Initiative (USLI) shall be governed by the following officers:

- President

- Vice President

- Secretary

 External Secretary
 Internal Secretary

- Treasurer

- Auditor (2)

- PIO (2)

- Business Manager (2)

- Representative by year level (4)

-Graphic Designer (2)

- Property Custodian (2)


SECTION 2: Qualifications

All officers must be bona fide students of the university, in good academic standing, and must exhibit a
strong commitment to the goals and mission of USLI.

SECTION 3: Term of Office

Each officer shall serve for one academic year and may be re-elected for one consecutive term.

SECTION 4: Vacancy and Succession

In the event of a vacancy, the Executive Board may appoint a qualified member to fill the position,
subject to majority approval by the officers.

SECTION 5: Removal from Office

An officer may be removed by a two-thirds (2/3) vote of the officers for failure to fulfill responsibilities,
misconduct, or any act deemed detrimental to the organization.

Article VIII

Expulsion, Suspension of Officers

Section 1: Reasons for Removal or Suspension

An officer may be removed or suspended if they:

a. Act in a way that goes against the organization’s mission and goals.

b. Do not do their duties properly.

c. Use the organization’s money or resources for personal benefit.

d. Disrespect or harm other members.

e. Miss meetings or activities many times without a good reason.

f. Break university rules or laws that could damage the organization’s reputation.
Section 2: Process of Removal or Suspension

a. A complaint must be written and submitted to the executive committee.

b. A small group will review the complaint and allow the officer to explain their side.

c. The decision to remove or suspend an officer needs a ⅔ vote from the executive committee.

d. The punishment may be:

i. Suspension– The officer is temporarily removed from their position.

ii. Removal – The officer is permanently removed from their position and cannot lead again.

e. The officer can appeal (ask for a second review) within 7 days if they think the decision is unfair.

Section 3: Replacing an Officer

a. If an officer is removed or quits, the next officer in line will take their place.

b. If no one is available, a new officer will be chosen through an election within 15 days.

Section 4: Fairness and Privacy

All discussions about removing or suspending an officer will be private and handled fairly. Everyone
involved will be treated with respect and honesty.

By Laws

ARTICLE I

Election

Section 1: The president and other officers will be elected by popular vote each August.
Section 2: The election committee will establish rules and regulations governing the election process.

Section 3: A preliminary poll will precede the election meeting. Nominations will be accepted, and
voting will take place at this meeting. Candidate qualifications will be vetted by the University Student
Literacy Initiative.

Section 4: Only officially enrolled students are eligible to vote.

Section 5: The election will be decided by plurality vote.

Section 6: In the event of a tie, a recount will be conducted.

Section 7: Following the voting, the winners will be formally declared. The induction ceremony will then
be organized at the discretion of the newly elected officers.

Article II

Qualification of officers and Members

Section 1:Members must demonstrate an interest in promoting literacy, succes, and contributing to the
mission and vision of the organization
Section 2:Member must maintain good academic standing as defined by university policy

Section 3: Membership shall be open to students of all backgrounds and academic disciplines without
discrimination

Section 4:Officers must demonstrate leadership ability, commitment to the organizations mission and
active involvement in previous university student literacy initiative activities or programs.

Section 5:Officers must not be affiliated with any other higher position on other organization

ARTICLE IV: PROCEDURE

SECTION 1: LITERACY PROGRAMS

a) The organization will create and run programs to improve students' literacy skills.

b) Teachers, staff, and community members may help with these programs.

SECTION 2: LITERACY RESOURCES

a) Students will have access to books, online tools, and tutoring.

b) Information about resources will be shared through announcements.

c) Feedback will be collected to improve these resources.

SECTION 3: MEETINGS AND DECISIONS

a) Regular meetings will be held to plan and discuss activities.

b) Special meetings will be called for urgent matters.

c) Decisions will be made through voting.


SECTION 4: PROGRAM EVALUATION

a) Programs will be reviewed regularly to check their effectiveness.

b) Changes will be made based on feedback and results.

SECTION 5: PARTNERSHIPS AND ADVOCACY

a) The organization will work with faculty, staff, and community groups.

b) Literacy awareness campaigns and outreach programs will be conducted.

ARTICLE V

EFFECTIVE MEASURE

SECTION 1:

The University Student Literacy Initiative (USLI) dedicated to advancing literacy, fostering critical
thinking, and enhancing the academic and professional skills of the student body. Any actions or
programs implemented by the organization must align with the guidelines set forth by university
authorities. These measures should involve collaboration with the appointed adviser and consultant,
ensuring adherence to institutional policies. All proposals and activities are to be submitted for approval
to the designated Office of Academic Director and Coordination or the respective head overseeing the
initiatives.

SECTION 2

Suggestions and recommendations presented by the University Student Literacy Initiative (USLI) to the
college administration shall be regarded as influential and aligned with the initiative's goals of academic
growth and literacy enhancement.

ARTICLE VI
ORDER OF BUSINESS

SECTION 1: Agenda for Regular Meetings

The agenda for each regular meeting shall proceed as follows:

a. The meeting shall be called to order.

b. The minutes of the previous meeting shall be reviewed and approved.

c. Announcements and reports shall be presented as necessary.

d. Committee reports, if available, shall be delivered.

e. Unfinished business shall be addressed.

ARTICLE VII

USLI Officers and Their Functions

1. President: The leader of the organization, responsible for setting the overall vision and direction of
USLI, presiding over meetings, and representing the organization to external stakeholders.

2. Vice President: Supports the president and may take on specific responsibilities, such as leading
fundraising efforts, managing projects, or overseeing specific departments within USLI.

3. Internal Secretary: Manages internal communication and documentation, ensuring that records are
kept up to date, and facilitating communication within the organization.

4. External Secretary: Manages communication with external stakeholders, including potential partners,
sponsors, and the wider university community. This role may involve public relations and maintaining
the organization's image.
5. Treasurer: Oversees the financial aspects of USLI, including budgeting, fundraising, managing
finances, and ensuring the organization's financial stability.

6. Auditor: Reviews the organization's financial records and practices to ensure compliance with
regulations and accuracy in reporting. This role may involve conducting internal audits and assessments.

7.Public Information Officer (PIO): Manages the flow of information between USLI and the public. This
includes preparing press releases, handling media inquiries, and ensuring that accurate information is
communicated during significant events.

8.Business Manager: Oversees the day-to-day operations of USLI, including program planning, resource
allocation, and ensuring that the organization runs efficiently. This role may involve working closely with
various departments to achieve USLI's goals.

9. Representative: Acts as a liaison between USLI and other groups or organizations, often involved in
partnerships, collaborations, or advocacy for the organization's interests.

10. Graphic Organizer: Creates visual representations of information, such as diagrams, charts, or
presentations, to facilitate communication and understanding of complex data or ideas.

11. Property Custodian: Manages and safeguards USLI's physical assets and property, ensuring proper
maintenance and security of facilities, equipment, and materials.

ARTICLE VIII

IMPLEMENTATION AND AMENDMENT OF THE CAMPUS BYLAWS (CBL)


SECTION 1:These Campus Bylaws (CBL) shall take effect immediately following the approval and official
endorsement by the Campus Administrator.

SECTION 2:Amendments or revisions to the CBL shall not be required with every organizational
recognition or change in Campus Administrator unless such updates are warranted due to changes in
university policies, the student handbook, or upon recommendation by the organization’s officers.

SECTION 3:All provisions stated within these Bylaws shall be integrated into the policies and practices of
the organization and shall align with institutional rules and classroom standards.
