JOCELYN O. HAPAL
Director IV,
Policy and Program Development Office

Dear Director Hapal,

Please accept my best wishes for your good health and happiness. I write this letter with deep regret to
inform you of my resignation from the position of Planning Officer I at the Policy and Programs Development
Office by 30 June 2024. This is certainly no easy decision, and I would like to thank PPDO and OWWA for the
opportunities afforded me during my stay here.
For 5 years now, I have been grateful to be a part of an amazing group of people. PPDO and OWWA
have played a huge role in my life, and I have so much respect for their objectives and principles. More so, it’s a
great honor being part of achieving our organizations’ goals. I am grateful that you were there for me as a guide,
supporter, and mentor. I am grateful for your personal approach towards me as an individual rather than an
employee. It is quite incredible that you can ensure that everyone’s needs are heard and met while also
maintaining such a busy schedule. Your words, the advice you gave, our talks – these I shall remember all my
life. I couldn’t have asked for a better mentor and a better learning experience during my stay.
Carefully weighing the financial responsibilities of supporting my two siblings who are still in school,
being the only person responsible for earning a living for my family has not been easy. The burden of these
responsibilities has become increasingly challenging, and I am forced to explore opportunities that offer a higher
salary to provide the necessary support for my family. It is the most important thing as regards my siblings’
education that I should provide them with the necessary resources for good performance in their studies.
Additionally, I have realized the importance of my mental health during this time. The stress of my
current situation, coupled with my personal depression, stress and insomnia has taken a toll on my well-being. It
is my sincere desire to take this opportunity to regroup and ensure that I am in the best mental and emotional
state to continue providing for my family and exploring new opportunities.
I want to say thank you for who I am now – full of experiences and development. My ability to work
with colleagues, along with the lessons learnt will go with me in future endeavors. For this reason, I have no
doubt that I am now ready to face fresh challenges by venturing out of my comfort zone.
Let me assure you that I will try to make such a transitional process seamless. Moreover, I can train my
replacement and complete some of the unfinished tasks if need be.
Thank you and all the staff members of OWWA who have motivated me throughout this
period. Though my departure is heavier than life itself, this separation still brings me goodwill about tomorrow.
So, please do not hesitate to contact me in case there is something that will be helpful and enable this
facilitation even more. I would like PPDO and OWWA to have more victories and hope we might meet again
soon.
I thank you very much and appreciate it for helping me.

Wishing you well,

ALEXANDER B. MONTERO
Planning Officer I
