ORDER:-

The question whether the Chief Engineers have to sanction excess over revised
estimates has been raised. It has been contended by some that there is no rule precluding
the Chief Engineers from according technical sanction over the revised administrative
approval. The Chief Engineer (major Irrgn. & C1.) has sought clear interpretation of the
powers under para 415 © of APWD code.

2. The Government have carefully examined the issue. It is clarified that the powers
of the Chief Engineers under paras 415 (c) and 416 (c) of the APWD code, as enhanced
from time to time, relate to passing excesses over the original estimate only and not over
revised estimates. It is also clarified that the powers delegated to the Chief Engineers for
according technical sanction are also in relation to original estimates of administrative
approval.

3. This memo issues with the concurrence of the Finance & Planning department
vide their U.O. No. 306/149-Exp.PW 78-1, dt. 6-2-78.
