3. The Central Electricity Authority (CEA) had issued technical standards and ' '

regulations for EV charging


4. The Ministry of Housing and Urban Affairs (MoHUA) amended the Model
Building Byelaws 2016 and the Urban and Regional Development Plans
Formulation and Implementation Guidelines 2014 (URDPFI) includeto
provisions for EV charging. These are recommended amendments for states to
implement.
5. The Urban Development Department, GoK had issued the amendments in
building byelaws duly considering other urban planning frameworks as
suggested by MoHUA.
6. With the aim of faster deployment of electric vehicle population by encouraging
faster a-I1d easy penetration of electric vehicle population in the state of
Karnataka, the Government of Karnataka had laid, the Karnataka Electric
vehicle & Enerry storage Policy - 2017 (vide ref -3 ) which seeks the attention
of all t]le stake holders of EV industry to contribute in line with the purpose of
the policy.
7. Fr.:rther, Karnataka Electricity Regulatory Commission (KERC) issued the EV
Lariff and following amendments to cos reguiations concerning electricity
supply for EV charging.
i. In line wittr Modei tsuilding by laws ' 2016 and its amendments , the
KERC had amended Conditions of Supply of Distribution licensees in the
state of Karnataka - 2004 ( as cited under ref -4 ) by including new clause
9A.O0, which mandates the developer to provide minimum two number of
the Electric vehicle charging points with adequate space in the buildings.
ii. Determined the EV tariff under LT6(c) in its Tariff orders.
iii. Further, on request & cxpression of practical difliculties (for obtaining
power supply to EV charging stalions) in installing scparate
Distribution Transformers at petrol bunks by Indian Oi1 Corporation Ltd.,
and also on approach of several other consumers /promoters /occupiers
/owners/Associations of multi-storeyed buildings/complexes, Hon'ble
KERC had issued the following orders.
o Power supply to EV Chargirig Stations (EVCS) Set up by the Oi1
Company (as cited under ref- 5).
. Streamlining of procedure for installation of EV Charging points (as
cited under ref- 6).
8, Hence, in order to implement the various orders issued by the honourable
commission, including certain rules of The Electricity (Rights of Consumer)
rules - 2O2O & its amendments, to render the services in terms of arranging
power supply and to ensure the uniformity in implementation of the above
orders/policies, across the jurisdiction of BESCOM, it is felt necessary to issue
operational guidelines in arranging power supply to EV charging Stations/EV
charging points.
'Hehce the Guidelines,
I. Operational guidelines for aEaaAfurg r supply to EV Charsins Statioas
cs set u b the oil com at their fuel station outlets.
In order to address the practical difliculties raised by IOCL and to implement the
KERC directions issued vide reference (5) & also to consider the encouragement
of the EV business across the state, BESCOM being the nodal agency is having
responsibilit5r to create an EV infraSti'ucture and EV eco systems in the state.
Hence the following operational guidelines are given in line with the Honorable
Commission directions:
1. The procedure and documents for arranging power supply, to Electric vehicle
charging stations shall be followed as per KERC, CoS regulations clause 4.O0-
GENERAL PROCEDURE FOR ARRANGING POWER SUPPLY and other
clauses wherever applicable.
2. To arrange power supply on LT basis to oi1 company outlets for their EV
charging statlons up to 15OKW' of requisitiori load (existihg + new); the
electrical infrastructure cah be created in tq/o ftethods whieh are as follows:
i. If a distributioo transformer already exists in the premises of the oil
company outlets and if an applicalion is registered for an EV charging
Station, the power supply for such applications shall be arranged from
the existing distribution transformer or by duly enhancing the
transformer in their premises. In this case,
o The applicant shall be given an option, to opt for Self executitrn/
Departmental executibn/ DCW basis.
. In case of deparlmenthl execution of works, the expenditure towards
the cost of electric line/ plant/ accessories up to the point of
commencement of supply shali be collected as specihed in clause
3.1.1 & 3.2.3 ( if applicable ) of RoE & other applicabie statutory
charges of the inline departments.
r If in case, enhancement of existing distribution transformer is being
insisted, a liberty may be provided to opt for dry type translormer
under self-execution.
11 . If distribution traasformer dOeS not exists in the premises of the oil
company outlets and an application is registered for EV charging
Station with requisition load 25,KW & above [existing + new], t]te power
supply for such applications shal1 be arianged,
o From the nearest distribution transformer provided by BESCOM' if
necessary duly enhancing/ installing new/ additional capacity of
distribution trari3forrner, the. charges of electric
line / plant/ accessories up to the point of commencement of supply
shall be collected as specified in clause 3' 1 I of RoE & 3'2 3 ( if
applicable ) of RoE & other applicable statutory charges of the inline
departments.
o However, if applicant wishes, an option shall be given to execute the
electrical infrastn-rcture work under Self-execution or DCW basis'
The existing LT coasumers ( with either of above two case ) desirous

of using a part of their premises to let out, to set up an Electric Vehicle
charging Station as the case may be, shall be permitted to avail power
supply ( the BESCOM needs to accept the application ) to his tenant to
use within their premises through a tapping meter ( not sub meter ) up to
150K\M (existing + ngw). The tapping meter ( not sub meter ) shall be
billed as per the enerry charges applicable to LT-6(c) tariff in force'
3. To arrange power supply on HT basis to oil company outlets for their EV
charging stations, the power supply for such registered applications shall be
arranged on Self Execution basis only.
4. The H.T/ E.H.T Consumers of the oil company outlets, desirous to letting-out
a pqrt of the premises for Electric Vehicle charging purposes as the case may
be, shall be permitted to allow his tenant to use power within their premises
through a uf sub-meter up to 150KW. The consumption so recorded in the
srr.b-meter shall be dedugted from the consumption recorded in the main

In order to practical difficulties raised by

consumers/promoters/occupiers/owners/Associations of multi-storeyed
buildings/complexes and to implement the KERC Order issued vide reference (6)
the following operational guidelines are given in line with the Honorable
Commission order,
1. The jurisdictionai sub division or Sub divisional olficer needs to accept the
application from consumers/ promoters/ occupiers/owners/Associations, who
are requesting for power supply to Electric vehicle charging stations / Points /
KtOSKs either a single point connection for association at common location or
individual connections for each and every owner along with either of the
following documents whichever and wherever applicable.,

Iderllity proof (Passport, Adhar Card, etc.,) of the applicant and


Pioof qf apalicant's ownership/possession or occupancy over the premises
for which conneclion is being sought.
a $qlf-cerlifiqation from consumer (only, in case of individual connections for
each and every owner) which ensures safety of wiring and placement of EV
charging point.
' 2. 'Further, as per the Hon'ble Commission order cited under reference (6), the
following shall be adhered while arranging power supply to EV charging
stations / connections,
i. The distribution licensee
on the request from the Consumers/ Promoters /
Occupiers/ Owners /Associations sha-ll arrange for servicing of EV charging
stations duly complying with the provisions of CoS, Electricity (Rights of
Consumers) Rules 2O2O & its amendments and charging infrastructure
guidelines issued by the MoP, GoI and the relevant Technical Standards for
such charging stations. The individual connections for each EV charging station
upto and inclusive of 15O KW is allowed under LT connection.
ii. The Consumers/ Promoters / Occupiers/ Owners /Associations who are
deploying EV charging infrastructure in the Multi-storied buildings/complexes
in the space identified for installation of EV charging stations under clause 9A
of CoS shall evaluate in addition to already availed connections, the number of
such connections with capacity either a single point connection for the
Association or individual connections for each arld every
consumer/promoter/occupier/owners as per the requirement and obtain
sanction from tJ e jurisdictional BESCOM olfice ( sanctioning as per DoP).
iii. The Consumers/promotersf occupiers/owners/Aqsociations who are willing to
install EV charging stations/points in the identified conunon areas in any
existing buildings / New buildings/ complexi:s other than covered in (ii) above,
need to obtain sanction from the jurisdictional BESCOM oflice ( sanctioning as
per DoP) and extihd the wiring/cabling from the Metering Panel to where the
charging statidns/., points are located duly complying with the CEA safety
standards/ Regulations. The meters for such connections shall be housed in the
existing/ new metering panel by suitably modi$ing the panel'
iv. In both of the above cases (ii) & (iii), EV Charging stations/ points are permitted
to be connected to the existing installations within the sanctioned load or if
need be enhancing ttre load of the installation as per the requirement with the
approval of the jurisdictional BESCOM oflice ( sanctioning as per DoP) at the
tarilf applicable to respeclive existing installations category of tariff'
v. Individual Flat owners/consumers/occupiers who are allocated a specific
parking space in Multistoreyed buitdings/ comple4es and wishing to install EV
charging stations/points for all type of vehicles includi4g two wheelers, are
allowed to connect such units within their existing sanctioned load or, if
necessa4r, enhance the load as per the requiremEqt with the approval of the
Distribution licensee under the existing Installation category tariff.
Altematively, they may choose a new connection ugder the EV charging tariff
category determined by the Commission from tirhe to tirne and get it sanctioned
fromthejurisdictionalBEsCoMoffice(sanctioningasperDoP).The
appropriate wiring/ cabling shall be extended frqm ,t]re Metering.Panel to where
the charging stations/points are located complfirrg with the cEA safety
standards / Regulations.
In the above case, if there is no designated parking space to Individual Flat
owners/ consumers /occupierq in the Buildings/ contplexes, in.such cases they
have to use the EV charging stations/points in the identified common areas
within the Premises.
vi. The Consumers / promoters / occupiers / owners / Associations who are '
deploying EV charging infrastructure in the buildings/ complexes having
HT/EHT connections, shall be allowed LT I HT sub meters within their
. premises for EV charging stations. In such cases, the consumption recorded in
the sub meter(s) shall be deducted from the consumption recorded in the main
meter fixed to HT/EHT installalions and the consumption recorded in the sub
meter(s) shall be billed as per the applicable tariff in force for EV charging. In
such cases, no fixed charges sha-ll be applicable for the load recorded in LT/HT
sub meters.
III. Arragrlng power supplv to EV Charsing Statlons (EVCSI located in other
than the Operatlonal eutdeltnes lll & l[l.
The regular procedure/norms shall be followed, as prescribed in KERC CoS &
RoE regulations, while arranging power supply to the EV Charging
stations/ Battery swapping stations installed in other than the locations
. mentioned in Operational guidelines (l) & 00.
Furthen all the field oflicers are instructed to implement the above guidelines in
harmony q[th the KERC cos & RoE Regulations /Electricity Act 2oo3 & its
amendrnents/ EV policy defined by GoI & GoK & also emphasis the compliance of
cEA guidelines (which is in force) in terms of safety, Technical standard /
Specifieetions/ Regulations for EV charging.
