NOTICE

Online Applications are invited by this Authority in prescribed format


from eligible candidates for empanelment as Legal Services Advocates on
Specialised Panel of Delhi State Legal Services Authority (DSLSA) for
providing Legal Services in Child Welfare Committee (CWC). The requirement
is as follows:

A. INSTRUCTIONS:

Please read the following instructions carefully before mailing the


application form :-

A. Application must be submitted online in the prescribed format. The


application form is available on the DSLSA website: www.dslsa.org.
B. Hard copy application will not be accepted.
C. Applicant must provide a valid contact number and email address for
official communication.
D. All required information in the application form must be completed
accurately.
E. Advocates already empanelled with DLSA/DSLSA may apply, but in
case of selection he/she shall not join the current panel without
resigning from the existing panel of DLSAs/ DSLSA.
F. Only those candidates who fulfil the eligibility criteria shall apply for
empanelment.
G. The candidate must fill all required particulars in the application
form else the application would be rejected.
H. The applications shall be invited from 16.05.2024 till 30.05.2024,
5:00 P.M.
I. No application would be entertained after the last date.

J. Applicant who does not receive a confirmation email within 48 hours


of submission should send an email in this regard to
[email protected]

B. ELIGIBILITY CRITERIA :

Applicant must have an experience at Bar as an Advocate for


not less than five years as on 30.05.2025 and have sufficient
experience in conducting such cases with respect to the panel he/she is
applying.

C. SELECTION PROCEDURE -

1. No candidate shall be called for interview unless he/she satisfies


the eligibility conditions, during the scrutiny of the Application
forms.
2. Merely fulfilling the eligibility criteria will not confer any right on
a candidate to be called for interview or selection.
3. Depending upon the applications received and the requirement of
DSLSA, the Authority reserves the right to short list the candidates
to be called for the Interview.
4. Shortlisted Candidates will be informed through
e-mail/SMS/telephone about the date, time and venue of Interview.
5. Candidate shall bring all the original documents at the time of
interview.

6. Interview Board will take into consideration that the candidate


who shall be appearing in the interview for empanelment as Legal
Services Advocate shall be assessed on criteria like
personality/eligibility, legal knowledge/legal aptitude,
commitment/spirit to work in the field of legal aid,
regularity/availability in the District Courts.

7. The empanelment result will be displayed on the website of DSLSA


i.e. www.dslsa.org.

8. An approved protocol will be adopted while selecting Advocates in


the event of tie of two or more Advocates having same scores in
interview during empanelment viz. Firstly the Seniority of Advocate
on the basis of their date of registration with Bar Council. In case the
date of registration is the same, then the person elder in age will be
preferred. Lastly, in case the date of birth is also same, then the
selection will be done through draw of lots.
D. TERMS AND CONDITIONS FOR EMPANELMENT -

1. This empanelment shall be for TWO YEARS from the date of


notification of result. Or for further period beyond two years, if
required, as per discretion of Ld. Member Secretary, DSLSA.

2. Empanelment shall be subject to review of performance/work done by


each Legal Services Advocate appointed by DSLSA.

3. Empanelled Advocates will be paid fees as per approved Schedule of


Fees of DSLSA.

4. It will be mandatory for all empanelled Advocates to attend the


training programmes and refresher courses organized by Delhi State
Legal Services Authority from time to time including the orientation
programme to enable empanelled LSAs to handle legal aid work, as
well as training to upgrade skills in various aspects of trial practice.
Absence from such training programmes and courses, without prior
permission would be a ground for removal from Panel.

5. In order to ensure that there is effective check on the legal services


being rendered, the lawyers on the panel must submit case wise
progress every three months or from time to time as directed by
DSLSA / DLSAs. Non submission of the same would entail removal
from the panel.

6. The Authority reserves the right to avail the services of empanelled


advocates to perform duties in Legal Services Clinics, Outreach
programmes and Observation Homes etc. and for any other
activities/awareness programmes including presence in the functions
to be organised by the Authority.

7. The empanelled Advocates shall not be employees of the Authority


and therefore, shall not be eligible for any benefits available to the
employees of the Authority.

E. Removal from Panel:

1. Besides, the abovementioned reasons/grounds for removal of


panel, the empanelled Legal Aid Counsel can also be removed
from Panel, if performance of the panel Advocate is found
unsatisfactory or the Advocate is found to be guilty of charging or
collecting or demanding any remuneration from an aided person in
any form or he/she contravenes the Scheme of the Act, Rules and
the Regulations such Advocate shall also be liable for action for
Professional Misconduct as per Regulation 7 of the Delhi State
Legal Services Authority Regulations, 2002 as well as provisions
of the Advocates Act, 1961 or any other rules or regulation
applicable.

2. If the advocate is found or reported to be doing any activity in


contravention of the Legal Services Act, 1987 or any rules/
schemes formulated by NALSA or DSLSA/DLSA, he may be
removed summarily by the Ld. Member Secretary, DSLSA, whose
decision shall be final and binding.
3. Refusal of any empanenelled Advocate to take up a matter in
behalf of Authority, without proper justification or grounds, shall
entail cancellation/withdrawal of engagement.

F. Residual Clause:

The Authority reserves its rights to enlarge the scope of the duty of
the legal aid service counsels in order to achieve the aim and objectives of
“The Legal Servicers Authorities Act, 1987”.
