AVSEC INDUCTION COURSE NOTES

1. Introduction to Aviation Security (AVSEC)

- Objective: Safeguard civil aviation against acts of unlawful interference.

- Governing Body: Bureau of Civil Aviation Security (BCAS), under Ministry of Civil Aviation, India.

- Key Documents: ICAO Annex 17, NCASP.

2. Threats to Civil Aviation

- Types: Hijacking, Sabotage, Terrorist attacks, Insider threats, Cyber threats.

3. Security Responsibilities

- BCAS: Policy formulation and monitoring.

- Airport Operator: Implement security measures.

- Airlines: Ensure aircraft and passenger security.

- CISF: Physical security and screening.

4. Access Control

- Restricted Area: Entry only with valid AEP.

- Zones: SHA, Airside, Landside.

5. Screening Procedures

- Passengers: Frisking, WTMD, HHMD, X-Ray.

- Staff & Crew: Screened at designated gates.

6. Baggage Security

- HBS: Multi-level X-ray screening.


- Cabin Baggage: X-ray & manual checks.

- Prohibited Items: Weapons, explosives, etc.

7. Aircraft Security

- Pre-flight checks and secondary screening.

- Aircraft guarding and anti-sabotage checks.

8. Cargo & Mail Security

- Screening and sealing required.

- Known Consignor/Shipper protocols.

9. Bomb Threats Handling

- Specific vs Non-specific threats.

- BOMB protocol: Behavior, Observe, Move away, Be alert.

10. Emergency Response

- AVSEC Committee, mock drills, coordination with ATC, police, fire.

11. Security Equipment

- X-ray, ETD, CCTV, Metal Detectors, UVSS.

12. Soft Skills

- Alertness, communication, stress management, passenger handling.
