“VIKSIT RAJYA FOR VIKSIT BHARAT @ 2047”

Hon’ble Prime Minister, Hon’ble Union Ministers, my
esteemed fellow Chief Ministers, Lieutenant Governors,
Vice Chairman and Members of NITI Aayog, senior officers
from the Centre and States and other distinguished
participants!
1. It is an honour to participate in the 10th Governing Council
Meeting of NITI Aayog. I express my heartfelt gratitude for
the opportunity to share Haryana’s progress and vision as we
collectively work towards realizing the Hon’ble Prime
Minister’s vision of Viksit Bharat @2047.
2. Haryana is a tiny but tenacious state. We are playing a
pivotal role in shaping the nation's development path. In the
past decade, Haryana has demonstrated consistent and
inclusive economic performance:
(i) Our GSDP has grown from ₹4.37 lakh crore in 2014-15
to ₹12.13 lakh crore in 2024-25—an impressive CAGR of
10.8%, surpassing the national average. With only
1.34% share in India’s land mass and 2.1% share in
population, we contribute 3.71% to the country’s GDP.
(ii) Our per capita income rose to ₹3.53 lakh in 2024–25—
a 2.4 fold increase from 2014-15. State’s per capita
income is quite above the national average and is the
2nd highest among major states.
(iii) Haryana contributes about 7% to India's total GST
collections, the fifth highest in the country, despite its
smaller size and population. In fact, our per capita GST
collection of ₹47,084 is the highest in India in last FY.
(iv) Haryana has consistently been ranked amongst ‘Top
Achievers’ in Ease of Doing Business Ranking, focusing
on creating an investor-friendly environment.
(v) We were ranked 1st amongst landlocked States in NITI
Aayog’s Export Preparedness Index and 3rd in MSME
National Awards by the Ministry of MSME.
(vi) We have also consistently been ranked as an 'Achiever'
among landlocked states in the Logistics Ease Across
Different States (LEADS) Index 2024 by the Ministry of
Commerce & Industry.
3. Viksit Rajya for Viksit Bharat @2047 Haryana – The Life
Force of Viksit Bharat
(i) I firmly believe that with its strong growth potential,
skilled workforce, and ambitious population, now is the
ideal time for Haryana to develop a bold and
transformative roadmap for its future.
(ii) Therefore, on the lines of Viksit Bharat Vision 2047,
Haryana is also working towards finalizing its own Viksit
Haryana Vision 2047. This vision will be based on
sustainability, inclusivity, innovation, and economic
resilience, with the aim of achieving equitable growth and
global competitiveness by 2047. This ambitious vision
includes:
 Transforming Haryana into a $1 trillion economy
 ten-fold increase in per-capita income

 to generate 50 lakh new jobs with higher female
participation
 and achieving 80% renewable energy share to meet our
energy needs
Hon’ble Prime Minister, and other esteemed members of
the Governing Council,
(iii) To achieve the vision of Viksit Bharat, Haryana is ready to
be a driving force of growth and change, with its strategic
location, robust infrastructure, and energetic youth.
4. Institutional Innovation – The Department of Future
(i) In a bold move to integrate foresight-based governance
into its administrative framework, Haryana has pioneered
a Department of Future. This innovative step aims to
strengthen long-term policy alignment and prepare the
state for emerging opportunities and challenges.
(ii) This Department will serve as the nodal agency for
strategic planning, technology forecasting, and trend
analysis. It will align departmental efforts with Haryana
Vision @2047, aiming for a $1 trillion economy and
ensuring inclusive, green, and sustainable growth.
(iii) It will also act as a catalyst within the government, guiding
Vision 2047 by sharing global and local best practices,
fostering partnerships, and using technological
advancements.
(iv) We request the support of NITI Aayog in implementing the
new frameworks for this department. We also seek

guidance in improving the operating model of the
Department of Future, ensuring it aligns with national
priorities and positions Haryana as a leader in innovation
and future-focused governance.
5. Transformational Approach- Haryana AI Mission
(i) Following the India AI Mission, Haryana is launching its
own State AI Mission to create a robust and innovative
ecosystem. With initial funding of ₹474 crore from the
World Bank, this initiative will enhance data-driven
governance, automate public services, and improve digital
skills through advanced training programs.
(ii) A key component of this mission is setting up regional AI
hubs in Gurugram and Panchkula. These hubs will train
over 50,000 young people to build skills that meet the
growing demands of the AI job market.
(iii) We request NITI Aayog’s support in co-developing an
implementation framework for the State AI Mission,
forming a joint taskforce, and facilitating stakeholder
consultations to ensure positive outcomes for our youth
and governance in Haryana.
6. Haryana Start-up Ecosystem
(i) Haryana is proud to have over 8,800 DPIIT-registered
startups, ranking 7th in the country. It is also a matter of
pride that 45% of these startups are led by women
entrepreneurs.
(ii) Under the Haryana State Startup Policy 2022, we are
offering strong support with infrastructure, financial aid,

and regulatory ease. To promote startups in Tier 2 and
Tier 3 cities, we are identifying land, assessing feasibility,
and collaborating with partners. After my recent
interaction with 60 young entrepreneurs, we have decided
to expand our support through internships, mentorship,
branding, and affordable infrastructure.
(iii) To further strengthen this ecosystem, the Haryana
Venture Capital Fund has been directed to fast-track
the Fund of Funds initiative, with a goal to mobilize
₹2,000 crore in private contributions to support our young
entrepreneurs and incubation centres.
7. Land Reforms and Infrastructure Planning
(i) To drive industrial growth and improve access to land,
Haryana has implemented a transparent e-auction system
for allotting industrial land. We are now studying flexible
leasing models adopted by other states to introduce a
leasing framework that provides requisite support to
emerging business needs.
(ii) At the same time, we are amending our land pooling
policy to enable more efficient land aggregation. This will
facilitate the development of 10 new mega-scale
integrated model townships, strategically planned to serve
as engines of industrialization across different regions of
the State.
(iii) On the infrastructure front, Haryana has formally adopted
the PM Gati Shakti National Master Plan for all its
infrastructure projects. This is backed by strong

governance systems to ensure timely and well-
coordinated execution.
(iv) To complement these initiatives, we are finalizing the
Haryana Logistics, Warehousing & Retail Policy 2025.
This policy will guide our Comprehensive Logistics Action
Plan (CLAP), which includes state and city-level plans
using a hub-and-spoke model to achieve last-mile
delivery.
(v) Once implemented, this policy will significantly enhance
last-mile connectivity, reduce transit costs, and unlock the
full potential of Haryana’s emerging industrial corridors,
positioning the State as a preferred logistics and retail hub
in North India.
(vi) Haryana has pioneered an E-Bhoomi initiative—India’s
first digital platform for voluntary land aggregation for
public purposes. This innovative system enables
landowners to offer their land willingly at mutually agreed
rates in a transparent manner, facilitating the creation of
an efficient land bank to support government schemes
and infrastructure projects.
(vii) Under the visionary leadership of the Hon’ble Prime
Minister, the 'NaMo Drone Didi' scheme is transforming
rural livelihoods by empowering women-led Self-Help
Groups (SHGs) to use drone technology in farming. This
makes agriculture easier and more profitable for women.
Haryana has supported this initiative by training 100
women in drone operations so far, and we plan to train

5,000 women as certified drone pilots, empowering them
with cutting-edge agri-tech skill.
(viii) We have also taken a significant step towards post-
harvest value addition. The Haryana Government, in
partnership with the University of Birmingham, has signed
an MoU to establish a Centre of Excellence for Crop Post-
Harvest Management and Sustainable Cold Chain. This
initiative will enhance storage, reduce wastage, and
improve farmer incomes.
8. Ease of Doing Business
Haryana is at the forefront of creating an investor-friendly
environment. We have successfully reduced over 1100
compliances—838 business-related and 271 citizen-
centric—to minimize regulatory burden. Furthermore, we
are drafting a comprehensive Bill aligned with the Jan
Vishwas (Amendment of Provisions) Act, 2023, aimed at
decriminalizing minor provisions across 230+ Acts in 37
departments by December 2025. We are also reviewing
231 state laws to identify additional opportunities for
simplification. A dedicated cell at the state and
departmental level will be constituted to sustain this effort.
9. Regionally balanced industrial development through
participation of MSMEs
(i) Haryana has firmly established itself as an industrial
powerhouse, with sustained momentum driven by both
large enterprises and a vibrant base of micro, small, and
medium enterprises (MSMEs). Our focus now is on

ensuring regionally balanced and inclusive industrial
development, where every district participates in and
benefits from this economic transformation.
(ii) The State has launched PADMA scheme—the
Programme to Accelerate Development for MSME
Advancement. This initiative aims to establish Mini
Industrial Parks in all 143 blocks of the State, each
equipped with over 10 plug-and-play sheds. These
industrial clusters will enable localized economic activity
while integrating tier-2 & 3 cities with the Nation’s
mainstream growth centres.
(iii) To enhance the global competitiveness of our MSMEs,
Haryana has operationalized the GIFT Cell—the Global
Intelligence & Market Facilitation Team—with an
approved support of ₹13.59 crore under the RAMP
program. The GIFT Cell is designed to assist MSMEs
through cluster diagnostics, market access strategies,
policy guidance, training modules, pricing toolkits, and
improvements in quality and standards.
(iv) We are helping MSMEs go digital by focusing on lean
manufacturing and training in new technologies. In
districts like Sirsa, Rewari, and Hisar, sector-specific mini
clusters —such as sheet metal, furniture, and light
engineering—are now seeing real improvements in
productivity, market reach, and job creation.
(v) With this multi-pronged approach—driven by schemes like
PADMA and GIFT, and focusing on formalization,
digitalization, and skill-building, Haryana is committed to

making its MSMEs a key driver of both regional prosperity
and national economic growth.
10. Fueling the growth of Services Sector
(i) The services sector now accounts for over 50% of
Haryana’s GSDP, driven largely by Gurugram and
adjoining districts. Recognizing its vast potential, we are
taking decisive steps to expand this growth across the
state and ensure regionally balanced development.
(ii) To take this growth at next level, HSIIDC is developing
world-class IT Parks in Panchkula, Rai, and Manesar.
These hubs will provide modern plug-and-play
infrastructure, backed by targeted incentives to attract
startups, IT service providers, and innovation-driven
enterprises. This initiative represents a strategic
transition—from a predominantly manufacturing-led model
to a more diversified and high-value services economy.
(iii) To accelerate this shift, the State Government is
introducing dedicated policies focused on emerging
service sub-sectors such as Data Centres, AVGC-XR,
Global Capability Centres, and frontier technologies.
These efforts are aimed at nurturing next-generation
techno-entrepreneurs and positioning Haryana as a
pan-India hub for digital innovation and service exports.
11. Steps towards Green growth
(i) Another key focus for our future is achieving sustainable
growth. To promote a circular economy, we are
encouraging the development of private eco-industrial

parks and supporting 3 Centres of Excellence and 10
training institutions in recycling technologies.
(ii) We have transformed 105 Government ITIs into
Renewable Energy Institutes, training over 4,400 youth in
solar installation, circular economy, and green skills. Our
goal is to make 100 such institutions operational during
current year, with training aligned to NSQF standards and
certifications through recognized bodies.
(iii) We are connecting skills training with industry needs,
particularly in solar installation hubs like Gurugram,
Kurukshetra, and Rohtak, creating hyper-local
employment through schemes like PM-KUSUM. Up to
March 2025, more than 1.5 lakh solar pumps have been
installed across the State under PM-KUSUM scheme.
(iv) To empower women in green mobility, we’ve launched
initiatives like Nari e-Rickshaw SWAVALAMBAN and
E-Chalaak in collaboration with Maruti Suzuki, offering
skills and financial support.
(v) Our Vehicle Scrappage & Recycling Policy 2024 now
grants recycling, the status of an industry—offering up to
₹20 crore in capital subsidy and single-window clearance
through Invest Haryana.
(vi) Under the Haryana Water Resources Authority (HWRA),
we’ve implemented a block-level groundwater regulation
model—one of the most comprehensive in the country.
(vii) We’ve launched a real-time solid waste monitoring portal
for transparent tracking and are helping recyclers adopt

cleaner operations by transferring technology from
institutions like CSIR.
(viii) Lastly, under the Electric Vehicle Policy 2022, Haryana is
emerging as a hub for green mobility, with IMT Kharkhoda
emerging as the most prominent EV cluster of North India.
12. Combating Substance Abuse and Uplift Youth
As I mentioned earlier, Haryana is committed to
empowering our youth and making them our greatest
strength. To protect them from substance abuse, we are
setting up the SANKALP Authority — Substance Abuse &
Narcotics Knowledge, Awareness & Liberation Program
— with an initial budget of ₹10 crore. This multi-
department body will take a complete approach, focusing
on prevention, education, awareness campaigns, and
rehabilitation to tackle both the supply and demand of
narcotics.
13. Closing remarks
(i) I would like to express my sincere gratitude to the Hon’ble
Prime Minister for giving me the opportunity to share
Haryana’s vision and actions. We reaffirm our strong
commitment to being a driving force in building a strong,
inclusive, and future-ready India.
(ii) Hon’ble Chairperson and esteemed members of the
Governing Council, Haryana is dedicated to creating a
future-ready, inclusive, and innovation-driven economy.
Through our work in land reforms, MSME development,
startup incubation, digital governance, and logistics

infrastructure, we are building the requisite foundation for
balanced growth across all regions.
(iii) However, to fully achieve our vision—especially in areas
like rural industrialization, MSME competitiveness, Gati
Shakti adoption, export promotion, and youth
empowerment—we seek continued support and
partnership from NITI Aayog and the various
Ministries/Departments of the Government of India. We
request the Centre to consider increased financial
allocations, technical support, and faster approvals under
centrally sponsored schemes.
(iv) Together, through cooperative federalism, we can ensure
that every district, block, and citizen contributes to and
benefits from India’s growth. Haryana is ready to do its
part with full dedication.
