1. INTRODUCTION
1.1. GENERAL

Santos Ltd (Company) is pursuing the development of hydrocarbon deposits from its oil and gas
leasehold in the Pikka Unit on the North Slope of Alaska. As currently defined, the Pikka
Development (the “Project”) will require the drilling of wells, construction of facilities and
infrastructure, and subsequent production operations to produce and transport crude oil. The
purpose of the Contractor is to provide a Stand-Alone Seawater Treatment Plant (STP) to
deliver injection water into the Pikka field.

The primary objective of the Pikka Development is to safely and economically develop
discovered oil resources within the Pikka Unit located on the North Slope of Alaska. The Project
area is approximately 52 miles west of Deadhorse; it is bounded on the north by the Beaufort
Sea, on the northeast by the ENI-operated Oooguruk Field, and on the east and west by
ConocoPhillips Alaska’s Kuparuk and Alpine Fields, respectively (Figure 1).
As currently defined, the Project consists of:

-The Nanushuk Processing Facility (NPF);

-One drill site ND-B;
-Gathering / import / export pipelines and tie-in pad, Access Roads;
-Nanushuk Operations Pad (NOP) with camp and associated warehouse, etc.;
-Seawater Treatment Plant (STP)

1.2. PROJECT OVERVIEW

The scope of the contractor facility proposal is to include facility design, material and equipment
procurement, construction, pre-commissioning, load out, and commissioning. Any facilities
outside the STP will be by others. Transport to site and site hook-up and installation will be by
others. As part of this development, a Seawater Treatment Plant (STP) is to be provided on a
barge to provide water injection facilities at this facility. Due to harsh environmental conditions,
a bespoke barge is required to support the STP and associated equipment in-region. Design life
is for 25 years’ service.

An bespoke barge is to be mobilized to the location to support the seawater treatment plant. The
barge will be located at a permanent near shore location and ballasted to rest on the sea floor in
less than 2.5 m water depth. The barge is to be a near wholly self-contained and self-supported
facility to be located at Oliktok Point. The premised scope for the STP is to The Scope of Work
includes engineering, procurement, fabrication, load out and commissioning. The barge is to
have modules equipment designed, fabricated, permanently installed, and fully commissioned
ready for delivery in Q2 2024 with first water injection in Q2 2025.

The Seawater treatment plant (STP) is designed to remove particles from seawater, sulphate
removal by membrane separation, oxygen by membrane deaeration in order to make seawater
suitable for injection. The power and utilities are integrated onto the STP. The treated Seawater
is injected via a 16 inch pipeline to the client facilities.

1.3. STP DESCRIPTION

During execution, Pikka Development Project STP split into four (4) major phases like
Engineering, Procurement, Fabrication, pre-commissioning & Load out, Transportation&
Installation and Commissioning phases where the STP contractor is responsible for to deliver
the fully integrated pre commissioned STP to the Company designated wet tow transportation
contractor as a float on location in Harrison Bay of Alaska and Commission the installed STP at
site. The Pikka development STP is a Standalone integrated system.

Pikka development new-build design barge is of a rectangular shape and shall be designed and
build to the American Bureau of Shipping(ABS) class rules and shall satisfy all the requirements
for operation in US Territorial waters as defined by USCG and requirements in US CFR 46 for
the offload and installation phases. STP Barge will only be afloat for construction,
transportation, and installation phases. On-site, it will be ballasted down so that it sits
permanently on the seabed that has been screeded. The only other time it will be afloat is
during decommissioning. The STP barge is integrated with Temporary Refuge module and
processing seawater treatment topside skids/ module, interconnected by piping and
cabling/controls. The STP consists of an almost a rectangular pontoon shaped hull. It is
equipped with Temporary Refuge module for four (4) personnel, a Local Control room
integrated with laboratory, and topside skids/modules seated on main deck. New build hull is

based on fit for purpose design, specifically to suit Pikka field project requirements. The main
deck will support most of the process seawater treatment facilities, winterization support
structure, firewater pump equipment in addition to the power generation and distribution. There
is no machinery deck below the main deck level. The topsides are fully covered and panelled
with winterization enclosures and along with HVAC to meet the required operating temperature
of the facilities in Alaska.
