1. Opening the Session

Greetings delegates! Welcome to IFMUN 20##, and above all welcome to the
(Full committee name).

It is a great honor for this chair to take charge of (committee). My name is (Head Chair’s
name) and I’ll be serving as the head chair today. Next to me is the deputy chair, (Deputy Chair’s
name).

Please be reminded that using electronic devices is strictly prohibited and English must be
spoken at all times while the committee is in session. Also, please avoid using first or second person
pronouns such as “I” or “you” during official speeches. In IFMUN 20##, all committees proceed with
a single agenda and for this committee, the agenda reads (read out the full agenda).

2. Roll-Call

With that all set, the chair will now conduct a roll-call.

Roll call is a procedure to clarify each delegate’s attendance. If your delegation is called,
please answer with “Present and Voting” meaning that the delegate would not abstain during
substantive votes, which are votes regarding substantive matters such as amendments or resolutions.

The chair will now call out your delegation in alphabetical order.

ex)
Delegate of (A)! (present and voting)

Delegate of (B)! (present and voting)


With ## delegates present and ## delegates absent, the committee has met the quorum and will
officially begin the session.

The simple majority for this committee requires more than ½(state the actual number) of the votes for
and the super majority for this committee requires ⅔(state the actual number) or more votes for.

Delegates who are late to the conference must send a note to the chairs to state their arrival.

Originally, at this point of time, the motion to set the agenda should be in order. However, since
IFMUN 20## proceeds with a single agenda, there will be no need to raise a motion to set the agenda
and the agenda will automatically be set to (Read out the agenda).
3. Opening Speech

With that being said, we’ll now proceed with opening speeches. The opening speech is a great
opportunity for the delegates to deliver their country stances and possible solutions regarding the
agenda itself. The default speaking time is 90 seconds. With 10 seconds remaining, the chair will raise
flags to remind you. Clapping between speeches is not in order. No motions are allowed, and yielding
is not allowed during this procedure.

With that being said, the chair will again call out your delegation in alphabetical order.

Delegate of (country name) please stand up. You have 90 seconds. You may begin.

Delegate, your time has elapsed. Please take your seat.

(Keep repeating this procedure until all of the delegates are done with their opening speeches.
When opening speeches are done, the chair must ask for any points/motions on the floor.)

(If no motion is presented, the chair can recommend delegates to raise the motion.)

4. Unmoderated Caucus

Motion: Motion to move into an unmoderated caucus for the total duration time of (maximum 30
minutes), and for the purpose of (sharing the idea).

(When lacking any of the required conditions, the chair must inform the delegate that his/her motion
is not in order.)
- Delegate, your motion requires (total duration time/ the purpose)...
- Delegate, your maximum total duration is 30 minutes…
Please raise your motion again.

There has been a motion to move into an unmoderated caucus.

Seeing none, the committee will directly proceed with the voting procedure regarding the motion
raised by the delegate of (country name) to move into an unmoderated caucus for total duration time
of (time) for the purpose of (sharing the idea).

Remember that this is a procedural vote that requires a simple majority to pass, and no abstentions are
allowed. With that being said, administrative staffs, please take your voting positions and any
conversation including note passing will temporarily be suspended.

(When lacking any of the required conditions, the chair must inform the delegate that his/her motion
is not in order.)

6. Adjourn the Session

Motion: Motion to adjourn the Session until (1:00 p.m.).

(When lacking any of the required conditions, the chair must inform the delegate that his/her motion
is not in order.)

(If no motion is presented until 20 minutes before lunch, the chair can recommend delegates to raise

entertained.
