1. INTRODUCTION
This Scope of Work (SOW) outlines the comprehensive requirements for the Mechanical
Installation of Equipment and Packages for the Mabruk Reinstatement Project, executed by
EZAR Engineering under the supervision of Mabruk Oil Operations (MOO) Libya and SLB
(Company). The scope encompasses all activities from planning and mobilization to final
handover, ensuring the safe, efficient, and compliant installation of mechanical equipment in
accordance with project specifications, international standards, and local regulations.

1.1. Project Background


The Mabruk EPF (Early Production Facility) project involves the installation of critical process
equipment, skids, and packages on pre-constructed foundations. EZAR is responsable for:

 Receiving, inspecting, and storing client-provided equipment.

 Mechanical installation, including alignment, fastening, and integration of ship-loose


components.

 Lifting and rigging of heavy equipment with certified tools and detailed lift plans.

 Quality assurance, safety compliance, and documentation.

3. SCOPE
Ezar Engineering shall perform all mechanical installation activities for equipment and packages
at the Mabruk Early Production Facility (EPF), Libya, in accordance with the project
specifications, approved engineering drawings, and applicable international standards. This
includes, but is not limited to, the receipt, inspection, storage, handling, installation, alignment,
testing, and documentation of all client-supplied equipment, skids, and ship-loose components.

The scope contains:

 Equipment Installation: Positioning and securing of static and rotating equipment


(vessels, pumps, compressors, etc.) onto pre-constructed foundations, ensuring
compliance with dimensional tolerances and torque specifications.

 Lifting & Rigging: Safe execution of heavy lifts using certified cranes and rigging
equipment, supported by detailed lift plans and risk assessments.

 Instrumentation Integration: Installation of cable trays, junction boxes, and wiring for
instrumentation tied to equipment packages.

 Quality & HSE Compliance: Adherence to MOO’s HSE standards, API/ASME codes, and
Libyan regulations, including permits, inspections, and as-built documentation.

Ezar engineering is responsible for temporary works, site cleanup, and final handover, ensuring
all work meets MOO’s operational and safety requirements. Any deviations from the scope
require prior written approval via the Change Order process.

4. GENERAL WORK SEQUENCE


4.1. Phase1 : Pre-installation
1. Site mobilization
a. Establish laydown areas and temporary facilities
b. Deploy certified cranes (minimum 250T capacity)
c. Set up HSE stations with first aid and firefighting equipment
2. Document Verification
a. Cross-check IFC drawings against equipment manifests
b. Validate foundation as-builts vs design tolerances (±3mm)
3. Permitting
a. Obtain hot work, lifting, and confined space permits
b. Conduct mandatory MOO safety inductions

4.2. Phase2: Equipment’s receiving:

1. Offloading Operations
a. Use tandem forklifts (16 T capacity) for crated items

b. Specialized transporters for oversize loads (>50T)

2. Inspection Protocol

 Laser-align skid foundations (±2mm tolerance)

 Torque anchor bolts to 30-60-100% sequence (ASME PCC-1)

 Verify nozzle orientations per P&IDs

 63-Z-01 A/B/C/D (Instrument Air Compressors) → 64-Z-01 (Nitrogen Gen) → 55-
Z-05 (Steam Gen)

 Critical Checks :
 Vibration isolation pads (25mm neoprene)

 Electrical/utility tie-in points marked before placement

Heavy Static Equipment (Post-Skid)

 30-V-01 (Water Flash Tank) → 44-V-01/02 (Flare KODs) → 57-V-01 (Closed Drain
Vessel)

 Requirements:
 Use 4-point lifting with spreader beams (SWL ≥1.5x equipment weight)

 Install temporary bracing for vessels with H/D ratio >4

2. Columns/Towers
 20-C-03 (Stripping Column) – Install after supporting structure is complete

post-grout)

5.2. Accident Prevention and Safety Procedures


 Area shall be barricaded adequately with warning barriers prior to any lift and during
excavation.

 All Equipment shall be checked for good conditions prior to commencing the work.

 Unauthorized persons shall be excluded from the area.

 When lifting, the personnel shall not remain in the lifting equipment work area.

 Adequate caution boards and warning signs shall be provided.

 Only trained and authorized personnel shall operate the hydraulic lift.

 Observance of the lifting equipment capacity.

 Application, maintenance, storage of electric, and oxygen cutting welding units shall
conform to applicable standards.

 Do not stand under suspended loads.

 On Completion of job, the area shall be cleared of any materials and kept clean and tidy.

 Hazard analysis for hazardous operation shall be carried out prior to commencing the
works.
