Part 1 Background Information

A. Rationale of the Program/Activity

Following the directive from the 4th Regional Management Committee


meeting, where top management agreed that Medical Officers should thoroughly
study the PhilHealth Konsulta Package, the Regional Medical Officer IV conducted
an Online PhilHealth Konsulta Orientation for Schools Division Office
Medical Officers III and School Health Personnel on June 18, 2024 via
Microsoft Teams.

This session will enable them to study and be oriented with the PhilHealth
Konsulta Package and Professional Accreditation in order to make informed
decisions about availing these benefits. Furthermore, it will outline the critical
factors and necessary preparations the department must consider if decided to
proceed with accreditation. Two (2) subject matter experts from Philippine
Health Insurance Corporation RO XII and Department of Health RO XII – Center
for Health and Development were invited to provide an orientation with Konsulta
Package accreditation and implementation.

B. Objectives of the Activity

The online orientation aims to provide the appropriate knowledge for


participants to be able to:
1. Provide a comprehensive understanding of the PhilHealth Konsulta
Package and its benefits.
2. Detail the process and requirements for Professional Accreditation under
the PhilHealth Konsulta Package.
3. Empower participants to make informed decisions regarding the availment
and promotion of Konsulta Package benefits.

C. Expected Outcome and Results

The expected outcomes of this online orientation, specifically focusing on the


orientation of PhilHealth Konsulta Package, include:
 Informed Decision-Making on Konsulta Availment: Schools Division
Office Medical Officers and School-Health Personnel will gain a
comprehensive understanding of the PhilHealth Konsulta Package,
encompassing its benefits, operational parameters, and the precise
procedures for service availment. This enhanced knowledge will empower
them to make optimally informed choices regarding primary healthcare
provisions.

Part II Highlights of the Activity

A. Preliminary Activities

The program commenced with the singing of the Nationalistic Song,


followed by the DEPED Prayer. Dr. Edelyn Grace Jamilla, Medical Officer IV,
formally welcomed the participants through her opening remarks, highlighting
the significance of the orientation. Finally, to recognize attendance, Margareth
Mikaela Lasam, Technical Assistant II of the School Mental Health Program,
conducted the roll call of participants.

B. Orientation Proper (per module/session)

Orientation on PhilHealth Konsulta Package by Dr. Leana Clare Filipinas

include 15 diagnostic tests such as CBC with platelet count,
urinalysis, fecalysis, Sputum Microscopy, Fecal Occult Blood,
Pap smear/VIA, Lipid Profile, FBS, Oral Glucose Tolerance Test,
ECG, Chest X-Ray, CREATININE, HbA1C, Ultrasound, and
Mammogram. Furthermore, the package also provides
coverage for 21 types of medications.

Konsulta Provider. She also displayed the corresponding
process flow.

(1,700) PHP personnel and non-healthcare workers, internet subscription, IT
service provider, and hardware.
How to apply for the Dr. Leana instructed attendees to visit the official PhilHealth
accreditation of website, philhealth.gov.ph, to access the downloadable
PhilHealth Konsulta annexes and utilize the Self-assessment tool for a
Package Provider (KPP) comprehensive review of requirements. She further
emphasized that given DepEd's lack of its own laboratories and
pharmacies, PhilHealth highly encourages the Department to
enter into a Memorandum of Agreement (MOA) with external
healthcare service providers.

the comprehensive list of Documentary Requirements that
must be complied with for accreditation as a Konsulta Package
Provider (KPP).

accreditation. These include a limited budget for upgrading
facilities and hiring additional personnel, difficulty in meeting

resistance among community members.
To address these challenges, Dr. Rex outlined his strategies
and plan of action. These include seeking support from the
Local Government Unit (LGU), involving Barangay Health
Workers (BHWs), and requesting technical assistance from the
Department of Health - Center for Health Development (DOH-
CHD).

and encoding tasks. He continues to lobby for the hiring of new
encoders.
-Another issue they face is the limited understanding among
some beneficiaries regarding the scope of Konsulta coverage,
which often leads to unrealistic expectations. To counter this,
they conduct continuous Information, Education, and
Communication (IEC) campaigns to clarify the limited benefits
provided by Konsulta.

pharmacies, clarifying health facility ownership for performance commitment,
and the ability to conduct profiling during accreditation. Questions also arose
regarding professional accreditation requirements for KPP personnel, the
feasibility of outsourcing back-end processes for the Functional Health

Discussions also covered establishing special funds for Konsulta, the percentage
of population profiled versus PhilHealth coverage, steps to acquire special health
funds, the rate split between doctors and providers, payment distribution, and
DepEd's potential integration into Healthcare Provider Networks. Additionally,
concerns were raised about RHU doctors not catering to DepEd students and
teachers, and teachers going to RHU doctors for leave forms despite having SDO
MOs. PhilHealth confirmed the 40-hour weekly consultation requirement for
Konsulta Providers. The orientation concluded with an awarding ceremony for
resource speakers and a photo opportunity.

E. Closing Activities

The closing activity was marked by a meaningful awarding ceremony, where


certificates of recognition were given to the resource speakers in recognition of
their active involvement and valuable contributions. The orientation concluded
with a photo opportunity, capturing the collaborative spirit and shared
commitment of all participants toward promoting better healthcare provision.
