Proposal for a Reading Program: Literacy and Numeracy

Drive Optimization (L.A.N.D.O.)

I. Program Title:

Literacy and Numeracy Drive Optimization (L.A.N.D.O.)

Focus Area: Reading Intervention and Enrichment

II. Rationale:

Reading is a foundational skill that supports success across all academic subjects. Data from
recent assessments and classroom performance indicate that a significant number of learners are
reading below their expected grade level. The L.A.N.D.O. program aims to address this gap by
optimizing literacy instruction, providing targeted interventions, and cultivating a culture of
reading within the school community.

III. Objectives:

1. To improve students’ reading comprehension and fluency through focused instruction

and reading activities.
2. To provide early intervention for struggling readers identified through diagnostic tests
and teacher observations.
3. To develop reading habits and appreciation for literature through school-wide
campaigns and sustained silent reading programs.
4. To support teachers with strategies and resources for differentiated reading instruction.
5. To engage parents and the community in fostering a supportive reading environment at
home.

IV. Program Components:

1. Reading Diagnostics and Profiling

o Administer pre-tests and reading level assessments.
o Identify readers who require additional support or enrichment.
2. Tiered Reading Intervention
o Tier 1: Whole-class reading instruction using guided reading strategies.
o Tier 2: Small group sessions for learners slightly below level.
o Tier 3: One-on-one reading tutorials for learners with significant difficulties.
3. Daily Reading Routine
o Implement DEAR Time (Drop Everything And Read).
o 20–30 minutes of sustained silent reading (SSR) daily.
4. Book Buddy System
o Pair older and younger students for weekly shared reading sessions.
o Builds confidence and cross-grade mentoring.
5. Literacy Corners and Mobile Library
o Create dedicated spaces in classrooms and hallways with age-appropriate books.
o Rotating book bins to ensure variety and access.
6. Reading Rewards and Recognition
o Monthly “Reader of the Month” awards.
o Reading logs with incentives (stickers, bookmarks, certificates).
7. Teacher Support and Training
o Workshops on reading strategies, remediation, and comprehension techniques.
o Access to a bank of leveled reading materials and lesson guides.
8. Parent Involvement
o Reading-at-home logs with parental signatures.
o “Read with Me” sessions or storytelling days.

V. Target Beneficiaries:

 All students from Grades 1 to 6

 Priority given to non-readers and struggling readers

VI. Time Frame:

 Launch: Beginning of the academic year

 Duration: Year-round program with quarterly evaluations

VII. Monitoring and Evaluation:

 Pre- and post-assessment of reading levels

 Monthly reading logs and progress tracking
 Teacher progress reports
 Quarterly review meetings

VIII. Budget Estimate:

(Adjust depending on available resources)

Item Estimated Cost
Reading materials/books ₱10,000
Printing of reading logs ₱1,500
Incentives and awards ₱3,000
Literacy corner setup ₱5,000
Teacher training materials ₱2,500
TOTAL ₱22,000

IX. Conclusion:

L.A.N.D.O. represents a strategic, inclusive, and data-driven approach to addressing literacy

challenges in school. By focusing on reading comprehension, fostering a love for reading, and
ensuring consistent support and monitoring, this program aims to develop confident and
competent readers prepared for lifelong learning.
