1. SCOPE

1.1 Purpose: This regulation will provide instructions for the preparation and
completion of all C&S work associated with TSC (Track
Structure Capitalization) projects.

1.2 Equipment: These instructions shall apply to all CSXT C&S maintenance and
construction teams.

1.3 Location: All applicable CSXT locations

1.4 Material: Standard marking and bonding material

1.5 Special Tools: Standard bonding tools, testing meters, etc.

1.6 References: CSXT Operating Rules; CSXT Signal System Reference manual;
CSXT Safe Way; SI 00001, General Safety Requirements

2. GENERAL

2.1 Safety and Environmental - Ensure compliance with CSXT SI 00001, the CSXT
Operating Rules and this document.

3. PREPARATION

3.1 All C&S personnel involved in TSC project shall review switch training video if
necessary.

3.2 All C&S personnel involved in TSC project shall review PMD and/or GCP
training video if necessary.

3.3 All C&S personnel involved in TSC project will review FRA and SRI rules and
instructions so as to be knowledgeable as to what tests will be necessary at the
completion and/or at the end of a day's work.

3.4 Designated employee will make inspection of territory where TSC work is to be
done.

3.5 Designated employee will mark all track wires/connections.

3.6 Designated employee will ensure all material is available and on hand for TSC
project.

3.7 Designated employee will identify how crossing warning systems will be
protected while TSC work is performed.

3.8 Designated employee will meet with Maintenance of Way personnel and discuss
how the C&S plan will be implemented.

3.9 Designated employee will identify and ensure that all test equipment needed to
perform job tasks associated with the TSC project is available.

3.10 Local supervisor will ensure that all circuit plans are up to date and available.

3.11 Designated employee will identify defect detector equipment and have plan in
place to protect, recalibrate, and return to service.

4. INSTRUCTIONS

4.1 Conduct a joint job briefing with Maintenance of Way forces before starting work
each day and during the work day if necessary.

4.2 Remove all wide band shunts, narrow band shunts, and tunable joint couplers
from affected work area.

4.3 Test all wide band shunts and narrow band shunts before reinstallation into track.
If shunts fail test; they are to be replaced.

4.4 All tunable joint couplers should be recalibrated upon reinstallation into track.

4.5 Renew all bootlegs in affected TSC work area to CSX standard.

4.6 Renew all track wires in affected TSC work area to CSX standard.

4.7 Check all track circuits in affected TSC work area and recalibrate if necessary.

4.8 Recalibrate all motion equipment and crossing warning devices to manufacturer's
specifications and CSX standards; and perform all operational checks.

4.9 Perform all tests and inspections on any switch affected in the TSC work area per
FRA rules and CSX standards.

4.10 Perform all operational checks and tests on any defect detector affected in the
TSC work area.

4.11 Check and test if necessary all insulated joints in affected TSC work area to
ensure they are not shorted.

4.12 Check all signals in affected TSC work area for proper alignment.

4.13 At the end of each day, contact the Signal Control Center to ensure that the signal
system in the affected TSC work area is working as intended.

4.14 When TSC project is completed, the designated employee will ensure that all
marking paint on rail, ties, and/or signal appliances will be removed or covered so
as not to interfere with the safe passage of trains.

5. EXECUTION

5.1 Some steps under Instructions 4.1 to 4.14 will not always be necessary or might
not be feasible. The designated employee will contact the local supervisor and a
determination will be made as to what steps will be necessary.

6. RESPONSIBILITY

6.1 Signal Maintenance Manager

6.1.1 Participate in scheduled M of W TSC pre trips on assigned territory


whenever possible.

6.1.2 Review the TSC final plan for the assigned subdivision, this plan should
be received from the Program Construction Manager for each division.
After reviewing the plan, cross reference the TSC plan with the signal
assets to determine impact to the signal system. Communicate any
additional work force needs as soon as possible to the Division Signal
Engineer and Director Signal Construction. (Identify how many
employees will be allowed to work project with Production Manager)

6.1.3 Estimate and order needed material, tools(jumper kits, hammers, chisels,
punches, bonding molds, temporary track connections – why can’t we
order material against TSC) and jumper kits (pass up - Timer Jumper)
needed to support the TSC project, with enough lead time to ensure
delivery two weeks prior to TSC project start. (Spare shunts for
frequency involved)

6.1.4 Evaluate the experience level and review training files of all maintenance
personnel involved prior to start of the TSC project. Provide additional
training and supplement with additional work force as needed.

6.1.5 Communicate with construction manager to identify the signal employee


in charge for the project, (contact list for all employees involved), and
order any additional vehicles for delivery prior to TSC project start.
(managers and EIC, Key Players, Identify Key Assets (crossing
applications, signal circuits)

6.1.6 Conduct a conference call all with signal maintenance and construction
personnel involved in the project, discussing all personal and operational
safety aspects. The TSC plan, signal assets, personnel, equipment,
vehicles, material involved in the project, and personnel start times
should also be discussed during this call.

6.1.7 Receive and review a copy of all next day Stop and Flag requests from
the EIC at least 14 hour prior to them taking effect.

6.1.8 Conduct morning Job briefing with EIC reviewing and discussing the
current day dispatcher messages, ensuring proper track protection, stop
& flag messages, jumper logs, and all signal and crossing assets
involved. (If possible, both Signal Manager and Construction Manager
should be at initial job briefing.)

6.1.9 Conduct a midday job briefing to evaluate project progress and project
restoration time. Make the determination to adjust the start and stop
times of the works shifts if necessary.

6.1.10 Conduct a debriefing with EIC at the end of the work day, ensuring
operational tests have been performed and signal assets have been
returned to service. Discuss stop and flag request for next day activities.

6.1.11 Beaver Maps/ Design Sheets/ Track Charts to ensure clarity to teams.

6.2 Signal Construction Manager

6.2.1 Review the TSC plan for the assigned territory and communicate any
additional work force needs as soon as possible.

6.2.2 Communicate any needed material to support the project with signal
manager, allowing enough lead time to ensure delivery of material prior
to TSC project start.

6.2.3 Assess experience and review training files of all maintenance personnel
involved prior to start of TSC project. Provide additional training and
supplement additional work force as needed.

6.2.4 Review any additional vehicle needs with signal manager allowing
enough lead time to ensure delivery prior to the TSC project start.

6.2.5 Construction Management to participate in as many pre and post


briefings as time and travel allows.

6.2.6 Construction Management to make periodic checks with signal team and
EIC to identify and eliminate issues.

6.2.7 Beaver Maps to ensure clarity to teams unfamiliar to area.

6.2.8 Construction Engineer to notify Danella to eliminate charges for Boom


and Backhoe, unless utilized for the TSC work or another project.

6.3 Employee In Charge (EIC)

6.3.1 Employee in charge (EIC) will be assigned by signal maintenance


manager and signal construction manager prior to start of the TSC
project.

6.3.2 EIC will be the primary contact for all of signal support during the TSC
project, responsible for coordinating all signal activities and conduct job
briefings with engineering as necessary.

6.3.3 EIC is responsible for issuing stop and flag orders at least 14 hours in
advance of TSC project start times.

6.3.4 EIC must maintain and coordinate a list of crossings and jumper logs that
are protected by signal personnel, maintaining a list of times when
jumpers applied and removal. (EIC to be in close proximity/present
during jumper install and removal. Identify Employee (How Many) it
will take that will apply jumpers and remove jumpers.

6.3.5 EIC will instruct milepost locations to signal employees to place cones to
identify working limits of work to be performed.

6.3.6 EIC must maintain a list of all effected signal assets with removal and
restoration times and stay in constant communication with MOW
production manager throughout the day for updated job briefings and
change in activities.

6.3.7 EIC will monitor the progress of the work being performed and update
signal manager as needed.

6.3.8 If the crossing assets cannot be restored within 30 minutes prior to the
expiration of dispatcher messages, the EIC will secure the necessary
protection for the crossings until repairs are complete.

6.4 Signal Construction Team / Signal Maintenance Employees

6.4.1 Responsible for assisting and securing crossing protection, the removal
and securing equipment remove from the track (place material in secure
place)

6.4.2 Responsible for re-installing all track and crossing components to be


placed service and assist with all operational testing.

6.4.3 Ensure proper material and tools are available for next work period.

6.4.4 Notify EIC and Construction/Signal Manager at least 1 hour prior to


reaching HSL status. Job brief on all assets returned to service, assets
still out of service and any issues that still remain.
