RESOLUTION NO. 1. S. 2022

RESOLUTION APPROVING THE REVISED COMPREHENSIVE BARANGAY YOUTH


DEVELOPMENT PLAN OF THE SANGGUNIANG KABATAAN OF BARANGAY
CASILAGAN, MANGATAREM, PANGASINAN FOR CY 2022-2024 TO BE ADOPTED AND
INCLUDED IN THE ANNUAL BARANGAY YOUTH INVESTMENT PLAN.

WHEREAS, Section 13, Article II of the 1987 Constitution provides that the State recognizes
the vital role of the youth in nation-building and shall promote and protect their physical, moral,
spiritual, intellectual and social well-being;

WHEREAS, Republic Act No. 10742, otherwise known as Sangguniang Kabataan Reform
Act of 2015, establishes reforms in the Sangguniang Kabataan creating enabling mechanisms and
support systems that will ensure the meaningful participation of the youth in local governance and
nation-building;

WHEREAS, Republic Act No. 10742 provides that Comprehensive Barangay Youth
Development Plan (CBYDP) shall refer to the three-year comprehensive development plan of the
barangay that is formulated by the Sangguniang Kabataan (SK) in consultation and with the
concurrence of the Katipunan ng Kabutass (KK) and anchored on the Philippine Youth Development
Plan (PYDP) and other youth development plans in the municipality and provinces;

WHEREAS, Page 27 of the Sangguniang Kabataan Operations Manual Series of 2017


provides that the finalized CBYDP be presented to the respective Sangguniang Barangay for its
adoption and inclusion to the Barangay Development Plan (BDP);

WHEREAS, Local Budget Circular No. 148 dated December 23, 2022 prescribing the
guidelines and procedures on the granting of honorarium to SK Members, SK Treasurer and SK
Secretary, pursuant to Section 4 of R.A No. 11768;

WHEREAS, Section 4 of R.A. No. 11768, amending Section 16 of the 5 Reform Act of 2015
(R.A. No. 10742), insofar as pertinent, provides the (SK) members, including the (SK) treasurer and
secretary, shall receive a monthly honorarium chargeable against the (SK) funds, in addition to any
other compensation provided by this Act and shall be granted at the end of every regular monthly
(5K) meeting; provided that the monthly honorarium shall not exceed the monthly compensation
received by their (5K) chairperson, provided further, that not more than twenty-five percent (25%) of
the (SK) funds shall be allocated for personal service.

WHEREAS, presented before this Body is the Revised Comprehensive Barangay Youth
Development Plan (CBYDP) for CY 2025-2027 as formulated by the Sangguniang Kabataan of
Barangay Casilagan, Mangatarem, Pangasinan that will translate into implementable programs and
projects the development of the barangay; the Body after thorough deliberation and careful review
thereof finds the same response to the sectoral concerns of the barangay;
WHEREFORE, on motion of SK MAXINE JOY S. TEJADA duly seconded by SK RHINE
LOUIS M. GAWAT.

RESOLVED to approve the Revised Comprehensive Barangay Youth Development Plan CY


2022-2024 formulated by the Sangguniang Kabataan of Barangay Casilagan for its adoption and
inclusion to the Barangay Development Plan (BDP);

RESOLVED FURTHER, that copies of this Resolution furnish the Officer of the
Sangguniang Kabataan Federation President, Municipal Local Government Office, Municipal
Planning and Development Coordinator Office, Municipal Local Youth Development Office,
Municipal Budget Office, and The Sangguniang Bayan Office for their information, guidance and
reference.

UNANIMOUSLY CARRIED.
