Practiced in one or more levels of the courts in 98 of 120 counties in KY, providing broad practical experience and exposure to a diverse number of officers of the court. Jefferson County (Louisville, KY) Merit Board Chair (14 of 15 years) 1991-2006 The Merit Board conducted hearings on all appeals regarding employment issues such as suspensions and terminations. These proceedings were conducted trial de novo. As chairman, conducted hearings acting in same capacity as administrative judge, ruling on evidence and its admissibility, including relevance.
