RE-ORGANISATION OF SUB-DIVISIONS
Proposal for re-organization of Police Stations, Circles and Sub-Divisional Offices, in such a way that one Assembly Constituency should not fall in more than one Sub-Division, whereas one sub-division can have one or more Assembly Constituency has been submitted on 11-07-2012 vide C.No. 492/A1/2012. Proposing the re-organization within existing (05) sub-divisions without additional strength. Proposals already submitted accordingly.

POLICE STATION BUILDINGS.

42 Police Stations are accommodated in Govt. pucca buildings. 1 Police Station i.e., PS Kuravi functioning from Panchayath/PWD building. Construction of PS Kuravi has been started. Out of 1216 Residential Quarters (including Urban & Rural Dists.) available for Officers and Men, 380 are vacant due to repairs and remaining Quarters allotted to the Police Officers and Men.

COMMUNAL ACTIVITIES: Formation of peace committee and involvement of all sections of Society helped the administration to maintain communal amity. Timely action of police and pursuing of the developments in communal front, helped in keeping the district free from communal violence.
AGRARIAN: During the year, the ryots organized dharnas, rasta rokos demanding to supply of Cotton seed and fertilizers, prevent black-marketing and sanction bank loans to the ryots intime, etc
SECURITY: As of now, 23 protectees, including 1- Minister, 1- Union Minister, 1 MP, 8 MsLA, 2-MsLC are provided security with 86 PSOs. Apart from the PSOs, 1+4 Static guard was provided at the residences of Sri. P. Laxmaiah, Minister for IT Communications, G. Venkatramana Reddy, Govt Chief Whip/MLA Bhupalpalli and Sri. E.Dayakar Rao, TDP, MLA Palakurthy. 24 Police officers are also provided security with 52 PSOs.

LABOUR ACTIVITIES: Almost, all the Political parties, which are active in the district have their trade union wings. The Telangana Boggugani Karmika Sangham/TBGKS affiliated to TRS gained majority in SCCL Bhupalpally. The other major labour organisation is Agricultural labour. The RCS of Prathighatna, Praja Prathighatna, New-Democracy Janashakti Groups and Dalitha Bahujana Coolie Raithu Sangham (DBCRS) of CPUSI have influence over the agriculture labour of forest and rural areas. The beedi workers are mainly controlled by left parties trade unions viz., CITU, AITUC.
In Singareni Collieries Company Limited, at Bhupalpally (under Ramagundam Mining Region), there are 6 mines i.e. 1) KTKI, 2) KTKII, 3) KTKV, and 4) KTKVI underground mines and One KTK-III Opencast mine.

STUDENTS: This district has a student population of about 4.5 lacs. Elections are not being held to the student unions at College and School level as per the decision taken by the District Administration. Among the student organisations viz., SFI, AISF, ABVP, TRSV, PDSU, ABSF, TNSF and NSUI are active and have been taking up issues pertaining to student community and organising agitations. The student community in the district, cutting across party lines remained exercise on live issues including 1) filling up the existing vacancies of teaching staff, 2) enhancing of scholarships, 3) sanction of pending scholarships, 4) increasing of seats in the colleges, 5) good hostel facilities, 6) common fee system in Government and Private educational institutions , 7) to withdraw proposed merging of Intermediate education with School education in the State and to boycott of classes, stage dharnas, takeout processions and hold rasta rokos, relay fasts, etc.

Ministerial Education & Welfare Programmes:


Reading of APPM Police vachakam lessons daily on VHF set conference in the morning hours to educate the police force about the acts and manual.

In every month one subordinate police officer of the rank of ASI/HC/PC will be rewarded for every circle as a PERSON OF MONTH for his good work done.

WELFARE ACTIVITIES OF DAR HQrs.,OF WARANGAL DISTRICT The following Welfare Activities are being maintained in DAR, Warangal. FAMILY QUARTERS AT AR HEAD QUARTERS : Sri. K. Nagaiah, Reserve Inspector of Police, is holding charge of welfare wings of DAR, Warangal as well as family quarters from 22-04-2012. Previously, Sri. P. Sanjeev, DSP, AR., Warangal has look after the welfare wings w.e.f., 22-07-2011 to 21-04-2012.
Totally there are (265) family quarters available in DAR Family lines.

WELFARE ACTIVITIES OF DAR HQrs.,OF WARANGAL DISTRICT CHEYUTHA: The police Personnel who were died in natural or accidental death will be given Rs.1, 50,000/- for attending emergency expenditure. This account will be maintained with the collected amount from PC to ASI Rs.50/- and SIs above rank is Rs.250/- for every month (The monthly recovery amount approximately is Rs.2, 00,000/-). MARTYRS MEMORIAL HALL (KALYANA MANDAPAM): One Kalyana Mandapam construction work is under progress with total construction expenditure is Rs.69,00,000/-. Now 80% work was completed and 20% work to be completed i.e. Flooring, Kitchen room etc. BARRACK CONSTRUCTION: It is the Suvidha Complex built for the welfare of the Men for rest. The Ground Floor is given for rent to K. G. V. Bank. It is paying monthly rental of Rs.6930/- per month. First Floor is allotted to District Guards and recently constructed second floor Barrack is allotted to AR., personnel. POLICE CAFETERIA: It was recently renovated and given for rent to the private person. He is paying an amount of Rs: 5000=00 for every month.

WELFARE ACTIVITIES OF DAR HQrs.,OF WARANGAL DISTRICT MINERAL WATER PLANT: A Mineral Water plant is being established at Bheemaram Police Quarters since 10-08-2006 as welfare measure to Police Personnel. The water Plant was establishing with the amount of Rs.4,50,000/-. The capacity of Water Plant is 1000 Liters per hour. Further, another mineral water plant was also recently installed in the HQRs premises near SPs Camp Office with the help of Bal Vikasa Samithi, which was inaguarted by Vikram Sing Mann, IPS., DIG., Warangal Range, Warangal. MEDICAL CHECK-UP & MEDICAL CAMP: Those who are completed 40 years the persons medical check-up has been conducted by the Kamineni Hospital, Hyderabad. As on 04-10-2012 total 1726 has been completed Medical Check-up. TYPE WRITING INSTITUTION : Type Writing Institution is running in the Police HQrs for the Civil Police Personnel (Office Writers) for attaining their office work by them self only in their respective Police Stations. MERIT STUDENTS: The students who secured 8 points grade above in SSC Examinations and 42 80% above in Intermediate Examinations were felicitated and G.K. books were supplied to them on 14-07-2012.

WELFARE ACTIVITIES OF DAR HQrs.,OF WARANGAL DISTRICT CENTRAL POLICE CANTEEN: Warangal Subsidiary Police Canteen has been inaugurated on 22-08-2012 by DIG, Warangal Range. The Sundry goods has been obtaining from Master Canteen, CRPF head quarters, Hakeempet, Rangareddy. POLICE UNIT TAILORING CENTER IN DAR., HQrs HANAMKONDA: One ARSI., One PC and One HG were attached to unit Tailoring Center for attending any emergency work. POLICE FAMILY WELFARE GAS CONSUMER CO-OPERATIVE STORES, POLICE HEAD QUARTERS, HANAMKONDA : The Gas Godown is functioning in the police head quarters premises since 28-02-1999, in a newly constructed Godown and 1 Room for its related office counter and records. There is 3214 Co Operative Society members at present in the district. GYMNASIUM, AT POLICE HEAD QUARTERS : A Gym has being maintained in the premises of Police HQRs on the Memorial of Sri. Mahesh Kumar, (Late) D.S.P., Comm. Every month @ Rupees 20/- is being recovered from the salaries of each and every District 43 Guards Personnel.

WELFARE ACTIVITIES OF DAR HQrs.,OF WARANGAL DISTRICT POLICE WELFARE CLINIC AT POLICE HEAD QUARTERS: The Unit Medical Hospital was opened in the premises of Police HQrs on 04-10-1992. It was newly constructed in the welfare complex building for Police Men and their families. Dr. K. Laxminarayana, MBBS, FCIM and Dr. Mamatha, Gynecologist are attending daily from 1800 hrs to 1900 hrs. Medicines are being supplied from 4th Bn.,APSP Mamnoor, 7th Bn., APSP Ditchpally and some medicines are purchased locally on the indent placed by the doctors at the times of emergency. Every month @ Rs. 8/- is being recovered from the salaries of each and every AR Police officer and men. BARBER SHOP AT POLICE HEAD QUARTERS: The Barber shop is running in the unit premises of Police Hqrs beside control room. They are attending at 0530 hrs to 1230 hrs and 1430 hrs to 2000 hrs. Every month @ Rs.3/- is being recovering from the salaries of each and every Armed Reserve police officer and men. GRIEVANCE DAY PROGRAMME ON EVERY MONDAY


As per the instructions of the Director General of Police, Andhra Pradesh, Hyderabad, vide Circular Memorandum RC No.4037/C3/2012, dt 19-7-2012, the GRIEVANCE DAY programme is being observed on every Monday from 10-30 AM to 01-30 PM and from 2-30 PM to 5-30 PM, in all the Police Stations, Circle Office, SDPO Offices and Camp Office of the Supdt. of Police, Warangal Rural and the

complaints/grievances are being received from the victims and sorting


out their problems as per the gravity. Further instructions have been issued to all the Sub-ordinate officers to ensure compliance of the

grievance petitions with in 10 days and inform the concerned victims


about action taken.

FUNCTIONING OF RECEPTION CENTRES :


As per the instructions of the Director General of Police, Andhra Pradesh, Hyderabad, reception centres are being functioning in all the Police Stations, Circle Offices and SDPO offices in Warangal Rural district. A Police officer is being deputed to this task to receive the complaints and issuing them receipts properly. During the surprise visits and inspections, the system of functioning of reception centres is being verified. WPCs / WHGs are deployed at Reception centers wherever they are available.

NOTE ON CPI MAOISTS IN WARANGAL DISTRICT


Warangal district comes under North Telangana Special Zonal Committee (NTSZC) of the Central Regional Bureau (CRB), as categorized by the CPI (Maoist). There have been scores of extremist groups working in and around the Warangal district for the last few decades. Many of them have been wiped out thanks to strict Police vigil. Some of them are not visibly active but now and then keep on releasing press statements and resorting actions against the Government establishments and their targets. It is learnt that they are trying to rejuvenate their old bases and working out desperately for that. The most important and visible of such groups is the CPI (Maoist), which is rather well organized across the border. That is in bordering of Maharashtra and Chhattisgarh. Following are the extremist groups which may be categorized for the district.

POLICE ACTION

In the year 2012 (35) combing operations undertaken in this year with 13 units of District Guards, APSP, CRPF and Grey hound parties. Regular cardon and search operations are being organized actively and firmly. Regular vehicle checking and frisking are being organized. 125 SPOs were appointed for the collection of Intelligence. Community policing programme are being carried out health camps & sports tournaments are regularly conducted. Cricket kits, Volley balls, Carrom boards, Chess boards to the youth in extremist effected villages are being distributed time to time.

Surrenders are encouraged by counseling parents and relatives of UG cadres and providing treatment to the parents of UG cadres.
Rehabilitation of surrendered extremists. So far, (851) surrendered extremists were rehabilitated and (10) cases are pending for sanction orders. Road works under RIAD at (33) places have been completed and road works at (14) places are in progress. Informant network system is being activated.
