Art Martinez de Vara - Liberty Cities On Displays

Small cities in Texas called "Liberty Cities" are limiting the size and scope of government by adopting reforms like using excess sales tax to lower property taxes, competitive contracting, and limiting debt, taxes, and regulations. The document then discusses the specific examples of Von Ormy, Texas and how it operates as a Liberty City with a small government approach, including virtual city hall, privatized services, eliminating fees, and maintaining a balanced budget with a lower property tax rate than nearby cities. It suggests creating a new "Type D" statutory designation for Liberty Cities to formally limit their powers and ensure transparency.

Liberty Cities on Display

Around the state, city governments are

forming that are limited in scope and
unlimited in potential. From using excess
sales tax revenues to reduce the property
tax burden to adopting the competitive
contracting system, cities such as Von
Ormy, League City, Marlin and Tyler have
adopted many good government reforms
to limit the size and growth of government.

of Von Ormy

I & S Tax: $0.000000

+M & O Tax: $0.290000

= Total Prop. Tax:
$0.290000

Unlike the City of San Antonio who has enacted an I&S tax to
secure payment for debt obligations, the City of Von Ormy
utilizes a system of inter-fund transfers to fulfill debt
requirements.
The different approaches to debt service create a significant
disparity in the property tax rates of the two municipalities.
