Introduction Load Reshuffling

The document proposes lowering the LDR trigger thresholds from 55 to 45 and from 45 to 35 to reduce cell load and increase access success rate when a cell enters a basic congestion state. It also recommends values for LDR actions to optimize performance.

LDR Introduction

When the usage of cell resource

exceeds the basic congestion triggering
threshold, the cell enters the basic
congestion state. In this case, Load
Reshuffling (LDR) is required to reduce
the cell load and increase the access
success rate.

LDR Parameter Proposal

To reduce the cell load, suggest to set the LDR trigger threshold and LDR action as
below:

ULLDRTRIGTHD 55 45
ULLDRRELTHD 45 35
DLLDRTRIGTHD 70 70
DLLDRRELTHD 60 60
