Inappropriate Planning Case- A Benz without Wheel

Fail in Site Distribution No timely capacity precautions

• Some BTSs have no users
• Some BTSs are overloaded. Access Distance is far
• 60% AT access distance is 2-
5Km
• 11% AT access distance
exceeds 5Km.

Summary:
Over-optimistic
Inappropriate • Inappropriate site distribution
• Low FL rate Capacity Assumption
Charging Policy • Each carrier supports 800
• Lots of complaint
• Charging policy as Monthly • Poor KPI users
traffic unlimited. • Profit decreased • AT average access rate is
300 -600Kbps at busy hour

Equipment Parameters
 Receiver Sensitivity
To ensure the communication quality, the minimum receive level of receiver is necessary
RL(1x& DO): S_BS = 10lg(KT×W) + Nf_BS + Eb/Nt -10lg(W/Rb)
FL(DO) : S_MS = 10lg(KT×W) + Nf_MS + Ec/Nt

Eb/Nt Demodulation threshold of the base station receiver

Rb Information rate
KT Density of the thermal noise. In the normal temperature, the value is –174dBm/Hz.
W Spread spectrum bandwidth
Nf_BS Noise factor of BTS, normally it is 3.7 dB
Nf_MS Noise factor of MS, normally it is 9 dB

 Feeder Loss
High frequency with high feeder loss
Big feeder with few feeder loss

• Simulation result show that, for the coverage radius of co-location

sites, coverage radius of 1xEV-DO Rev A VT service is 2/3 of that of 1x
service, and the coverage radius of VoIP service is basically identical
with that of 1X voice service.
• The BTS coverage radius is closely related to actual user distribution
density and traffic model. If the user density is decreased, the coverage
radius will be increased. If the forward/reverse user access rate is
decreased, the coverage radius will be increased.

Site Distribution-on-Demand

 Base on PDS service requirement to extend gradually the coverage areas.

 Try to continuously layout BTS
Step1 Ensure the coverage of main areas with the requirements of high rate data services in
urban.
Step2 Extend 1xEV-DO coverage from the urban to the suburban and rural

User Centered Distribution – Avoid Valley Effect
C/I
• C/I in the handoff zone
decreases sharply, so the
forward rate decreases
correspondingly.

• Due to forward TDM, only

one user is in activity state
per slot. Therefore, the sector
FL Rate
throughput also decreases.

• Conduct the user stay at

centered coverage area and
try to avoid user distribute in
handoff areas.
