REGIONAL DEVELOPMENT COUNCIL


What is the Regional Development
Council?

The Regional Development Council (RDC)


is the highest policy-making body in the
region and serves as the counterpart of
the NEDA Board at the subnational level.
What is the Regional Development
Council?

The RDC is the primary institution that


coordinates and sets the direction of all
economic and social development efforts
in the region.

It also serves as a forum where local


efforts can be related and integrated
with national development activities.
Why was the Regional Development
Council created?

The RDC was created in answer to the


need for a single regional planning body
whose main concern is the overall socio-
economic development of the region.
What is the basis for the creation of the
RDC?

The Constitutional foundation of the RDC is Article X,


Section 14 of the 1987 Philippine Constitution,
which provides that:

"The President shall provide for regional


development councils, or other similar bodies
composed of local government officials, regional
heads of departments and other offices, and
representatives from non-government organizations
within the region for purposes of administrative
decentralization to strengthen the autonomy of units
therein and to accelerate the economic and social
development of the units in the region"
What is the structure of the RDC?

The RDC includes the following:

• Full Council
• Executive Committee
• Sectoral Committees (4)
• Advisory Committee
What is the composition of the
RDC Full Council

The RDC is composed of three (3) major


sectors:

• Local Government Units


• Government Agencies
• Private Sector
• Special Non-Voting Members
Local Government Units
• All provincial governors
• All city mayors (Naga, Bogo, Carcar,
Cebu, Toledo, Mandaue, Lapu-lapu,
Talisay, Danao, Tagbilaran, Dumaguete,
Bais, Bayawan, Canlaon, Tanjay, and
Guihulngan)
• Mayors of municipalities designated as
provincial capitals (Siquijor
Municipality)
• Presidents of the provincial leagues of
mayors of the region (Bohol, Cebu,
Negros Oriental, and Siquijor
• Mayor of the municipality designated as
the regional center
Government Agencies

• Regional Directors of agencies represented in the


NEDA Board:

Private Sector

Representatives of private sector and NGOs


based in the region comprise one fourth
(1/4) of the membership of the fully
constituted Council.
What are the functions of the
RDC Full Council?

• Coordinate the preparation, implementation,


monitoring and evaluation of regional plans.

• Integrate approved development plans of


provinces, cities, line agencies, state colleges,
GOCCs and special development authorities
into the regional development plan.
What are the functions of the
RDC Full Council?

• Review, prioritize and endorse to the national


government the annual and multi-year sectoral
investment programs of the region for funding
and implementation.

• Review and endorse to the national government


the annual budgets of agency regional offices
and SUCs.
What are the functions of the RDC
Full Council?

• Review and endorse national plans, programs


and projects proposed for implementation in
the region.

• Review and endorse projects of national


government agencies that have impact on the
region (as required by the ICC).

• Review and endorse projects of LGUs


requiring national government financial
exposure (as required by the ICC).
What are the functions of the
RDC Full Council?

• Initiate and coordinate the development and


implementation of regional and special
development projects such as those involving
several agencies or LGUs.

• Coordinate the monitoring and evaluation of


development projects in the region.

• Perform other related functions and activities


necessary to promote and sustain the socio-
economic development of the region.
Who are the officers of the
RDC Full Council?

Chairman
Co-Chairman
Vice-Chairman
Secretary
The Chairman and the Co-Chairman jointly head the
RDC.
The NEDA Regional Director serves as the ex-officio
Vice-Chairman of the RDC.
The NEDA Assistant Regional Director acts as the
ex-officio Secretary of the RDC.
Who is the Secretariat of the
RDC Full Council?

The NEDA regional office serves as


the Secretariat of the RDC.
Operating Policies

Meetings

The RDC Full Council meets as often as necessary


but not less than once every quarter.

The RDC Excom meets as often as necessary.

The RDC sectoral committees meet three weeks


prior to the RDC Full Council meetings.

The RDC Excom acts on matters that


require immediate attention for and on
behalf of the RDC full council when it is not
in session.

• All City Mayors
• Chairmen of the 4 sectoral committees
• Mayor of Siquijor, Siquijor
• President of the Association of Regional
Executives of National Agencies (ARENA)
provided he/she is a member of the RDC
Who are the officers and Secretariat of
the RDC Excom?

The Chairman, Co-Chairman, Vice-Chairman


and Secretary of the RDC Full Council also
serve as officers of the RDC Excom.

The NEDA regional office serves as the RDC


Excom Secretariat.

(DEVAD)
• Economic Development Committee (EDC)
• Social Development Committee (SDC)
• Infrastructure Development Committee (IDC)

Who are the officials of the RDC
Sectoral Committees?

Chairman
Co-Chairman
Vice-Chairman
The Chairman and Co-Chairman are designated by the
RDC full council.

The Chairman must be a private sector member of the


RDC. The Co-Chairman must be a regional director
member of the sectoral committee.

The NEDA regional director is the ex officio Vice-Chairman


of all the sectoral committees.
What is the composition of the RDC
Sectoral Committees?

The composition of the sectoral committees is


approved by the RDC full council.

Private sector members comprise one-third of the


total membership of a fully-constituted sectoral
committee.

Governors and mayors are ex officio members but


are not considered in the determination of quorum.

The officials and members of the sectoral committees


have a fixed term of three years, coinciding with the
regular term of local elective officials.

Sectoral Committees

• Perform functions analogous to and supportive


of the functions of the RDC

• Review and endorse matters pertaining to


their respective sectors to the RDC Excom or

Who are the Secretariats of the RDC
Sectoral Committees?

The four technical divisions of the NEDA regional office


serve as the technical staff and secretariats of the
sectoral committees, viz:
• Macro Intersectoral Coordination Assistance
Division/Planning and Policy Formulation Division
for DEVAD
• Economic Development Division/Knowledge
Management Division for EDC
• Social Development Division/Proj. Devt, Investment
Programming and Budgeting Division for SDC
• Infrastructure Development Division/Proj.
Monitoring and Evaluation Division for IDC
What is the RDC Advisory Committee?

The RDC Advisory Committee performs the


following functions:

• Advise the RDC in the preparation of the


Regional Development Plan and the
Regional Development Investment Programs;

• Advise and support policy recommendations


that need legislation and/or action by the
President and Cabinet.
What is the composition of the RDC
Advisory Committee?

• All members of the RDC Executive


Committee
• Members of the House of Representatives
who have signified their intention to join
the RDC Advisory Committee
