DEVELOPMENT PLAN
• Each country has their own development ideas
• Development – integrateable , sustainable
• The development or expansion of a town takes time, the development is required to
control at any time on basis of a plan, called DEVELOPMENT PLAN
• It is also defined as an aspect of town and country planning comprising a set of
documents that set out the local authority's policies and proposals for the development
and use of land in their area.
NEED :
A human settlement is a living organism , it has growth , origin , decay. The settlement is
subjected to various forces like physical , social , economic and political , which influence
its form and structure.
It is necessary to channelize these forces in planned manner to create a healthy , satisfying
work and recreation. A development plan acts as an instrument to achieve these objectives.
The local government also requires a legal and technical instrument for short term and long
term programmes and policies for the development , for which development plan acts an
tool .
AIM :
The plan should aim to create an environment which is functional , efficient , healthy ,
aesthetically satisfying for human activities

STATUS OF DEVELOPMENT PLAN IN INDIA
The experience of implementing development plan has not been encouraging
because of week data base , financial constraints , lack of resource mobilization ,
over ambitious plan proposals , inadequate legislative support
DP highlights like preparation of finical profile of city . In India, the projects
envisaged under the first major urban renewal program (JNNURM) is
implemented through CDP, which are essentially city level capital investment
plans, prepared largely independently of the city’s Master Plan.
CDP is also a vision document but is more focused on the financing and project
implementation work with a perspective of 5 years .

CITY DEVELOPMENT PLAN (SANAND ) 2010-2015

Sanand a city under the AUDA located 24kms from Ahmedabad city , is one of the
growth centres of Ahmedabad .
A development plan is a perspective and a vision for the future development of the
city , dealing with :
o Where are we now ?
o Where do we want to go ? STAKEHOLDERS :

o What do we need to address ? • TPS
o What interventions are to be made to attain the vision • Parks , grounds ,
water works.
STRUCTURE OF THE REPORT : • Lake revitalization
The report was presented in four sections ; and beautification.
1. The first section talks about the approach towards planning process • Quarters for

2. The second section gives the current situation of all infrasturcture services

3. The third section explores the governance practices of Sanad nagar palika
complex's

The sanand CDP focused on several aspects such as land use , growth
dynamics , services (water supply , sewerage , storm water drainage ),
traffic and transportation , disaster management , municipal finance etc.
Issues related to all these topics were noted down and strategies were
listed.
Improvement in land prices , transportation links , public facilities were
appreciateable .
