The CFRA can be used for incoming handover and
for PDCCH ordered UL re-synchronization in case
of DL data arrival for a UE that is out-of-sync in
UL, i.e. a UE whose time alignment timer has

The value of cellRange decides the preamble format to be
used in the random access procedure;

to a UE can be setup or maintained, or both

For a cellrange of 15 km size, the values of rachRootSequence in adjacent cells must differ by at least 10 between any two neighbors (and at most 827 since there is a
wrap-around between the first and last value in the value range) in order to eliminate overlap or collision
