FUNCTIONS
 Plan, Strategize, Implement and Evaluate
programs and projects on drug abuse prevention
in the barangay.
 Coordinate and collaborate with other institutions
implementing programs and projects on drug
abuse at the barangay level.
 Continuously gather and update data on drug
abuse and its effects on the peace and order
situation I the barangay including listing of drug
users and pushers.
 Submit a monthly report to the City/Municipal
Anti-Drug Abuse Council thru the DILG
City/Municipal Field Office.
 Refer users and pushers to the police and other
institutions for corresponding sanctions,
rehabilitation and/or counseling.
WHAT CAN BARANGAY LEADERS DO TO HELP IN THE
PREVENTION AND CONTROL OF DRUG ABUSE?
 Find out if there is a drug problem in your community through police
agencies and reports of teachers, parents, pharmacies and community
workers.
 Plan a community action program organizations and other
professionals interested in the problem. Activities may include the
following:
a. Initiating parents education programs geared towards
understanding of the roles and responsibilities.
b. Fostering closer family relationship s through wholesome and
positive parent –child responsibilities.
c. Organizing worthwhile and constructive activities such as
recreational, social and economic projects which served as positive
alternative to drug abuse.
d. Cooperating with other agencies in the promotion of sound
mental health practices
e. Stopping illegal traffic of drugs through persuasion and if this
does not work, through police action
 Serve as active liaison between the home-youth-community in getting
support for drugs abuse prevention programs
CLANDESTINE LABORATORY
DETECTION OF CLANDESTINE LABORATORY FOR SHABU
 Foul odor of chemicals like acetone, iodine, muriatic acid, ammonia
and others.
 Vegetations in the surrounding are withered and dry
 Residents used to smoke outside the building
 Presence of big “exhaust fans” and running continuously
 Suspicious in and out of new faces visitors especially in the way hours
at night.
 Light on all night
 Presence of equipments that are usually found in laboratories like
beaker, funnels and drums with tube.
 Presence of attack dogs or watch dogs
 Different bottles of chemicals, drums
 Presence of outside video surveillance cameras
 Trash were being dug or burned in the area
 High fences around the residence
 Windows covered with black plastics
H OW TO DETECT /SPOT DRUG USERS
 Glossy, red, blood-shot and blank – look eyes
 Runny nose, hollow/dry cough
 Walk unsteadily, sweat profusely
 Sleeps most of the time
 Forgetful
 Unusually brave, strong personality for a short time.
 Careless of looks, hygiene and appearance
 Wears sunglasses even in dark places or night time.
 Presence of needle marks & elongated scars on arms.
 Possession of drug paraphernalia
 Paranoid
