• Determines the SFN during which UE may “tune away” from FACH
to perform inter-freq or inter-RAT measurements
• UTRAN must not send UE data during that frame
• A FACH Measurement Occasion of N frames will be repeated every
N * M_REP frame

SFN div N = C_RNTI mod M_REP + n * M_REP

N is the TTI (in number of 10ms frames) of the FACH having the largest TTI
on the SCCPCH monitored by UE
M_REP = 2k is the FACH Measurement Occasion Cycle Length
k is the FACH Measurement occasion cycle length coefficient (1..12)
n = 0,1,2… as long as SFN is below its maximum value

• Event 2a – Change of best frequency.

• Event 2b – The estimated quality of the currently used frequency is below a certain threshold and the estimated
quality of a nonused frequency is above a certain threshold.
