PROJECT MANAGEMENT
– Project Management is the group of management
activities over and above normal regular services
carried out during the detailed functions, that
contribute to the control of time, cost and quality
of construction of a project.
PROJECT MANAGER
– The Project Manager’s role is to plan, program
and monitor the various activities, and act as an
adviser on material costs and construction
methods.
DETAILED FUNCTIONS
– Services used in an designed project on, during or
after construction and a central to the success of
the project
DETAILED FUNCTIONS
– Pre-construction Phase This phase is started after
the approval of construction budget
– Construction Phase This phase completes the
building and the scope of the project
PRE-CONSTRUCTION PHASE
– As early as practicable during design
development, perhaps concurrently with the
Architect’s Commission, the PM should enter
regular consultation with Architects and
Engineers and with the Owner on all aspects of
planning for the project.
PROJECT MANAGER SERVICES
– Advice Owner and Architect on practical
consequences of their decisions and design
options
– Prepare periodic cost evaluators and estimates 
Recommend for early purchase by the Owner
PROJECT MANAGER SERVICES
– Advise on the pre-packing of bidding documents
– Consider the type and scope of work represented
by each bid package
– May work some of the design operations into
other network scheduling operation

CONSTRUCTION PHASE
The Project Manager (PM) is responsible for the
following:
– Review all bids for compliances with stipulations
– Makes recommendations for awards
– Coordinate the awards with the planning
schedule

– Manage the general coordination and scheduling
of work
– Maintain his own supervisory and inspection staff

– Observe work in progress

– Confer with Architects and Engineers when
clarification or interpretation of the documents
becomes necessary
– Obtain and transmit in writing to all concerned
persons

– Set-up on-site lines of authority and
communication

– Establish procedures for coordination among
involved persons

– Conduct such conferences among successful
bidders
– Revise and refine estimates as construction

– See that each other contractor’s labor and
equipment are adequate for the work and the
schedule
– Be aware of developed safety programs

– Assist the Owner and the various contractors in
the development and administration
– Update and keep the current CPM or the other
computerized overall control

– Maintain records at the jobsite and elsewhere
– Maintain Cost Accounting records of all job

– Keep accurate progress reports

– Review and process all applications for progress
payments
– Review all requests for changer and submit
recommendations to the Architects, Engineers
and the Owner

– Implement any special client requirements
– Be prepared to supply documentation
– Advise Owner to obtain from qualified surveyors
such records, as may be required

– Insure that contractors maintain a current set of
records, working drawing and specifications
– Set up a joint inspection of the whole project at
some specified interval prior to completion
LIMITATION OF AUTHORITY
– The PM shall not involve himself directly with the
work of Contractor
– He shall not impose methods, systems or designs
– He shall not interfere with the Architect’s design
LEGAL RESPONSIBILITY
– Based on the Civil Code, the Project Manager has
no legal responsibility insofar as design and
construction is concerned. It is still the Architect
and Design Engineers who are responsible for the
design, while the contractor is solely responsible
for his construction.
MANNER OF PROVIDING SERVICES
– The Architect enter into a contract with the
owner to perform comprehensive Architectural
Services. By the very nature of the services ,he
assumes the role of the Project Manager or
overall coordinator whose functions.
MANNER OF PROVIDING SERVICES
He may expand his staff by hiring the experts needed or form a professional team
consisting of the following.

– If a project Manager is hired by the owner, it is
the responsibility of the Project Manager to hire
the construction manager either to be paid by
him or by the owner on a salary or percentage
basis of construction cost.
MANNER OF PROVIDING SERVICES
– In the same manner, the fulltime supervisor will
either be with the staff of the Project Manager or
hired by the owner.
METHOD OF COMPENSATION
– The Project Manager is compensated on a
percentage basis of 2% to 5% of estimated
Project Cost.
METHOD OF COMPENSATION
– If the Architect as Project Manager performs
regular Architectural services for the same
projects, he is compensated separately for these
services.
