Planning Commission

The Planning Commission was established in 1950 by the Government of India to formulate economic plans, define priorities and allocate resources. It is responsible for assessing resources, identifying deficiencies, and formulating plans for balanced utilization of resources. The Prime Minister is the Chairman of the Planning Commission which provides advice and guidance for formulating Five Year Plans. The plans aim to accelerate growth, reduce inequality, and achieve self-reliance and balanced regional development through targets in key sectors.

The Planning Commission
• The Planning Commission was set up by a
Resolution of the Government of India in
March 1950
• Jawaharlal Nehru was the first Chairman of the
Planning Commission(1951-56).
• The Planning Commission was charged with the
responsibility of making assessment of all
resources of the country, augmenting deficient
resources, formulating plans for the most
effective and balanced utilisation of resources.
Planning Commission Committee
• The Prime Minister is the Chairman of the
Planning Commission.
• The Deputy Chairman and the full time Members
of the Commission, as a composite body,
provide advice and guidance to the subject
Divisions for the formulation of Five Year
Plans, Annual Plans, State Plans, Monitoring
Plan Programmes etc.

Functions of the Planning Commission
India:
• To make an assessment of the resources of the
country and to see which resources are
deficient.
• To formulate plans for the most effective and
balanced utilization of country's resources.
• To indicate the factors which are hampering
economic development.
• To determine the machinery, that would be
necessary for the successful implementation of
each stage of plan.

• Periodical assessment of the progress of the plan.
• With the changing times, the Planning
commission is preparing itself for long term
vision for the future. The commission is seeing
to maximize the output with minimum
resources.
• From being a centralized planning system, the
Indian economy is slowly progressing towards
indicative planning wherein the Planning
Commission has set the goal of constructing a
long term strategic vision for the future.

• It sets sectoral targets and provides the catalyst
to the economy to grow in the right direction.
• The Planning Commission plays an integrative
role in the development of a holistic approach
to the formulation of policies in critical areas of
human and economic development.

Faster growth

• The first Five-year Plan was launched in 1951 and
two subsequent five-year plans were
formulated till 1965, when there was a break
because of the Indo-Pakistan Conflict.
• the fourth Five-year plan was started in 1969.
• The political change at central govt led to
premature end to Fifth year plan. The new
govtassumed power in 1977 and draft again
five year plan for 1978-83


• For the first eight Plans the emphasis was on a
growing public sector with massive investments
in basic and heavy industries, but since the
launch of the Ninth Plan in 1997, the emphasis
on the public sector has become less
pronounced.

• 2007-2012 is the 11th Five year plan.



Need for planning in India

• Accelerating economic growth

• Modernization
• Reduction of unemployment


National Development Council(NDC)
• A number of committees are working under
Planning commission, NDC being the most
important.
• NDC is presided over by Prime Minister and is
composed of Union Cabinet Ministers, CMs of
state and members of planning commission.
• Secretary of planning commission is secretary of
NDC
Functions of NDC
• To prescribe guidelines for formulation of plan-
including assessment of resources
• To consider national plan given by planning
commission
• To consider social and economic policy/factors
affecting national development.
• To review the working of plan from time to time.
And to recommend the measures necessary for
achieving targets.
Formulation of plan
• Stage 1

-It is general approach to formulation


-It involves examination of state of economy, past trend in

production, growth rate.


-preliminary conclusion on above areas are submitted by

commission to NDC
-on approval these are circulated for country wide debate.
• Stage2

-detail study of plan

-planning commission constitutes group for each sector to

make assumptions for formulation of plan and decide


targets

• Stage 3
-commission holds detailed discussion with Union

ministers, state governments at highest level.



• Stage 4
- On the basis of preliminary studies undertaken by group
and discussion , commission present main features of
plan in a form of draft
- Draft is discussed by Cabinet in detail
- Draft is placed before NDC for approval.
- After approval Draft plan is published for public
consideration

11th Five year plan(2007-12)
• The title of approach to 11th plan of India is
towards faster and more Inclusive growth.

• The 11th plan broadly emphasizes the need to
restructure policies to achieve new vision based
on faster, more broad based growth , designed
to reduce poverty.

Vision of 11th plan
• Aims at putting economy on sustainable growth
rate of aprox 10% by the end of plan
• Targets agriculture growth at 4% per year
• To reduce disparities across regions by ensuring
access to basic physical infrastructure as well as
health and education services to all.
• 11th plan pays special attention to the needs tribal
groups, girls, elderly and disabled people,
children below age 3
• Emphasizes on private sector including farming,
micro , small, medium enterprises and
corporate sectors
• Aims at creating an environment in which
entrepreneurship can flourish att all levels.
