It covers a single, specific topic and requires a direct response. A circular is a pamphlet distributed to a wider audience, inside or outside an organization, for general announcements or advertising. It often contains multiple topics of a more general nature and does not require a direct response.

Memo Vs.

Circular
Nature: A circular is a leaflet or pamphlet (in other words, a
letter or advertisement) distributed to a large number of
people. Also known as a handout and a flyer.
Whereas a memo stands for “memorandum,” and as such, it
has a limited and specific content or subject that is meant to
inform or remind a specific group of people.

Topic: Memos are, therefore, more exclusive/specific in nature


and covers only one topic. They are made to remind somebody
about something that warrants action such as call for meeting.
One can also pass on an idea or proposal by simply issuing a
memo. A circular, on the other hand, often contains several
topics. It has also been observed that circulars cover general
subject matters.
Distribution: A memo is less public and exclusive. It targets a
specific, smaller audience. It is not widely distributed as compared to
a circular. Memos are used within an institution or company to a
person or a group of people depends who need to know the
particular information. A circular has a wider distribution to a wider
audience or groups of people within or outside the instruction
because it serves more like a general announcement.

Purpose: The purpose of a memo is to inform or remind someone of


important happening, decision or task that needs to be done.
Whereas circulars are commonly issued for advertising purposes so
that an agency, firm, or company can issue a formal public statement.

Response: A memo needs a direct response from the recipient in


either written form or in the form of action. Whereas a circular may
not need any reply cause it contains law in force or any kind of
additional information of rule/law.
