NATIONAL DRRM FUND
A lump sum fund appropriated under the General
Appropriations Act to cover aid, relief, and rehabilitation
services to communities and areas affected by calamities
including repair and reconstruction of permanent structure
as well as capital expenditures for pre-disaster operations,
rehabilitation and other related activities.
LOCAL DRRM FUND
The LDRRMF is sourced from not less than 5% of the estimated revenues from regular
sources of the LGUs, the unexpended balance of the LDRRMF in the preceding years
within the five-year validity period of the Special Trust Fund, funds transferred from the
National DRRM Fund upon approval of the President, and funds transferred from other
LGUs and other sources. The appropriated funds for the LDRRMF shall be used to
support preparedness and post-disaster activities, and other related activities including
payment of premiums on calamity insurance.

30% of the amount appropriated shall be allocated as Quick Respond Fund or stand-by
fund for relief and recovery projects and activities.
PEOPLE’S SURVIVAL FUND
The People’s Survival Fund, initially appropriated with $21
million under the GAA, is established under RA 10174 to finance
adaptation activities of LGUs and local or community
organizations such as forecasting and early warning systems as
part of preparedness for climate-related hazards, and institutional
development of LGUs to plan, prepare, and manage the impacts of
climate change particularly on contingency planning for droughts
and floods in areas prone to extreme climate events.

NDRRMC’s recognition scheme in its search for excellence on DRRM and


humanitarian assistance.
-recognizes outstanding performance of LDCCs, private/volunteer organizations,
local, national and international NGOs, donor agencies, and the communities as
major stakeholders in implementing significant DRM projects and activities and, in
providing humanitarian response and assistance to affected communities.
-also aims to recognize individuals, groups or institutions that have shown
extraordinary courage, heroism, self- sacrifice, and bravery in times of emergencies
and disasters.
SEAL OF GOOD LOCAL
GOVERNANCE
The SGLG has 6 basic elements: 1) good financial keeping, 2) disaster preparedness,
3) social protection, 4) business friendliness and competitiveness, 5) environment
management, and 6) peace and order.

An LGU needs to comply to all 3 core elements of the SGLG – good financial
keeping, disaster preparedness, and social protection – and at least one from the
other assessment areas to be able to become an SGLG recipient.
GALING POOK
The Galing Pook Awards is a pioneering program that searches and recognizes
innovative practices by local government units. 

The awardees of the Galing Pook are chosen from a national search of local
governance programs, evaluated through a multilevel rigorous screening process
based on positive results and impact, promotion of people’s participation and
empowerment, innovation, transferability and sustainability, and efficiency of
program service delivery.
