SCHEME
The Apprentices Act, 1961
Ministry of Skill Development and Entrepreneurship
Administrative ministry responsible for implementation of the Act.
Apprenticeship Training
• Basic Training and
• On-the-Job-Training/Practical Training at workplace in the industry
• The basic training is for those who have not undergone any institutional
training/skill training before taking up on-the-job-training/practical training.
• Basic training accounts for 20-25% of overall duration of Apprenticeship
Training.
• On-the-job training which is performed in the establishments and undertaken
by the establishment itself.
• Six Regional Directorates of Apprenticeship Training. State Apprenticeship
Advisers monitor the Scheme in State Government Undertakings and Private
Establishments.
Categories of apprentices
• Trade apprentices,
• Graduate apprentices,
• Technician apprentices,
• Technician(vocational) apprentices and optional trade apprentices

• Huge potential in apprenticeship training which remains untapped
• The scheme is for
(i) Sharing of 25% of prescribed stipend subject to a maximum of Rs. 1500/- per month
per apprentice to all apprentices with the employers.
(ii) Sharing of cost of basic training with Basic Training Providers (BTP)
• The main objective of the scheme is to promote apprenticeship training and to
increase the engagement of apprentices from 2.3 lakh to 50 lakh cumulatively by 2020
• Basic training cost will be limited to Rs. 7500/- for a maximum of 500 hours/3 months
• Scope of the Scheme
• This scheme shall cover all categories of apprentices, which are not covered under
National Apprenticeship Training Scheme (NATS) administered by Ministry of Human
Resource Development
• Courses under Pradhan Mantri Kaushal Vikas Yojana
• (Modular Employable Skill (MES) under Skill Development Initiative (MES SDI)
• Courses approved by State Governments/Central Government will be linked
with apprenticeship training. (SSOU can come under this category)
• This will include all GRADUATE courses except Engineering & Architecture
• These will be linked with apprenticeship training.
• These courses will be given the status of optional trades & the relevant
practical content for On the Job training will be added by respective course
approving authority.
Mapping of Existing Courses @ SSOU
• Courses offered in SSOU can be projected as OPTIONAL Courses and can be
approved by NAPS as per following clause
• To facilitate establishments to design their own “optional courses” & frame
requisite entry qualifications and curriculums under them, a template has been
designed.
• A standardized template also makes it easy for the candidates to understand
the courses and the different pathways available to him/her for employment.
• An establishment will need to fill the details of the course in the standard
template and E- mail it to the Apprenticeship Division at the National Skill
Development Corporation (NSDC) through E- mail at
[email protected]

Execution
• Optional Trade under the Apprenticeship Training Programme in any one of the
following modes
a) Embedded mode- In this mode the QP contain both the basic training and OJT
as part of qualification. The basic training can either be delivered by the Industry
at its shop floor or can be delivered by a Training Provider(TP) and the OJT will
need to be delivered by the industry.
b) Top up mode- an establishment can pair two QPs which it feels are compatible
and run them under the Apprenticeship programme. Under this scenario it will
be required to design the Apprenticeship Course in such a manner that the first
QP will be treated as Block I (basic training/class room training/lab component)
of the Apprenticeship Programme & the second QP will be treated as Block II (by
running it on-the-job/shop floor training mode) .
Execution
• In all such cases since the duration of course will change from what was
approved for the course to be run on Short Term Training mode, the National
Skill Development Agency (NSDA), would need to be intimated about the
changes (when run under the Apprenticeship mode) by the SSC concerned for
necessary amendments in qualification files.
• However, the establishments are at liberty to choose from any of these QPs to
design its apprenticeship course or design its own course (even outside of the
2000 plus QPs on portal) to run an apprenticeship programme in an optional
trades.
Exception from Basic Training
• STT courses are short term courses designed by National Council for Vocational
Training (NCVT) under the scheme SDI – Skill Development Initiative or by NSDC
or various State Governments & other Central Government agencies.
• Only those pass outs from of all STT courses that are NSQF aligned are
exempted from Basic Training under the Act.
• School of Automobile Engineering of SSOU has designed many STT that are
aligned with NSQF
• Others will be treated at par with fresher candidates.

• Q44. Where can Apprenticeship training be undertaken?
• One can undergo apprenticeship training on the shop floor of any
establishment under the Central/State Govt or private sector establishment
upon singing of contract of apprenticeship with the establishment.

•HENCE NAPS is promoting OPTIONAL TRADE
