Choosing a suitable location for landfill depends on a several factors and it is a
complicated procedure. The most widely used factor for selecting a landfill site are groundwater depth, surface water vicinity, elevation, land slope, soil permeability, soil stability, flooding susceptibility, faults, land used type and protected site vicinity. Land area and volume should be sufficient enough to provide landfill capacity so that the projected need can be fulfilled for several years. Landfill area should not be very close to significant water bodies Waste disposal area must be very far from residential or commercial area. Site investigation
Process of collecting information, assessment of data and reporting potential
hazards beneath a site which are unknown.
Site investigation is group into five stages;
1. Soil investigation 2. Geologic survey map 3. Preliminary investigation 4. Detailed site investigation 5. Supplementary investigation and construction control Different classification of disposal facilities Disposal facilities in the Philippines classified into three(3) types; 1. Open dump – Generally sited in vacant lots, usually adjacent to residential areas where there are low lying marshy land. 2. Controlled dump – the waste will undergo compaction, soil cover is applied, fires not permitted and buffer zones provided among others. This disposal facility shall only be allowed to operate for 5 yrs. inclusive for 3 yrs. conversion period. 3. Categorized final disposal facility ( Landfill ) – a disposal site designed, constructed, operated and maintained in a manner that exert engineering control over significant potential environmental impacts arising from the development and operation of the facility. Disposal facilities that are present in our area ( Malaybalay City ) Municipal solid waste landfill – It is specifically designed to receive household waste as well as non hazardous waste. Industrial landfill – Design to collect commercial and institutional waste which is significant portion of solid waste. Permitting process for landfill construction
Permits are required by the following types of disposal facilities
• Class 1 disposal facility – Takes non-hazardous municipal solid waste such as household waste, approved special waste and commercial waste. • Class 2 disposal facility – Takes non-hazardous industrial wastes and commercial wastes and fill. • Class 3 disposal facility – Land clearing and farming wastes • Class 4 disposal facility – Takes construction/demolition wastes, shredded tires and any similar waste characteristics. The applicant/owner must submit the following items;
• A complete application, proposed activities to be conducted at the facility, statement regarding whether the facility is subject for local approval. • Topographic map showing the facility, property boundaries, waste processing disposal unit. • Hydrogeologic assessment of the potential site • Facility design plans and operation manuals
Landfill permit application take about 6 months to 24 months to correct any
deficiencies with the application and public hearing that may be requested.
