Feature Introduction: Background
There are two ways to reduce latency of initial UL transmissions:
 Uplink SPS: The SPS interval used to be more than 10 ms, which could not satisfy the requirement for low latency.
 Preallocation: It may waste PDCCH resources and cause UL interference to neighboring cells.

3GPP R14 introduced L2 latency reduction techniques, which include


Dynamic scheduling
two parts:
 Short-interval SPS: Uplink SPS with a short SPS interval (1 or 5 ms) helps eNB
reduce the latency of initial UL transmissions with no extra control plane
overhead.
 UE skipping function: This function allows UEs to skip configured uplink
grants if no data is available for transmission. Skipping uplink grants helps
decrease UL interference and improve UE battery efficiency. UE
In accordance with 3GPP specifications, if short-interval SPS is UL data
configured for a UE, the skipping function must also be configured for Short-interval SPS

Feature Introduction
When a UE meets the condition for configuring short-interval SPS, the eNodeB configures short-interval SPS and SPS skipping for
the UE.

When the UE meets the condition for activating short-interval SPS, the eNodeB schedules the UE using SPS at a short interval.

The eNodeB has no information of whether a UE, for which short-interval SPS is activated, has data to transmit, and therefore the
eNodeB needs to check whether the UE transmits data in SPS subframes. If SPS subframes are configured and there is UCI, the
eNodeB needs to check whether UCI is transmitted on the PUSCH and determines which UCI to use: UCI transmitted on the
PUSCH or UCI transmitted on the PUCCH.

Feature Usage Scenario

There are low-latency uplink services and the uplink load is light.

Methods for identifying low-latency uplink services are as follows:


• Based on bearer identification: Specific bearers are configured as bearers for low-latency
services.
• Based on SC identification: If the DNS identified for a service is a DNS for low-latency
services in the DNS library, the service is regarded as a low-latency service.
