WHO IS A CHILD?
The 1989 United Nations Convention on the Rights of the Child
defines a child as an individual who has not attained the age of 18
years. In India, different laws define the words ‘child' and ‘minor'
differently.
For instance –as per the Child Labor (Prohibition and Regulation)
Act, 1986 – a child is defined as a person who has not completed
14 years of age. The act also prohibits employing children in 65
processes and 18 occupations that it views as hazardous, including
beedi-making, tanning and brick kilns.
WHAT IS RIGHT ?
A right is something a person has which people think should not be
taken away. It is a rule about what a person is allowed to do or
have. Rights may be put into laws, so they have legal protection.
But a right can exist where most people think it is good (just).
Examples
Many think people have a "right to life". That means that if one
person kills another, the killer would be taking away the victim's
"right to life". It also means life should be preserved (guarded)
when it is threatened in other ways
CHILD RIGHT
• All people under the age of 18 are entitled to the standards and rights guaranteed by the laws that
govern our country and the international legal instruments we have accepted by ratifying them.
• The Constitution of India guarantees all children certain rights, which have been specially included for
them. These include:
• Right to free and compulsory elementary education for all children in the 6-14 year age group (Article 21
A).
• Right to be protected from any hazardous employment till the age of 14 years (Article 24).
• Right to be protected from being abused and forced by economic necessity to enter occupations
unsuited to their age or strength (Article 39(e)).
• Right to equal opportunities and facilities to develop in a healthy manner and in conditions of freedom
and dignity and guaranteed protection of childhood and youth against exploitation and against moral and
material abandonment (Article 39 (f)).
Besides these they also have rights as equal citizens of India, just as any other adult male or female:
Right to equality (Article 14).
Right against discrimination (Article 15).
Right to personal liberty and due process of law (Article 21).
Right to being protected from being trafficked and forced into bonded labour (Article 23).
Right of weaker sections of the people to be protected from social injustice and all forms of exploitation
(Article 46)

ARE DENIED?

and protection. Any concerned adult, or a child in need of help can dial 1098, the toll free number to access
our services. We not only respond to the emergency needs of children but also link them to services for their
long-term care and rehabilitation.
1098 is not a mere number. 10 - 9 - 8 or CHILDLINE is a countdown to a better life for the street child. A
friendly or sympathetic 'didi' or 'bhaiya' who is always there for them 24 hours of the day, 365 days of the
year.
Children reaches out to all children in need of care and protection. These include: street children, child
labour children who have been abused, child victims of the flesh trade, differently-abled children, child
addicts, mentally ill children, and children infected by HIV/AIDS - any child who needs our help
Children / concerned adults call CHILDLINE for medical assistance, shelter, missing children, Repatriation,
Protection from abuse, Emotional support and guidance, Death, information about CHILDLINE, Volunteers,
Information and referral to services, Silent calls, Chat calls etc. It intervenes in case of sickness, death and
abuse of children, runaways and child labour, always focusing on the marginalized child. After the initial
crisis intervention, CHILDLINE links these children to long-term services.
