GUIDELINES

TVET CDACC SECRETARIAT


INTRODUCTION
 Competency based assessment for purpose of
certification will only be conducted in an assessment
center
ASSESSMENT CENTER
 An assessment center is a designated facility for carrying
out competence assessment. It may be a training
institution, an industry or a set up registered by the
Council.
 Providing infrastructure, tools and equipment and
consumables for assessment
 Providing assessors and verifiers

 Implementing recommendations from quality assurance

ORGANIZATION STRUCTURE OF AN
ASSESSMENT CENTER
Roles of key
participants in
competency based
assessment
ASSESSMENT CENTER MANAGER
 Assessment center manager is responsible for the
management and quality assurance systems for
Council’s certifications. His/her functions include:
 Ensuring registered assessors and verifiers are involved
in the assessment and verification processes in
accordance with set guidelines
 Requesting for assessment tools from the Council

 Disseminating correspondence to all relevant


stakeholders within the center
 Coordinating development and review of assessment
tools
 Coordinating quality assuring assessment process as per
set guidelines
ASSESSMENT CENTER MANAGER
 Ensuring collection and remittance of assessment fees
from candidates
 Planning and ensuring assessment is conducted as per set
guidelines
 Storing and retrieving assessment outcomes

 Handling assessment outcomes appeals

 Implementing any corrective actions recommended


 This role may be performed by the Principal/Head of

Training Center or Head of Department


 Assessment manager should be registered as an

internal verifier
ASSESSMENT CENTER OFFICER
 Assessment center officer is in charge of assessment
registration, certification claims and administration
of assessment in a center. His/her functions include:
 Liaising with internal verifiers on registration of
candidates for assessment
 Ensuring registration details are correct

 Making security and storage arrangements for


assessment tools, equipment and materials
 Ensuring assessment is conducted in accordance with set
guidelines
 Assessment officer should be registered as an internal verifier
INTERNAL VERIFIER
An internal verifier monitors the work of internal assessors involved in
assessment of a qualification. He/she ensures that assessors conduct
assessment as per set standards.
His/her functions include:
Liaising with the assessment center manager and the center
assessment officer on matters of assessment
Ensuring that assessors follow the assessment guidelines
Sampling assessment activities, methods and records to monitor
consistency of assessment decisions
Maintaining up to date records of internal verification and sampling
activities and ensuring that these are available for external verification
Providing internal assessors and candidates with accurate and
constructive feedback on their assessment decisions
Ensuring that candidates’ records and assessment documentation are
completed in accordance with the guidelines
Organizing regular meetings between all those involved in assessment
within the center
INTERNAL ASSESSOR
Internal assessor is a trainer who acquaints the trainees with
relevant skills, knowledge and attitudes as stipulated in the
unit(s) of competency and assesses their competence.
His/her functions include:
 Guiding the trainees accordingly and ensuring candidate is
aware of his/her responsibility in the collection and
presentation of evidence
 Delivering the unit(s) of competency using various strategies

 Agreeing on the assessment plan with the candidate and fully


briefing the candidate on the assessment process
 Conducting assessments, judging the evidence, making
assessment decisions and preparing a report
 Storage of candidate’s evidence
CANDIDATE
A candidate is an individual who is registered and working
towards a full or part qualification at an assessment
center.
His/her functions include:
 Discussing and agreeing on assessment plan with
assessors
 Producing sufficient evidence of current competence and
of prior achievement (where applicable)
 Preparing and availing himself/herself for assessment

 Adhering to assessment rules and regulations

 Following internal appeals procedure when necessary


ROLE OF EXTERNAL ASSESSOR
An external assessor is an registered expert in a specific skill
area whose functions include:
 Conducting assessment

 Providing feedback to sampled candidates after


assessment
 Submitting assessment results and reports to the center for
onward transmission to the Council
 Conducting follow up reviews and on-site visits when
necessary
ROLE OF EXTERNAL VERIFIER
An external verifier is an registered expert in a
specific skill area whose functions include:
 Examining assessment and internal verification
documentation
 Auditing assessment facilities for standards
compliance
 Assessing sampled candidates

 Providing feedback, information and advice to


assessment centers and the Council
Criteria for Registration of Verifier or External
Assessor:
1.Hold a recognized qualification accepted by TVET
CDACC in the skill area being assessed.
2.Have at least three years verifiable practical and
current work experience in the skill area being
assessed.
3.Have attained a qualification at least one level
higher than the level being assessed
4.Undertaken training recognized by TVET CDACC
as assessor/verifier
5.A member of the respective professional body where
applicable.
NOTES ON REGISTRATION OF INTERNAL
ASSESSORS

The same criteria as for verifier or external


assessor is applied except criteria 2 where an
internal assessor is exempted from the
requirement of 3 years experience.
