INTRODUCTION
● Environmental Impact Assessment (EIA) is a planning method for identifying, forecasting,
evaluating, and mitigating the environmental impact of development projects.
● Therefore, it is important to try to predict the environmental and social implications of planned
programs, initiatives and developments that have the potential to modify environmental quality
and impact well-being.
● The purpose of the EIA is to assess the potential environmental, social, and health effects of the
proposed construction so that those making project development and project authorization
decisions are aware of, and thus more accountable for, the likely consequences of their decisions
before making them.
BACKGROUND OF STUDY
● The East Coast Rail Link is known as the “ECRL” or “The Project”
● The ECRL is railway construction project that will connect Wakaf Bharu in Kelantan
to the Gombak Integrated Transport Terminal (ITT) in Selangor.
● The project includes the construction of 532.3 km from the East and West Coasts of
Peninsular Malaysia such as Kelantan, Terengganu, Pahang, and Selangor.
● The project is a prescribed activity for construction of new railway route under the
Second Schedule of Environmental Quality (Prescribed Activities) (Environmental
Impact Assessment) Order 2015, the Environmental Quality Act 174 in the Section
34A.
AIM & OBJECTIVES
AIM
The aim of the Environmental Impact Assessment (EIA) is to provide evaluation results on the probable
environmental consequences of the proposed project. The following are within the authority of the EIA.
OBJECTIVES:
i. To analyze the fundamental conditions of the project site and its ecosystem in order to determine
present environmental quality and identify environmental resources that may be affected as a
consequence of the project.
ii. To identify and prioritize the potential implications of project activities on existing and future natural
resources.
iii. To recommend effective preventative measures to mitigate and reduce the symptoms of any negative
consequences caused by the project.
PROJECT TITLE
The project title is The East Coast Rail Link which is known
as the “Project” or “The ECRL” where are involves the
construction of rail link from the East coast to West coast that
is from Wakaf Bahru in Kelantan to the Integrated Transport
Terminal (ITT) in Gombak, Selangor. The total track railway
approximately 532.3 km for main line with another 65.9 km
of spur lines such as Kelantan (55.0 km), Terengganu (227.9
km), Pahang (233.0 km), Selangor (16.4 km). The ECRL also
has 23 stations.
PROJECT
LOCATION
★ The area for this project is located on the
east coast which passes through the states of
Pahang, Terengganu and Kelantan which
starts at the Integrated Transport Terminal
(ITT) in Gombak, Selangor station.

★ The total of length for this railway is 532.1


km. Kelantan (55.0 km), Terengganu North
(85.3 km), Terengganu South (142.6 km),
Pahang East (141.0 km), Pahang West (91.8
km), and Selangor (16.4 km.)
PROJECT CONCEPT
A project concept is a statement that provides direction, depth, and purpose to a programme or project. It is used to market projects and make
decisions. Main project activities for this project (ECRL) has three stages which are pre-construction, construction and operation.

LEGISLATION, POLICIES AND AUTHORITIES
LEGISLATION AND POLICIES

Section 34A of the Environmental Quality Act of 1974 - which establishes the legal criteria for EIA for Prescribed Activities –
requires EIA. It authorizes the Minister of Natural Resources and Environment, following adequate consultation, to declare any
activity as a "Prescribed Activity" if it has a substantial environmental impact. The provision also requires the Project Proponent
of a Prescribed Activity to submit an EIA Report to the Director-General of Environmental Quality before the appropriate
authorizing body grants approval for the proposed activity.

ENVIRONMENTAL AUTHORIZATION

All required activities must acquire EIA permission from the Director-General of Environment prior to project execution approval
from the applicable Federal or State Government body. The Approving Authority is the Government Authority in charge of
deciding whether or not a project should proceed

Land Acquisition Ensuring fair valuation of land or property, providing notice, information and assistance to
affected parties

Utilities Relocation Implementing an effective Safety Management Plan.

Soil Erosion and sediment DOSH requirements to address health threats related to sewage

Air pollution Make sure followed the Malaysian Ambient Air Quality Guidelines with the implementation of
control measures.

Ecology A Wildlife Management Plan will be prepared

Traffic Mitigation measures to reduce traffic congestion are orderly traffic management with adequate
warning signs and 'flagmen'

Public Safety Control measures including the use of explosives correctly to avoid damage,

Social Impact To reduce social conflict and lack of housing, centralized accommodation for employees is
proposed.
Potential Impacts During Operational Stage
Mitigation Measure for Operational Stage
Stage Operational

Noise The use of noise barriers - either at the ‘ROW’ of railway tracks or at the receiver boundary.

Vibration The reduction in vibration level with the use of ‘standard rail strips’ and ‘rail pads’ is almost the same,
i.e. approximately 3 - 6 dBV depending on the ‘rail pad’ tension.

Water pollution Sewage treatment will be done

Air Quality By reducing the number of vehicles on the road

Waste All waste will be disposed of at an approved landfill.

Ecology Reduce ecological impacts during the operational phase include monitoring activities to assess whether
ECRLs have resulted in significant ecological impacts, particularly for habitat conditions and wildlife
populations.

Traffic Providing easy access to the station for pedestrians and other road users are also important.

Public Safety Emergency Action Plan will be prepared

Socio-economic Improving public transport and safety procedures will be in place and adhered to to prevent any
accidents and unwanted incidents.
CONCLUSION
★ Conclusion, the East Coast Rail Link (ECRL) is a vital national
infrastructure that is expected to stimulate growth and help bridge the
economic gap between the East and West Coasts of Peninsular
Malaysia.
★ Apart from the creation of direct jobs, the operations of the ECRL are
likely to spill over into the creation of indirect and induced jobs that
are linked to its operations. So, all the mainstreaming environmental
protection into the Project and towards self-regulation to ensure that
the quality of the environment is protected during the construction and
operation of the ECRL.
