 Organizational Structure- a system
that consist of explicit and implicit
institutional rules and policies designed to
outline how various work roles and
responsibilities are delegated.
History of the Policing in the
Philippines
Organized policing started in 1500s
under the direction of Alguacil Mayor, so
called night men or bantayans patrolled the
streets of Manila and armed with muskets
as well as alarm bells for communication
In 1712 Carabineros de
Seguridad Publica was organized with a
purpose of carrying out laws of the Spanish
government.
In 1836, the Spanish colonial
authorities formed the Cuadrillo, a rural
police force enforcing peace in the
countryside.

In 1852, the notoriously dreaded


Guardia Civil took over peacekeeping
duties in the islands under a Royal Decree.
In 1966 RA No. 4864, – (Otherwise
known as the Police act of 1966) was
established. Its policemen were recruited
and appointed by the mayors.
Duties of Policemen
 Preserve peace and order
 Prevent the commission of crimes

 Protect life, liberty and property


 Arrest all violators of laws and ordinances
within their jurisdiction
 Exercise the general powers to make
arrest, searches and seizures in
accordance with law.
 Detain an arrested person only within the
period prescribed by law
On August 8, 1975, Pres. Marcos
issued Presidential Decree No. 765
establishing the Integrated National Police
with the Philippine Constabulary as the
nucleus and all police officers as
components.
The Jurisdiction of the Integrated National
Police is as follows:
 Responsible for public safety
 Protection of lives and properties

 Enforcement of laws and maintenance


of peace and order within territorial
limits of the Philippines
It has the power to:

 Prevent Crimes

 Effect and Arrest of Criminal Offenders


 Provide for them detention and
rehabilitation
 Take necessary measures to prevent
and control lives
 Investigate the Commission of all
crimes and offenses
 Bring the Offenders to justice
 Take all necessary step to ensure
public safety
1987 Philippine Constitution
Article XI (Section 5)
The maintenance of peace and
order, the protection of life, liberty and
property and promotion of the general
welfare are essential for enjoyment by the
people of the blessing of democracy.
Article XVI (Section 6)
The state shall establish and
maintain one Police force, which shall be
national in scope and civilian in character,
to be administered and controlled by a
National Police Commission.

The authority of the local
executives over the Police units in their
jurisdiction shall be provided by law.

 Republic Act No. 6975 “DILG Act of 1990”
 On January 29, 1991 the Philippine
National Police was born
RA 6975 Section 24.
The PNP shall have the following
powers and function:
 Enforce all laws and ordinances
 Maintain peace and order

 Investigate and prevent crimes


 Exercise the general powers to make
arrest, search and seizure
 Detain an arrested person for a period
not beyond what is prescribed by law
 Issue licenses for the possession of
firearms and explosives
 Supervise and control the training and
operations of security agencies
 Perform such other duties and exercise
all other functions as may be provided
by law 
RA 6975 was amended by RA 8551
(The PNP Reform Act of 1998)
Section 12. Relationship of the DILG with
the DND
 Mandated the DILG with the primary
role of preserving internal security in
the country
 The DILG shall be relieved of the
primary responsibility on matters
involving the suppression of insurgency
and other serious threat to national
security
 The PNP support the AFP on matters
involving suppression of insurgency,
except in cases where the President
shall call on the PNP to support the
AFP in combat operations.
PNP Mission
Enforce the law, prevent and
control crimes, maintain peace and order
and ensure public safety and internal
security with the active support of the
community.
PNP Vision
Imploring the aid of the Almighty, by
2030, we shall be a highly capable, effective
and credible police service working in
partnership with a responsive community
towards the attainment of a safer place to
live, work and do business.

History of RPSB and PPSC
The Integrated National Police,
which was established under PD 765, has
the INP FIELD FORCE and are dedicated to
address the insurgency problem during
those times.
Accordingly, they are deployed in
areas where the influence of the CPP/NPA
was known to be strong.
RA 6975 (PNP Law) enacted the
establishment of the Regional Mobile Group
or RMG and the Provincial Police Mobile
Group or PPMG
Guidelines and Procedure on
the Rationalization of the PNP
Mobile Groups
 No elements from the PMF shall be
tasked to render protective security of
government officials or VIPs nor render
security services to vital installation of the
government or private establishments in
the provinces or locality.
 In order to avoid confusion and
duplication of functions, the existing units
created by the heads of PNP offices/units
without prior approval of the CPNP and
the NAPOLCOM like Special Operations
Group, Task Forces and others shall
cease to exist.
 PNP recruits and lateral entrants be
assigned to the PSF. They shall be
allowed to be assigned to police stations
upon completion of at least three (3)
years ISO duty.
Role of PNP on ISO
The PNP is mandated to provide
active support to the Armed Forces of the
Philippines (AFP) in Internal Security
Operations (ISO) for the suppression of the
Communist Terrorist Movement (CTM) and
other serious threats to national security.
The PNP in an Active Support Role
The PNP shall perform the following:
 Conduct sustained law enforcement
actions against CTM atrocities;
 In urban areas, the PNP may assume
the lead role in ISO against the CTM,
other threat groups and organized
crime groups engaged in armed
offensives;
 The PNP units may either operate as a
single force or as a part of joint PNP-
AFP combat operations. In both
cases, lateral coordination is a must;
 Specific areas where armed
confrontations such as encounter,
ambush, raid, liquidation and other
similar atrocities occur between
government forces (PNP or AFP) and
the Communist Terrorists (CTs) shall be
treated as a crime scene.

 Issued on July 10, 2008
 To enforce the law and undertake active
support role in the conduct of security
operations with the AFP against major
threats to internal security.

The RPSB Mandate
Each Regional Police Office is
authorized to maintain one Regional Public
safety Battalion to:
 Conduct internal security and counter-
terrorism operations
 Respond to crisis situation which
extends beyond the capabilities of the
Police Provincial Offices
 Conduct rescue and relief operations
anywhere in the region/nationwide
The PPSC Mandate
Each Police Provincial Office shall
be authorized to maintain one (1) one
Provincial Public Safety Company to:

 Conduct internal security and


counter- terrorism operations
 Respond to crisis situation extending
beyond the capabilities of the police
stations
 Conduct rescue and relief operations
anywhere in the province/nationwide
