PLANNING
- Deliberate attempt to alter/change the shape of
the future in what one wants it to be

- Process of setting goals, developing strategies,


and outlining tasks and schedules to accomplish
the goals set by an individual or organization
NATURE OF PLANNING
 Planning is both “reactive” and “pro-active”

 Reactive – if we need to outright solve a


problem in our society

 Pro-active – if plans need to be a step higher,


which is “vision-driven”

 Without the priority programs and projects, there is
no basis for the programming of funds and
therefore no basis for budgeting

 In accordance with the budgeting principle “local


government budgets shall operationalize the
approved local development plans” (RA 7160 Sec.
305)
PLAN-BUDGET
LINKAGE
 The plan sets the priority areas of services and
specifies the target outputs and accomplishments.
The budget provides the available resources to
carry out the activities required to accomplish the
targets.
