Safe Cities

This document summarizes a book about making cities safer, especially for women. It discusses how fear of crime limits people's activities and participation in urban life. The book provides practical solutions that cities have implemented, such as conducting self-defense classes in public spaces, installing energy efficient lighting, and developing housing while considering crime prevention. It also outlines a process for planning safer cities that includes setting safety initiatives, training, and constant evaluation. Key factors that affect safety in public spaces are discussed in detail, such as lighting, sightlines, and generating activity.

SAFE CITIES

GERDA R WEKERLE
ABOUT THE BOOK :

This is a problem solving action oriented book. The problem is the

reality of living in a society steeped in a culture of violence especially
against women. The reality and the fear engenders serve to curtail
people ‘s (and especially women), mobility and full participation in
urban life.
This is a practical book written with the clear idea of the target
audience – anyone , citizen or professional in search of concrete ideas
about how to make cities safer.
Introduction :
• Violent crimes – Attack on joggers , Parking garages ,
public transit, students in school yards , etc.
• Crime obsession – Media : Television shows , movies
and video games .
Fear of crime - Fear of one personal safety
Women are more vulnerable for a crime than men ,
therefore they limit their activities and avoid
socialisation .
Women identified Streets , alleys , paths as vulnerable
when they had poor lighting , the space was isolated
and No access for people to the space .
CONTROL OF THE PROBLEM :

• LAW AND ORDER : Through means of efforts from the government through police
and justice
• ROOT CAUSE OF PROBLEM : By giving proper education and good job for
everybody around
SAFE CITIES – The third
initiative :
WHAT CAN CITIES DO :

The safe cities program was already in places such as

Amsterdam, Netherlands , Toronto and Canada. What these
cities done was :

All changes was done in existing programmes

Conducted self defence classes for women in parks and
recreational areas
Energy efficient street lights were used for lights
Housing was developed with the fear of crime
Provide public awareness on the subject

This changed a public space and government appointed

people for their maintenance and address the issues .

Making small decisions and changing micro environments in

daily life had a better impact than leaving a crime to police
and justice system.
CHAPTER 2 : PROCESS OF PLANNING A SAFE CITY

Making cities safer is complex and time consuming . So planning how to

not plan a city is much more useful and easier way
GOALS AND PRINCIPLES :
AWARENESS – Awareness of the issue and role of the authority in that
issue
PROCESS – How to improve the existing environment
MUTUAL LEARNING – Evaluation of the improvements that is taking
place on the current environment
DESIGN PRINCIPLES :

• Design for pedestrians to move about in well lit ,well

circulation routes that reflect existing patterns of
movement.
• Consider safety of people and property rather than
considering them separately.
• Use opportunities for enhancing natural surveillance.
• Good maintainance
• Make sure solution to one problem should not create
another problem
URBAN SAFETY IN SMALL PROJECTS :
• Every development proposal should
consider the impact its design might have
on the safety of its users and on the
surrounding neighbourhood
• If actual users are consulted and this
should be encouraged , then personal
safety should be explicitely considered in
these discussions
• Some record of how safety concerns were
dealth with should be kept in order to
develop a knowledge base
URBAN SAFETY IN COMPLEX PROJECTS :
STAGE 1 : THINKING IT THROUGH STAGE 2 : GATHERING DATA & DEVELOPING
Where is the area to be improves ? Collecting facts
Why is this process occurring ? The story thus far
Who is initiating the improvement ? Learning from experience
Who gets affected by the improvement ? Consultation
Who should be involved in directing Deciding on a mechanism for evaluation
the change ?
What people resources are in hand ?
What money resources are on hand ?
When is the project expected to be
Completed ?
URBAN SAFETY IN COMPLEX PROJECTS :
STAGE 3 : CARRYING OUT THE PLAN STAGE 4 : EVALUATING THE PLAN
Making the final decision Carrying out the evaluation
Publicizing the changes Making modifications based on the
Keeping construction sites safe evaluation

Constant monitoring Keeping a record

PLANNING OF A SAFER CITY :
• Setting up municipal safety
initiatives
• Including safety in official
plans
• Training on safety issues
• Action research
• Sharing information
• Evaluation
CHAPTER 3 – FACTORS ENHANCING SAFETY AND
SECURITY IN PUBLIC SPACE
The factors affecting safety and
security are :
• Lighting
• Sightlines
• Entrapment spots
• Movement prediction
• Visibility by others
• Land use mix
• Activity generators
LIGHTING :
• Minimum standards
• Consistency of lighting
• Proper placement
• Misleading lighting
• Protection of lighting
• Maintanance
• Planning for night time use

• Sharp corners
• Hidden entrances
• Permeable barriers
• Problematic places
• Improving sightlines
• Landscaping
ENTRAPMENT SPOTS :
• Entrapment spots adjacent to
pedestrian routes
• Limiting access
• Lighting and sightlines
MOVEMENT PREDICTORS :
• Elimination of movement
predictors
• Sightlines
• Lighting
• Hardware
• Alternative night route
• Movement predictor and
entrapment spot
VISIBILITY BY OTHERS :
• Informal surveillance
• Problematic routes
• Increasing activities and usage
• Hardware
LAND USE MIX:
• Compatible mixed uses
• Balancing negative land uses
• Scale
ACTIVITY GENERATORS :

Complimentary spaces
Reinforcing activity generators
Design for programming activity
mix
Grade – level activity
Off hour uses
Bringing people into the streets

• Sign location
• Maintenance
• Maps
• Main routes
• Exit signs
