The Difficulties of The Indigenous People of Central Luzon in Securing Their Certificate of Ancestral Domain Title
This research is about the effectiveness of the IPRA Law in the Philippines, or Republic Act No. 8371.
This research seeks to find out the reasons and difficulties of the Indigenous People of Central Luzon in
securing their certificate of ancestral domain title (CADT). This research also seeks to find out if the said
law is being implemented properly. If the answer is in the negative, then this study also aims to give
suggestions as to how to implement the law properly for the benefit of the Indigenous People of Central
Luzon.
Research Questions
2. Why are the IPs of Central Luzon having a hard time in securing their CADT?
3. What are the effects to the IPs and their daily lives of dealing with the delay of the grant of a CADT?
5. What happens to the Indigenous Groups if and when they get deprived of their lands?
Methodology
The group will conduct an in-depth interview procedure for this study, which will be limited to the Aetas
residing in Zambales and Bataan, who are interested in cooperating for the gathering of data. The
interview would also include people or groups whose advocacy is that of defending the rights of these
indigenous people in claiming their Ancestral Land as their own.
Significance of the Study
The findings of this study will redound to the benefit of the Indigenous People of Central Luzon who are
being subjected to possible unjust claims over their ancestral lands or domains, and specifically in the
difficulties they face in applying for their Certificate of Ancestral Domain Title (CADT). In a broader
scale, the study also aims to disseminate these findings to other Indigenous Groups who are not the
focus of our research as they may apply what we have learned in their struggles.
